CITY OF ARCADIA’S LAW DAY OFFERS FREE 
LEGAL ADVICE AT NINETEENTH ANNUAL 

EVENT ON SATURDAY, APRIL 29TH

For the period of Sunday, April 9th, through Saturday, 
April 15th, the Police Department responded to 1,061 calls 
for service, of which 134 required formal investigations. 
The following is a summary report of the major incidents 
handled by the Department during this period.

Sunday, April 9:

Shortly before 4:07 p.m., an officer responded to Sephora, 
400 South Baldwin Avenue, regarding a theft report. Loss 
prevention specialists witnessed the suspect, a 15-year-old 
female from Duarte, select approximately $765.00 worth 
of merchandise before exiting the store, failing to make 
payment. She was arrested and transported to the Arcadia 
City Jail for booking. 

 Around 11:35 p.m., an officer conducted an 
enforcement stop on a vehicle in the area of Duarte 
Road and Second Avenue for speeding. Upon contacting 
the driver, the officer detected a strong odor of alcohol 
emitting from the driver’s breath. The driver refused 
the field sobriety tests but consented to a blood test. He 
was arrested and transported to the Arcadia City Jail 
for booking. A passenger was extremely intoxicated and 
unable to care for himself. The 25-year-old male from 
Pomona was arrested and transported to the Arcadia 
City Jail for booking. 

Monday, April 10:

At approximately 11:06 a.m., an officer responded to Public 
Storage, 12340 Lower Azusa Road, regarding a burglary 
investigation. The officer discovered an unknown suspect 
entered the business through an unlocked door, pried 
open one of the units, and stole a large television. No 
suspects were seen and no witnesses were located.

 Just after 11:41 a.m., an officer responded to a residence 
in the 700 block of Southview Road regarding a vandalism 
report. The victim stated he found his vehicle with deep 
scratches that said, “food.” He believes his neighbors may 
be involved as a result of previous disagreements but no 
suspects were seen and no witnesses were located.

Tuesday, April 11:

Around 6:19 a.m., an officer responded to the intersection 
of Live Oak Avenue and Longden Avenue regarding an 
activation of an Arcadia Police Department GPS tracker. 
Arcadia PD detectives had previously deployed decoy 
packages containing bait property and tracking devices 
to combat the increase in package thefts from residential 
areas. An investigation revealed a 26-year-old male from 
Baldwin Park was in possession of the stolen package, 
property, and tracking device while riding a bicycle. The 
suspect dropped the property and attempted to flee on 
his bike. Officers located, arrested, and transported the 
suspect to the Arcadia City Jail for booking.

 Just before 8:46 a.m., an officer responded to a residence 
in the 1100 block of Fairview Avenue regarding a vehicle 
burglary report. The officer determined an unknown 
suspect smashed a rear window and stole the victim’s 
costume jewelry sometime during the previous night. No 
suspects were seen and no witnesses were located.

Wednesday, April 12:

Shortly after 12:57 p.m., an officer responded the area of 
First Avenue and the 210 Freeway overpass regarding a 
subject asleep on the sidewalk. The officer contacted the 
subject and discovered he was under the influence of an 
alcoholic beverage and was unable to care for himself. 
A records check revealed the 41-year-old male from Los 
Angeles also had two outstanding misdemeanor warrants. 
He was arrested and transported to the Arcadia City Jail 
for booking.

 At about 8:17 p.m., an officer responded to a residence 
in the 100 block of Genoa Street regarding a fraud report. 
An investigation revealed an unknown suspect used the 
victim’s personal information to apply for several credit 
cards. The victim does not know the identity of the suspect 
or how they obtained their information. 

Thursday, April 13:

At approximately 10:59 a.m., an officer responded to the 
Santa Anita Mall, 400 South Baldwin Avenue, regarding 
an attempted vehicle burglary report. A witness saw a 
male suspect break the window of a vehicle and flee in a 
vehicle with a female suspect. Both were apprehended and 
found with burglary tools inside their vehicle. The 17-year-
old male from Azusa and 43-year-old female from Covina 
were arrested and transported to the Arcadia City Jail for 
booking. 

