ARCADIA POLICE DEPARTMENT WELCOMES OUR 
NEWEST OFFICER – K9 
OFFICER ZOLI


For the period of Sunday, October 30th, through Saturday, 
November 5th, the Police Department responded to 973 calls for 
service of which 135 required formal investigations. The following is a 
summary report of the major incidents handled by the Department 
during this period.

Sunday, October 30:

Shortly before 2:06 a.m., an officer conducted a traffic stop on a 
vehicle in the area of Las Tunas Drive and Rosemead Boulevard for 
speeding. Upon contacting the driver, the officer detected a strong 
odor of alcohol emitting from the driver’s breath and noticed two 
open containers of alcohol in the vehicle. Through a series of tests, 
the officer determined the 26-year-old male from El Monte was 
driving under the influence of an alcoholic beverage. He also had 
an outstanding misdemeanor warrant and was driving with a 
suspended license. The suspect was arrested and transported to 
the Arcadia City Jail for booking. A 23-year-old female passenger 
from South El Monte was cited and released at the scene for having 
an outstanding misdemeanor warrant. 

 Around 8:58 p.m., an officer responded to a residence in the 
1600 block of La Ramada Avenue regarding a burglary. The officer 
discovered unidentified suspect(s) entered the residence through 
an open window, stole jewelry, a computer, and cash, before 
fleeing. The investigation is ongoing.

Monday, October 31:

At about 12:14 p.m., an officer responded to the Arcadia Police 
Department front counter regarding a fraud report. The officer 
discovered an unknown suspect obtained the victim’s check and 
altered it. The total loss was $1,900.00. The investigation is ongoing. 

 Just after 9:31 p.m., officers responded to the 5800 block of South 
Baldwin Avenue regarding a vehicle burglary report. The victim 
reported seeing two suspects inside her vehicle. Both suspects were 
located nearby with the victim’s stolen property. A 21-year-old 
male from Pico Rivera and a 19-year-old male from Temple City 
were arrested and transported to the Arcadia City Jail for booking.

Tuesday, November 1:

Around 11:07 p.m., an officer responded to a residence in the 
1000 block of El Caballo Drive regarding a domestic dispute. An 
investigation revealed a physical altercation occurred between 
a father and adult son, resulting in the son hitting his father. The 
father was not desirous of prosecution.

Wednesday, November 2:

Shortly after 10:50 a.m., an officer responded to a residence in the 
2200 block of Highland Oaks Drive regarding a burglary report. 
The officer determined unknown suspect(s) stole a number of 
tools from the construction site sometime during the previous 
evening. No suspects were seen and no witnesses were located. 

 At about 9:43 p.m., officers responded to a residence in the 100 
block of West Le Roy Avenue regarding a burglary report. An 
investigation revealed an unknown suspect entered the residence 
through an open window, stole cash, jewelry, and a purse, and fled 
undetected. No suspects were seen and no witnesses were located.

Thursday, November 3:

At approximately 8:38 a.m., an officer conducted an enforcement 
stop on a vehicle in the 5400 block of Peck Road for a seatbelt 
violation. Upon contacting the driver, the officer noticed he 
displayed symptoms of drug use. A records check revealed the 
33-year-old male from El Monte had an outstanding misdemeanor 
warrant. During a consensual search of the vehicle, the officer 
located a pipe commonly used to smoke methamphetamine. The 
suspect was arrested and transported to the Arcadia City Jail for 
booking.

Friday, November 4: 

At about 12:10 a.m., an officer conducted a traffic stop on two 
vehicles in the area of Longden Avenue and Baldwin Avenue for 
street racing. The officer witnessed the two vehicles driving in 
excess of 50 mph on Baldwin Avenue, which has a speed limit of 
40 mph where the vehicles were racing. Both drivers, an 18-year-
old male from El Monte and a 20-year-old male from Rosemead, 
were cited and released in the field. Both vehicles were impounded 
for 30 days.

 Just before 7:31 a.m., an officer responded to the area of West 
Huntington Drive and Centennial Way regarding an injury 
collision involving a vehicle and a pedestrian. Upon contacting 
the driver, the officer detected a strong odor of alcohol emitting 
from his breath. Through a series of tests, the officer determined 
the 21-year-old male from Glendora was driving under the 
influence of an alcoholic beverage and had a blood alcohol content 
of .22%. The suspect was arrested and transported to the Arcadia 
City Jail for booking. Arcadia Fire transported the pedestrian to 
Huntington Memorial Hospital for treatment.

 Around 3:22 p.m., officers responded to a residence in the 1400 
block of South Fourth Avenue regarding two suspicious subjects 
in the backyard. An investigation revealed the 30-year-old male 
from Monrovia was in possession of a controlled substance and 
a 30-year-old male from Arcadia was in possession of stolen 
property and drug paraphernalia. Both were arrested and 
transported to the Arcadia City Jail for booking. 

