December 11 , to December 18 , 2016 During this time period, the Sierra Madre 
Police Department responded to approximately 2 51 day and night time calls 
for service. 

Wednesday, December 14 

At about 10:53 a.m. a physical altercation occurred between two male subjects 
in the 100 block of W.Carter Ave. The victim placed the suspect under a private 
person arrest and the suspect was arrested for PC 242, Battery and transported 
to the Pasadena Jail. Case forwarded the DA’s office for filing consideration. 
8:56 p.m. A theft of a package occurred from the front porch of a residence in 
the 500 block of Foothill Ave. sometime between the hours of 3:16 p.m. and 
6:00 p.m. on 12/13/16. Case forwarded to Detectives 

Thursday, December 15 

At about 3:15 a.m. a resident in the 1000 block of Vista Ave. Reported seeing a 
male suspect rummaging through his unlocked vehicle. The victim last saw 
the suspect running south on Oakwood Ave in the city of Arcadia. Case to 
Detectives 11:41 a.m. SMPD officers responded to an alarm activation in the 
600 block of E. Orange Grove Ave. The suspect(s) broke the bedroom’s sliding 
glass door and made entry into the house. The victim reported it appears 
that jewelry was taken from the home. Case to Detectives pending further 
investigation. 

Thursday December 16 

In the 500 block of Foothill Ave., the victim reported a case of fraud by an 
unknown suspect(s) who used the victim’s identity without permission to 
charge a large sum of money via the internet from the victim’s savings account. 
Case to Detectives 5:20 p.m. Residents walked into a burglary in progress in the 
100 block of Oak Meadow Rd. The homeowner confronted one suspect as the 
suspect exited a bedroom. As the suspect ran from the house the homeowner 
saw three more males. The description of the suspects is four males, short with 
slim builds, wearing gray hooded shirts with the hoods covering their faces. 
The suspects left in a light blue or silver newer model BMW with dark colored 
rims. This case to Detectives for follow up. 

Thursday, December 17 

At about 10:16 a.m. an officer was dispatched to the 600 block of Ramona for a 
theft of a package report. The victim reported that on 12/16/16 a package was 
delivered between 6:00 and 7:00 p.m.by USPS. At about 10:00 a.m. this date a 
neighbor from the 500 block of Ramona came to the victim’s house to give her 
an empty box that she found in her driveway. Case closed pending additional 
leads to further this investigation Friday, December 18 Officers responded to 
a fight taking place in the 00 block of W. Sierra Madre Blvd. On arrival, the 
intoxicated male became combative and uncooperative with officers. The 
suspect was arrested and transported to a local hospital for medical clearance. 
The suspect was issued a citation for drunk in public and released from the 
hospital.

Free on-air publicity for local events

 Sierra Madre’s EMERGENCY radio station is now accepting scripts for 
Public Service Announcements (PSAs) about community events. PSAs 
will be broadcast on the air at no charge. The station operates 24/7 and 
can be heard at 1630 on the AM dial.

 Any local non-profit or non-commercial organization can have their 
event information broadcast to the public on Sierra Madre Community 
Information Radio. The station covers the city of Sierra Madre, plus 
surrounding areas of Pasadena, Arcadia, and Monrovia. 

Your event must:

• Benefit a non-commercial or non-profit entity
• Be open to the public
• Be of general interest to local citizens

Subject: MUNICIPAL CODE TEXT AMENDMENT 16-04 (MCTA 16-04) SECOND UNITS URGENCY ORDINANCE 1383-U

Applicant: City of Sierra Madre

Project Location: Properties in the City of Sierra Madre, County of Los Angeles, State of California

The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council conducted a public hearing on December 13, 2016 and adopted 
Municipal Code Text Amendment 16-04 (MCTA 16-04) Urgency Ordinance 1383-U amending Chapter 17.22–Second Units. Urgency Ordinance 1383-U is effective 
immediately. The purpose of the MCTA is to achieve compliance with Senate Bill No. 1069 (SB 1069), which expands a property owner or developer’s ability to build 
a second residential dwelling unit on their property and simultaneously restricts discretionary and regulatory authority over such development by introducing new 
development standards, including allowable floor area, garage conversion requirements, setback provisions, rental restrictions, fire sprinkler requirements, and utility 
connections. The Planning Commission, at its November 17, 2016 meeting, unanimously approved Resolution 16-11 recommending to the City Council approval of 
MCTA 16-04 and Urgency Ordinance 1383-U.