 Around 9:29 p.m., an officer responded to a residence 
in the 900 block of Portola Drive regarding a burglary 
report. An investigation revealed unknown suspects pried 
open a side door and ransacked the residence. The loss is 
unknown at the time of this report. The investigation is 
ongoing. 

Friday, April 14: 

At about 9:19 a.m., an officer responded to a residence in 
the 1900 block of South First Avenue regarding a stolen 
vehicle report. The victim stated her 1994 Honda Accord 
had been stolen from her driveway sometime during the 
previous night. No suspects were seen and no witnesses 
were located. 

Just before 10:21 p.m., officers responded to a residence 
in the 1600 block of Highland Oaks Drive regarding an 
animal bite report. The officer determined two coyotes 
attacked two of the victim’s three small dogs while they 
were in his backyard. One dog was injured. The coyotes 
were gone by the time the officers arrived. 

Saturday, April 15:

Shortly after 11:17 a.m., an officer responded to Tony’s 
Liquor, 809 West Huntington Drive, regarding an assault 
report. An investigation revealed the juvenile pedestrian 
was grazed by the suspect’s vehicle as she was trying to 
walk across a driveway. When the suspect parked, the 
altercation escalated and the suspect driver grabbed the 
victim by the hair, threw her to the ground, and kicked her. 
The suspect was located a short time later and the 26-year-
old female from Los Angeles was arrested and transported 
to the Arcadia City Jail for booking. The victim sustained 
minor injuries.

 At about 1:57 p.m., an officer responded to the parking 
lot of 298 East Live Oak Avenue regarding a vandalism 
report. The officer discovered an argument occurred 
between two drivers resulting in the suspect breaking 
the victim’s vehicle window. The 39-year-old male from 
Arcadia was arrested and transported to the Arcadia City 
Jail for booking

 ARCADIA, Calif. --- The City of Arcadia and the 
Arcadia Chinese Association will offer a free Aska-
Lawyer Program at the Arcadia Public Library, 20 
West Duarte Road, on Saturday, April 29th from 
10 a.m. to 1 p.m. as part of the nationwide Law Day 
celebration. 

 Volunteer attorneys are available to meet with 
the public and provide them with a free brief one-
on-one consultation on general legal questions. 
They will provide a summary of legal rights and 
general advice on a “walk-up” basis, and where 
appropriate, will refer individuals to the proper 
legal or governmental organizations. Law Day 
attorneys are unable to accept any cases from the 
people they meet. 

 Law Day attorneys will answer questions on 
immigration, consumer rights, landlord-tenant 
issues, insurance problems, property, family law, 
bankruptcy, government benefits, employee rights, 
workers’ compensation, personal injury and other 
topics. Informational brochures and pamphlets are 
available as additional legal resources. 

 “For the 19th year in a row local attorneys 
will volunteer their time to provide assistance 
to members of our community with their legal 
problems. One on one consultation is available 
where legal guidance and expert legal help will 
be provided. This is a wonderful annual resource 
for our residents” said Mayor Tom Beck who is an 
attorney. 

 “The Arcadia Chinese Association (ACA) is a 
service and non-profit organization comprised 
entirely of volunteers. Its mission is to promote 
the learning of Chinese culture and arts, support 
educational and charitable activities, bridge 
cultural gaps, assist new immigrants to understand 
American traditions and values, and provide 
community services in the City of Arcadia,” said 
Edward Wong, past- president of the Arcadia 
Chinese Association. “This year the ACA is 
celebrating its 35th anniversary providing services 
in Arcadia, and its members are dedicated to 
ensuring Arcadia continues to be a beautiful city 
and a “Community of Homes”.” 

 Participants are encouraged to bring any 
information pertinent to their case so the attorney 
or financial expert is able to give the most accurate 
and reliable advice. No reservations are required 
for this free service and everyone is welcome to 
attend. 