 At approximately 8:29 p.m., an officer responded to the Arcadia 
Police Department front counter regarding a grand theft report 
that occurred at a residence in the 00 block of East Longden 
Avenue. The victim’s former tenant failed to make his rent 
payment, moved out, and when the victim inspected his home, 
he discovered his chandelier had been stolen. The investigation is 
ongoing.

Saturday, November 5:

Shortly after 12:06 p.m., an officer responded to the Santa 
Anita Mall, 400 South Baldwin Avenue, regarding an 
activation of an Arcadia Police Department GPS tracker. 
Arcadia PD detectives had previously deployed decoy bicycles 
containing tracking devices to combat the increase in bike 
thefts throughout the city. An investigation revealed a 31-year-
old male from West Covina was in possession of the stolen 
bicycle and tracker. He was arrested and transported to the 
Arcadia City Jail for booking.

 At approximately 7:22 p.m., an officer responded to the 
intersection of Huntington Drive and Colorado Place regarding 
a family disturbance report. Witnesses reported seeing a mother 
choking her 10-year-old son. The officers discovered the 36-year-
old mother from El Segundo had struck her son numerous times 
and also had an outstanding misdemeanor warrant. She was 
arrested and transported to the Arcadia City Jail for booking. The 
juvenile son was transported to Arcadia Methodist Hospital for 
evaluation. DCFS was notified.

 The Arcadia Police Department is proud to 
announce the arrival of our newest Officer. 
Please welcome K9 Officer Zoli, an 18-month 
old German Shepherd, Belgian Malinois mix, 
born in Slovakia. Officer Zoli and his handler, 
Officer Josh Foulks, will complete training this 
week. Officer Foulks and Zoli will begin Patrol 
training and be introduced to fellow members 
of APD next week. Training has been extensive 
and was completed through Gold Coast K9 in 
Moorpark.

 It has been over 12 years since the Arcadia 
Police Department fielded a K9 unit and we are 
looking forward to this addition to our services. 
Funding for Zoli and his training was made 
possible through the Arcadia Police Foundation, 
founded in 2015.

 We look forward to providing additional 
information on K9 Zoli and the return of our K9 
program in coming weeks as Zoli and Officer 
Foulks hit the streets.

Grand Theft Auto 

November 3 at 4:30 p.m., a vehicle was reported stolen from a parking 
lot in the 1600 block of S. Myrtle Avenue. The victim parked his 
vehicle in the lot at 7:00 a.m. and went to work. When he returned at 
4:30 p.m., he discovered his vehicle had been stolen. The investigation 
is continuing. 

Warrant – Suspect Arrested 

November 3 at 5:20 p.m., an officer on patrol conducted a traffic stop 
for a vehicle code violation at California and Duarte. A computer check 
of the driver revealed she had a felony warrant out of Monrovia for her 
arrest. She was arrested and taken into custody for the warrant. 

Petty Theft 

November 3 at 9:50 p.m., a resident in the 700 block of Montana Street 
called police to report the theft of his bicycle. The victim left his bicycle 
on the side of his yard at 8:00 p.m. and went inside his residence. At 9:00 
p.m., he went back outside and noticed his bicycle was missing. The 
investigation is continuing. 

Hit & Run Traffic Collision – Vehicle vs. Pedestrian 

November 3 at 11:01 p.m., a hit and run traffic collision that occurred 
at Mayflower and Diamond was reported to police. A 17-year-old male 
subject was walking across the street when a vehicle's front fender grazed 
the back of his ankle. The driver of the vehicle left the scene. The minor 
walked home and informed his mother of the incident. The minor did 
not have any visible injuries, but he complained of pain to his ankle. The 
investigation is continuing. 

Assault 

November 4 at 7:40 a.m., a female resident in the 1200 block of S. 
Sherman called police to report she had been involved in a fight with 
her brother. Both subjects are adults. The argument became physical 
and both subjects pushed and shoved each other. The male suspect then 
pushed his sister to the ground, causing her to fall backwards and strike 
her back on a brick planter box. The suspect then went into the house 
and the victim followed. Inside the house, they continued to argue and 
fight. At one point, the male suspect bit the female victim on her shoulder 
through her shirt, causing injury. The suspect then left the residence on 
foot. Officers conducted an area search for the suspect, but he was not 
located. The investigation is continuing. 

Traffic Collison – Vehicle vs. Pedestrian 

November 4 at 3:05 p.m., a student ran in front of a slow moving vehicle 
at a middle school in the 200 block of S. Ivy. The child was struck and 
went to the ground. The child was treated by Monrovia Fire Department 
and taken to a hospital for precautionary measures. The child had visible 
scrapes on his face. The child’s mother was notified. She responded to 
the school and went to the hospital with her son. 

