Director Hue Quach says horse race revenue for
capital improvements down millions per year
Many interesting and little-known aspects of the City of Arcadia’s
budget were presented by Hue C. Quach, Administrative Services
Director Officer for the City of Arcadia, at the Arcadia Chamber of
Commerce’s monthly Government Affairs Forum on May 7, 2015,
sponsored by Keystone 365 Sponsor Singpoli.
Speaking to an engaged crowd in the Chamber’s conference room
sponsored by Foothill Credit Union, Quach noted that in addition
to Accounting and Finance, he also has oversight of IT as well as
Human Resources and Purchasing.
Arcadia Chamber CEO Scott Hettrick filled in as moderator of the
Forum that also included reports from the offices of Congresswoman
Judy Chu, Senator Dr. Ed Hernandez and Supervisor Antonovich,
and City of Arcadia officials, among others. Chairman Jack Orswell
from Orswell & Kasman, Inc. Environmental Assessments &
Consulting, and co-chair Peter Ulrich, were absent.
One point Quach made was that the Capital Improvement Fund
gets its revenue stream from the racetrack, with one-third of one-
percent of all bets placed at the racetrack going to this fund. But
that revenue for capital projects has severely declined over the past
three decades from a high value of nearly $4.5 million in the 1980s
to about a half-a-million dollars per year now, despite the addition
of a spring season of racing. This is due to so many bets being placed
off-track and on electronic devices as opposed to being place at the
track betting windows.
Another point is that nearly half the City’s overall $103 million
budget is not open for decisions by the City Council or others since
this is all money that can only be spent for specific purposes.
Quach said the City will show a net profit of $4,387,500 based on
approximately $59.3 mil. in revenue, and $55 mil. in expenditures
in the General Fund. The primary expenditures are for police (35%
– $18.864 mil.) and fire (25% – $13.7 mil.). Arcadia is a full-service
city, meaning the city provides police, fire and public works services
as opposed to other area cities that contract out with County fire
or the Sheriff’s Department for protection. Together, police, fire
and public works accounts for 69.7% of the budget. Some of the
sources of general fund revenue include property and sales taxes.
Property taxes account for 23% of general fund revenue with sales
taxes bringing in 22% of that revenue. For every dollar collected
in property taxes the City of Arcadia gets 9-cents. With respect to
sales tax, the city gets 1 penny for every dollar spent.
For the period of Sunday, May 3rd, through Saturday, May 9th, the Police
Department responded to 1,135 calls for service of which 116 required formal
investigations. The following is a summary report of the major incidents
handled by the Department during this period.
Sunday, May 3:
Just before 10:50 a.m., an officer conducted an enforcement stop on a
vehicle in the area of Golden West Avenue and Fairview Avenue for an
obstructed rear license plate. An investigation revealed the vehicle was an
unreported stolen vehicle out of the City of Pasadena, and the passenger
provided false identifying information to the officer. Both the 32-year-
old Hispanic male driver and 33-year-old white female passenger were
arrested and transported to the Arcadia City Jail for booking.
At approximately 2:06 p.m., officers responded to the soccer field at
240 West Huntington Drive regarding a fight in progress. The officers
discovered a group of mothers and daughters fighting after a soccer game.
None of the involved parties required medical attention. The victims were
non-desirous of prosecution.
Monday, May 4:
At about 1:35 p.m., an officer responded to 240 West Huntington Drive
regarding a vandalism report. The officer determined unknown suspect(s)
intentionally broke ten windows of the City Hall building sometime
during the weekend. No suspects were seen and no witnesses were located.
At approximately 5:13 p.m., an officer responded to a residence in the
1000 block of West Duarte Road regarding a package theft report. An
investigation revealed a 43-year-old Hispanic female attempted to steal
numerous packages from the victim’s porch. The victim confronted the
suspect and blocked the suspect’s vehicle from leaving with his own vehicle
until police arrived. The suspect was arrested and transported to the
Arcadia City Jail for booking.
Tuesday, May 5:
Around 2:16 a.m., an officer conducted an enforcement stop on a vehicle in
the area of Santa Anita Avenue and Longden Avenue for speeding. Upon
contacting the driver, the officer noticed the 22-year-old Hispanic male was
driving with a suspended license and had an outstanding misdemeanor
warrant. The suspect was arrested and transported to the Arcadia City Jail
for booking. His vehicle was impounded for 30 days.