ENVIRONMENTAL DETERMINATION: An Initial Study was prepared for the 2008-2014 Housing Element in accordance with the City’s guidelines implementing the 
California Environmental Quality Act (CEQA). This Initial Study was undertaken for the purpose of deciding whether the measures identified in the Housing Element 
to fulfill the City’s RHNA allocation may have a significant effect on the environment. On the basis of the Initial Study, City staff concluded that they will not have a 
significant effect on the environment, and a Negative Declaration was adopted by City Council on June 11, 2013. The project also qualifies for a Statutory Exemption 
pursuant to Section 15061(b)(3), in that the City can say with certainty that there is no possibility that the activity in question may have a significant effect on the 
environment because adding the regulatory requirement of a conditional use permit in order to build a second story unit is not likely to result in additional construction 
beyond that already permissible.

Athens Services will once again collect Christmas trees after the 
holidays for recycling. Trees 
will be collected on your 
normal pickup day beginning 
on December 26th and until 
the end of the second week in 
January. 

Please remove stands, 
ornaments, lights and tinsel. 
Place trees next to your regular 
trash containers. Trees over 
6 feet in length must be cut in 
half. Trees with flocking or fire 
retardants are acceptable. 

If you miss the regular tree collection period, please make 
arrangements to have Athens collect your tree as part of their bulky 
item pickup program by calling 888-336-6100.

Residents should also be aware that holiday collection days this year 
will not be delayed by the usual single day due to the Christmas 
Holiday and New Year’s Day Holiday landing on Sundays.

The City of Sierra Madre gives notice, pursuant to State of California law, that the Planning Commission will conduct a public hearing to consider recommending 
adoption of an Ordinance amending Chapter 17.08 (“Definitions”) Section 17.08.020 (“Words, terms, phrases defined”), Chapter 17.60 Section 17.60.030 (“Conditional 
Use Permits–When Required”), and a new Chapter 17.94 (“Group Living Facilities Subject to a Conditional Use Permit”). Following a Planning Commission 
recommendation for approval, the proposed text amendment will be forwarded to the City Council for consideration. The amendments would afford the City the 
ability to better regulate licensed and unlicensed group living facilities serving more than six (6) residents by imposing operational and distance requirements through a 
conditional use permit to preserve the residential character of neighborhoods and to provide some protection to a vulnerable population in the absence of State or Federal 
licensing or other regulatory oversight.

ENVIRONMENTAL DETERMINATION: The project qualifies for an exemption from the California Environmental Quality Act review pursuant to Title 14, Section 
15061(b)(3) of the California Code of Regulations as it can be seen with certainty that there is no possibility the adoption of this Ordinance may have a significant 
effect on the environment, because it will impose greater limitations on development in the City and protect the aesthetic character of Sierra Madre, thereby serving to 
reduce potential significant adverse environmental impacts. 

APPEAL: The decision of the Planning Commission is subject to a 10-day appeal period to the City Council. If in the future anyone wishes to challenge the decision 
of the Planning Commission in court, one may be limited to raising the issues that were raised or presented in written correspondence delivered to the Planning

CITIZEN OF THE YEAR!

The Sierra Madre Chamber of Commerce is seeking nominations for the 
2016 Citizen of the Year. To be eligible, a person must be a resident of Sierra 
Madre. The accomplishment(s) or project(s) for which they are being 
nominated must have been of benefit to the community of Sierra Madre 
and its citizens during 2016. They must have served without remuneration 
on the project for which they are being nominated, and members of the 
Chamber of Commerce Board of Directors are not eligible.

 If you would like to nominate someone, nomination forms are available

 You can also pick up nomination forms at City Hall, the Library, and the 
Recreation Center. Completed forms should be mailed to Sierra Madre

 The winner will be selected by members of the Chamber Board of 
Directors, and will be honored at the annual Citizen of the Year/Board of