 Translation services will be available in 
Mandarin and Cantonese. Other languages may 
be available.

RESULTS FROM MONROVIA APRIL 11, 2017, 
GENERAL MUNICIPAL ELECTION HAVE 
BEEN ANNOUNCED, SECOND VOTE COUNT 
SCHEDULED TO TAKE PLACE ON APRIL 20, 2017, 
AT 11:00 A.M.

Following are the weekend’s highlighted issues and 
events. To see a complete listing of crimes reported,

Residential Burglary April 13 at 2:28 p.m., officers 
were dispatched to a residence in the 600 block of 
W. Hillcrest regarding a burglary. The location is 
vacant, but staged for sale. The property owner 
returned to the location and saw the rear glass 
door had been shattered. Nothing was stolen from 
inside the location, but it was evident the suspects 
had searched through the location for items. 
There was graffiti inside the location as well. The 
investigation is continuing. 

Under the Influence of a Controlled Substance – 
Suspect Arrested April 13 at 3:38 p.m., an officer 
responded to the rear of a business in the 300 
block of W. Huntington regarding a homeless 
person camping. One female adult was located 
inside a make shift shelter. While speaking to her, 
officers determined she was under the influence 
of methamphetamine. She was arrested and taken 
into custody. 

Residential Burglary April 13 at 5:01 p.m., a 
resident in the 400 block of N. Alta Vista called 
police to report their home had been burglarized. 
The resident had returned home and found 
someone had kicked in his front door. Officers 
responded and searched the residence, but no 
suspects were located. Numerous items were taken 
from the home. The investigation is continuing. 

Vehicle Burglary April 14 at 12:08 a.m., officers 
were dispatched to the 200 block of W. Evergreen 
regarding a vehicle burglary. The victim walked 
outside to her vehicle and found a suspect inside 
rummaging through her belongings. She yelled at 
the suspect and he ran away. Officers conducted 
an area check, but did not find the suspect. The 
victim believes the suspect may have taken some 
of her mail from the vehicle. The investigation is 
continuing. 

Possession of a Controlled Substance – Suspects 
Arrested April 14 at 1:19 a.m., an officer was 
on patrol in the 400 block of S. Myrtle when 
he observed a subject that was snorting a 
white substance off of a metal box. The officer 
detained the subject and he admitted to snorting 
methamphetamine. The suspect was arrested for 
possession of a controlled substance. 

Vehicle Burglary April 14 at 2:28 p.m., a vehicle 
burglary was reported in the 800 block of W. 
Duarte Road. The victim parked and locked her 
vehicle in the carport of her apartment complex, 
leaving her purse on the front seat. When she 
returned to the vehicle, she found a window had 
been smashed and her purse was missing. The 
investigation is continuing. Warrant – Suspect 
Arrested April 14 at 4:47 p.m., an officer on 
patrol in the 1400 block of S. Shamrock conducted 
a traffic stop on a vehicle for a vehicle code 
violation. A computer check revealed the driver 
had an outstanding warrant for his arrest. The 
driver was arrested and taken into custody. 

Battery / Elder Abuse – Suspect Arrested April 
14 at 8:56 p.m., officers responded to a residence 
in the 500 block of Fano on a battery report. 
The 21-year-old son woke up and began arguing 
with his father. He then began punching his 
father on the head. His grandmother walked 
into the room to see what was going on and he 
turned and wrapped his arm around her neck and 
began choking her. An Uncle had to intervene 
until police arrived. The suspect was arrested for 
battery and elder abuse.

official election results from our April 11, 2017, 
General Municipal Election here in Monrovia. 
Those preliminary semi-official results are as 
follows:

For Mayor

Tom Adams – 1,941 votes

Mark Harris – 363 votes

For City Council

Larry Spicer – 1,708 votes

Alexander Blackburn – 1,480 votes

Clifford DeCosta – 751 votes

For City Clerk

Alice Atkins – 2,178 votes

For City Treasurer

Steve Baker – 2,165 votes

 As mentioned previously, please note that these 
election results are semi-official and preliminary. 
Several years ago, State law changed such that 
any ballot which the City receives by mail with 
a postmark of April 11, 2017 (or earlier), must be 
accepted through Friday, April 14, 2017, and that 
those votes must be included in the final count. 