Possession of a Controlled Substance / Warrants – Suspect Arrested 

November 5 at 3:50 a.m., police dispatch received a call reporting 
several subjects sleeping on the lawn at a location in the 200 block of 
E. Palm. Officers arrived and discovered five subjects sleeping on the 
lawn. The officers recognized one of the subjects and knew he had 
outstanding warrants for his arrest. The warrants were confirmed 
and the subject was arrested. A search of his property revealed he 
was in possession of methamphetamine, which was added to his 
charges. 

DUARTE, CA, November 9, 2016 – Together, the City of Hope 
and the City of Duarte have designated Friday, December 30th 
as “Duarte Day;” an opportunity for local volunteers to decorate 
the City of Hope’s 2017 Tournament of Roses Parade float. The 
float decoration site is Rosemont Pavilion, 700 Seco Street, in 
Pasadena. Volunteers must be at least 13 years of age or over to 
participate.

 This year’s theme “Echoes of Success” showcases City of Hope’s 
groundbreaking research and unique patient-focused care. The 
physicians, nurses and patients riding the float symbolize City of 
Hope’s commitment to better futures for their patients everywhere. 
The patients on the float, including Duarte City Manager Darrell 
George; a cancer survivor himself highlights just some of the journeys 
made possible when cancer, diabetes, and other life-threatening 
diseases are defeated. 

 Opportunities are available for up to 80 volunteers who may 
choose from two shifts of 40 persons each. The first shift will run 
from 8am-4pm and the second shift from 4pm-11pm. Volunteers 
will be provided with a T-shirt and food. Slots are available on a first

MONROVIA HOSTS DISCUSSION WITH AREA MUNICIPALITIES 
REGARDING THE SEVERE WATER CRISIS SITUATION IN THE MAIN 
SAN GABRIEL BASIN, WATERMASTER CURRENTLY WORKING ON 
PLANS TO BOLSTER GROUNDWATER SUPPLIES IN THE REGION

This past week, Monrovia hosted a meeting with area municipalities 
who have water production rights in the Main San Gabriel Basin 
(MSGB). As part of the discussion, we led a review of the current 
water crisis occurring in the MSGB, and also discussed plans 
that the MSGB Watermaster is working to develop in an effort to 
bolster our groundwater supplies.

Some of the highlights from the review includes the following 
information:

 The MSGB Watermaster is the court appointed agency that is 
responsible for managing the groundwater supply in our region. 

Nearly 1.28 million people rely on the groundwater supply 
managed by the MSGB Watermaster. 

 To determine the health of the groundwater supply in the 
MSGB, the Watermaster measure the depth of the water at a Key 
Well location. 

 Anything above 200 feet is considered to be in a safe operating 
range. 

 Anything below 200 feet is cause for concern.

 The depth of the groundwater in the MSGB at the Key Well is 
currently 172.2 feet, which is the lowest point at which the water 
level has ever been measured. 

 If the water level at the Key Well falls to 165 feet, the Watermaster 
has modeled the following impacts in the region: 

Around 10% of all production wells in the MSGB will be totally 
out of commission 

 The MSGB will experience an estimated 30% reduction in water 
production capacity

 If the water levels are not restored, the MSGB will be faced with 
the need to implement massive capital improvements to enable 
the continued delivery of water to our customer base. 

 Groundwater levels have dropped significantly during the 
current five-year drought, which is the worst drought in Southern 
California’s recorded history. 

 On average, our region captures and infiltrates around 100,000 
acre feet of water / year. 

 In comparison, during the past five years, given the drought, we 
have captured and infiltrated a total of 130,000 acre feet of water.

 To address this issue, the MSGB Watermaster is currently 
working to develop a plan to purchase and import water into our 
basin. 

 This plan faces several obstacles, including: 

 Financial cost of importing water. 

 Physical capabilities of being able to transport and infiltrate 
water to in region. 

 Imported water is not always available and relies primarily on 
the State Water Project having available supplies.

 The MSGB Watermaster is still finalizing details related to the 
overall plan, however, the proposed plan involves the institution 
of a new assessment fee on all water production in the MSGB. 

 The assessment fee collected will be used by the Watermaster 
to purchase and import water into the MSGB in an attempt to 
stabilize the groundwater situation. 

 Based on discussions to date, the Watermaster is looking to 
implement the new assessment in mid- to late-2017.

 Based on the review conducted, all of the participants in the 
meeting left agreeing on the following key points:

 Those in attendance all agreed that we need to do something 
to raise funds to allow the Watermaster to purchase additional 
supplemental water for importation into the basin. 

 We spent significant time discussing the structure of the 
assessment, and the group asked that the Watermaster assess the 
viability of developing the assessment in a manner that would 
encourage conservation. 

 To that end, the Watermaster is currently working to see if 
it would be legally possible to develop an assessment structure 
whereby those who are not engaged in significant conservation 
efforts and consistently overproduce would be assessed at a higher 
rate.

 During the next few weeks, we’ll be working closely with the 
Watermaster on reviewing assessment options, and as additional 
information becomes available, we will be sure to communicate 
that information for consideration.