Just after 1:01 p.m., an officer responded to a residence in the 1800 block
of South Eighth Avenue regarding a suspicious circumstances report. The
victim stated she scared off two suspects seen in her backyard. They fled
southbound in an awaiting white sedan.
The suspects were described as thin males wearing red hooded
sweatshirts.
Wednesday, May 6:
Shortly after 8:15 a.m., an officer responded to a residence in the 800
block of Southview Road regarding a theft report. The officer discovered
the 16-year-old victim fell asleep while having friends over at his house.
When he awoke, he found his wallet, cell phone, iPad, and cash missing.
The investigation is ongoing.
At about 4:10 p.m., an officer responded to a residence in the 2200 block
of South Eighth Avenue regarding a burglary report. An investigation
revealed an unknown suspect smashed a rear window, ransacked the home,
and fled undetected. The total loss was valued at $500.00. No suspects were
seen and no witnesses were located.
Thursday, May 7:
At approximately 12:00 p.m., an officer responded to a parking lot of the
Westfield Shopping Town, 400 South Baldwin Avenue, regarding a theft
report. A witness reported seeing an unknown suspect underneath the
victim’s vehicle with a wrench. The victim returned to her vehicle and
noticed her catalytic converter had been removed from her Toyota truck.
No other witnesses were located. The investigation is ongoing.
Around 3:56 p.m., officers responded to the 000 block of East Foothill
Boulevard regarding a male suspect brandishing a knife at another male.
Officers determined the two males were arguing when the 17-year-old
Asian male pulled a knife and threatened the victim. The suspect returned
to his vehicle and fled. Officers located the suspect during an area check.
The suspect was arrested and transported to the Arcadia City Jail for
booking.
Friday, May 8:
Just after 12:24 p.m., an officer conducted a traffic stop on a vehicle in
the 700 block of West Huntington Drive for having expired registration.
Upon contacting the driver, the officer discovered she was on probation
for narcotics and had an outstanding felony warrant. A consensual search
of the vehicle produced a bag of methamphetamine, a digital scale, and
packaging baggies. The 48-year-old white female was arrested and
transported to the Arcadia City Jail for booking.
At about 6:29 p.m., an officer responded to Santa Anita Race Track, 285
West Huntington Drive, regarding an auto burglary report. The victim
noticed his rear window had been pried open and his third row seat had
been stolen. No suspects were seen and no witnesses were located.
Saturday, May 9:
Just after 6:28 a.m., an officer responded to a residence in the 1000 block
of West Duarte Road regarding a battery report. An investigation revealed
the female subject’s current boyfriend and ex-boyfriend engaged in a
physical altercation resulting in a friend of the ex-boyfriend hitting the
new boyfriend in the face with a speaker. The victim did not seek medical
attention. The investigation is ongoing and the suspect is outstanding at
the time of this report.
At approximately 3:53 p.m., an officer responded to Macy’s at the
Westfield Shopping Town, 400 South Baldwin Avenue, regarding a
petty theft report. Loss prevention personnel witnessed the 55-year-old
Hispanic female conceal numerous items in shopping bags before exiting
the store, failing to make payment. The suspect committed the crime with
her 6-year-old daughter present. DCFS was notified. The suspect was cited
and released in the field due to medical issues.
OUTDOOR ADVENTURE DAY CAMP AND
SPORTS CAMP!
The Recreation and Community Services Department offers the Outdoor
Adventure Day Camp at Wilderness Park with 10 weeks starting June 17th
to August 21st. There is still availability for all weeks of day camp. Each
camp features a variety of fun summer activities and excursions for youth
ages 5-12.
The Sports Camp is held at Dana Gym, 1401 S. First Avenue, Arcadia and
offers three weeks starting August 3rd to August 21st. Weeks one and three
are for youth ages 6-10 and week two is for youth ages 11-15. This camp
utilizes the school’s athletic facilities and features a variety of fun sports
activities for youth including swimming, flag football, basketball, softball,
soccer, volleyball and other fun group games. Each week there are two
excursions and two swim days.