 Furthermore, there are still “Vote by Mail” 
ballots that were turned in at our precincts (110 
ballots total), as well as provisional ballots (42 
ballots total), which still need to be verified and 
processed.

 Lastly, a new law enacted by the State this year 
requires that we notify any “Vote by Mail” voter 
who forgot to sign their ballot envelope of their 
oversight, and that we give those individuals until 
Wednesday, April 19, 2017 (8 days following the 
election) to come in and resolve the issue.

 Given all of those provisions and moving parts, 
there are still approximately 430 ballots to count 
(pending verification). To that end, we have a 
second vote count planned for Thursday, April 20, 
2017, at 11:00 a.m. at City Hall. At that time, all of 
the verified ballots will go into the ballot counter, 
and subsequently, we will publish updated 
election results, which will eventually be certified 
at the City Council meeting to be held on May 2, 
2017, at 7:30 p.m.

STAR TREK SPURS DUARTEAN TO PURSUE A CAREER 
IN BIOCHEMISTRY: HER SECRET REVEALED

In an inspiring story, Dr. Beth Singer, a Duarte 
resident, confesses the secret to her stunning 
career in science which emerged in an unusual 
way.

 “Star Trek inspired me to become a scientist, 
convincing me at an early age that science and the 
advancement of human knowledge could make 
the world a better place. I was influenced by the 
unshakable moral commitment to the optimism 
where, in the Star Trek universe, all problems 
are solvable, not by some barbaric fashion, but by 
the ingenuity of the crew. I wanted to be part of 
that world where scientific knowledge was more 
important than military power and where the 
color of your skin, your gender, even whether you 
were human or an alien did not matter as much 
what you were capable of,” she says. 

 An avid collector of all things Star Trek, Dr. 
Singer will set forth her compelling story on Friday, 
April 28 at 6:30 p.m. at the Duarte Historical 
Museum, 777 Encanto Parkway. The presentation 
is free. Adults, youngsters and especially students 
may discover a path to their own personal goals 
through her journey which inspired her to earn a 
Ph.D. in Biochemistry and help develop research 
in nanotechnology with applications in drug 
development. “Even after years of working in 
science and following science fiction, I still feel 
that Star Trek shows us a future worth dreaming 
about and a future worth working hard to make 
real.”

DUARTE “GREEN HOME” AWARDS COMPETITION 
LAUNCHED DUARTE, CA, APRIL 19, 2017

The Green Home Awards Program was designed 
to reward homeowners who have maintained the 
beauty of their homes while excelling in their lawn 
and garden water conservation efforts, including 
switching to water conserving irrigation systems, and/
or adding drought tolerant landscaping and gardening 
practices. 

 This year it was decided that local service groups 
would serve as judges, selecting the homes that they 
fill best fit the criteria. 

 Judges are assigned a zone and they are to select up to 
5 homes within that zone. California American Water 
and Duarte Public Safety will assist in finalizing the 
winners. Judging of homes will take place beginning 
Saturday, April 1 until Sunday, April 24.

 Judges have not been finalized but organizations 
such as Duarte Chamber, Duarte Kiwanis, Duarte 
Booster Club, Duarte Education Foundation, 
Duarte Rotary Club, LULAC and others have been 
notified.

 Guidelines and criteria used in the selection of 
winners include judging the general overall appearance 
of the home, confirming that the homeowner used 
water conserving irrigation and or drought tolerant 
landscaping, and ensuring that the property was in 
compliance with all municipal codes. 
After it is determined that the selected homes have 
met the criteria, residents will be invited to the May 23, 
2017 City Council Meeting to be recognized. 
Each winner will receive a certificate signed by 
the mayor, a lawn sign, and a water conservation kit 
donated by California American Water.