Both day and sports camps are $110 per week except for week one of day
camp ($65). To get a copy of the summer “Buzz” stop by our office, 375
Campus Drive; Arcadia City Hall, 240 W. Huntington Drive; or the Arcadia
Public Library, 20 W. Duarte Road. To register in person come by our
office or you can go to the city’s website at www.ci.arcadia.ca.us under the
Recreation and Community Services Department to download a copy. The

OLD TOWN VACANCY REPORT
During the past few weeks, as one part of our preparation for the
International Council of Shopping Centers (ICSC) Conference, staff
has conducted a comprehensive assessment of the current business
environment in Old Town Monrovia. Currently, there are 292 business
locations in Old Town, and 272 of those spaces are open and operating.
This equates to a vacancy rate of less than 7% for FY 2014/15.
For comparative purposes, Old Town vacancy rates during the past
several years have been as follows:

§ FY 2013/14 – 10% vacancy rate

Felony Fraud – Suspect Arrested May 7 at 12:28 p.m., an officer responded
to a business in the 500 block of West Huntington regarding a suspect
attempting to commit fraud. A male suspect entered a department store
in the 500 block of West Huntington and opened a line of store credit
using someone else’s personal information, not his own. He had created a
California DMV computer printout showing the fraudulent information.
He then attempted to purchase store merchandise with the credit he had
just fraudulently obtained; however, he was stopped by officers while in
the act. The suspect was arrested for fraud and taken into custody.
Grand Theft Auto May 7 at 1:30 p.m., a vehicle was reported stolen from
the 600 block of West Hillcrest. The victim parked his gray, 1990 Nissan
pickup, but did not lock the doors. He left the key to the ignition in the
center console, and then left the vehicle for approximately five minutes.
When he returned to his truck, it was gone. Officers searched the area for
the truck, but were unable to locate it. The investigation is continuing.
Vehicle Burglary May 8 at 6:30 a.m., a vehicle burglary was reported in
the 1400 block of South Mountain. The female victim walked outside to
her car, which was parked on the street, and discovered the rear window
was shattered. Clothing items and shoes that were in the rear hatch area
of her car were stolen from the vehicle. She did not see anyone around
her vehicle or in the area when she discovered the theft. She said she had
parked the vehicle there the night before at 9:00 p.m. and had locked the
doors. The investigation is continuing.
Fight in Progress/Assault May 8 at 8:35 p.m., officers were dispatched
to the 100 block of West Lemon on the report of a fight in progress.
When officers arrived, they found a male juvenile on the ground with
swelling to his jaw and a laceration to his ear. The victim had apparently
lost consciousness for a moment. The victim’s father arrived on scene as
the subject was being taken to the hospital by ambulance. The victim
was treated at the hospital and released in stable condition. Through
investigation, it was learned that this incident carried over from words
being exchanged earlier in the day between the two subjects at school. The
suspect is known to the victim by name. The investigation is continuing.
Driving Under the Influence – Suspect Arrested May 9 at 2:20 a.m.,
officers on patrol observed a motorist exceeding the posted speed limit
at Myrtle and Longden. They conducted a traffic stop on the vehicle and
discovered the driver to be intoxicated. The officer arrested the driver
for DUI and took him into custody. He was held for sobering. Grand
Theft Auto May 9 at 7:30 a.m., a vehicle was reported stolen from the 100
block of Stedman. The victim had parked and locked his vehicle in his
driveway at approximately 11:30 p.m. When he returned to the vehicle in
the morning, it was gone. The vehicle is a tan, 1985, Toyota pickup. The
investigation is continuing.
Non-Injury Traffic Collision May 9 at 5:27 p.m., a driver was traveling
west on Duarte Road in a construction area near Walker. She became
confused by the cones and altered lane she was supposed to use. There
was an open portion of road surface that was not yet completed. The
driver drove her vehicle into the open portion of the street, causing minor
damage to her vehicle. She was not injured. A tow truck had to remove
her car from the opening, but she was able to drive her car away.
Public Intoxication – Suspect Arrested May 10 at 2:07 a.m., an officer
was on patrol in the area of Primrose & Lemon when he saw a person
on the street, staggering and showing signs of intoxication. The officer
contacted the subject and confirmed he was, in fact, too intoxicated to
care for his own safety. The officer arrested the subject for being drunk in
public. The subject was held for sobering. Grand Theft Bicycle – Suspect
Arrested May 10 at approximately 11:54 p.m., officers were dispatched to
the 900 block of West Foothill regarding the theft of a bicycle. The officers
located a male suspect riding the bicycle in the 800 block of West Walnut.
He was stopped and arrested for grand theft.
Robbery – Suspects Arrested May 11 at 4:40 p.m., an officer responded
to a business in the 1600 block of South Mountain. A suspect was
observed stealing a pipe cutter from the business and walking out of the
store without paying for the item. He was stopped by the loss prevention
officer outside the store. As the loss prevention officer was attempting
to take custody of the suspect, a second suspect approached and struck
the loss prevention officer with brass knuckles, and both suspects fled.
A description of the suspects was broadcast and both suspects were
detained at Evergreen in the city of Duarte.
CHP Pursuit of Motorcycle May 11 at 7:44 p.m., officers responded to
the 600 block of West Huntington regarding a motorcycle crash. Further
investigation revealed the California Highway Patrol was in pursuit of
the speeding motorcycle, westbound on Huntington, when it ran into
a vehicle, throwing the rider approximately 100 feet. The rider was
taken to a hospital with nonlife-threatening injuries. The collision and
investigation was handled by the CHP.
Missing Adult Located May 11 at 9:29 p.m., a male subject came into the
police station to report his 81-year- old father missing. The father lives at
a retirement home in the 100 block of South Myrtle, but often stays the
night with friends. He was at a friend’s house earlier in the day, but was
last seen leaving the residence on foot. The son contacted police when
his father failed to return to the retirement home. Officers eventually
located the missing subject at a donut shop in El Monte by tracking his
cell phone. El Monte officers responded to the location and detained the
father until the Monrovia officer arrived. The subject was taken back
to the retirement home. Adult Protective Services was notified of the
incident.
Robbery/Cell Phone May 12 at 5:10 p.m., two female teens were walking
in 100 block of West Duarte when they were approached by two male
teens. One of the male suspects brandished a black handgun and robbed
one of the girls of her cell phone, then fled the scene. The female victims
went home to Duarte before they called police. They contacted the Los
Angeles
County Sheriff’s Department, who then advised the Monrovia Police
Department. The investigation is continuing.
Grand Theft Auto/Vehicle Recovered – Suspect Arrested May 13 at 2:20
a.m., officers were on patrol in the area of Walnut and Fifth when they
saw a blacked-out vehicle that pulled up to the curb and parked. There
were three subjects in the vehicle. As officers approached, the driver
exited the vehicle and told the officers he had just stolen the car from San
Bernardino. The driver was arrested and taken into custody for Grand
Theft Auto.
Domestic Violence – Suspect Arrested May 13 at 7:36 p.m., an officer
responded to the lobby of the police station on a report of domestic
violence. The victim and her boyfriend were involved in an argument
that escalated into a physical confrontation. The boyfriend grabbed
and choked the victim. The victim sustained minor injuries from the
altercation. The suspect was located and arrested for domestic violence.
Armed Robbery May 13 at 10:26 p.m., police received a call from a
business in the 300 block of West Huntington reporting a robbery
that just occurred. The suspect was described as a male Black wearing
blue jeans, a brown hooded sweatshirt, and a black bandana covering
his face. The suspect was carrying a black handgun. He jumped the
counter and ordered the register to be opened. The suspect grabbed
money from the register and fled the location on foot. The investigation
is continuing.
BEWARE OF ILLEGAL SOLICITORS
In the last week we have had several reports of young men
and women illegally soliciting donations for the Duarte ROP
program. These persons are posing as students fundraising
for their class, school officials have confirmed they were not
students and Duarte students are never asked to go door-to-
door asking for donations or fundraising.
If a suspicious person knocks at your door be sure to let
them know you are home but do not open the door. If they
are solicitors please verify a visible photo permit identification
and inform them you will contact Temple Sheriff Station to
verify the authenticity of the required solicitor permit. If you
feel unsafe or threatened call - 911.
