DRIVER CHARGED WITH HIT AND RUN 

At about 12:15 AM, on Tuesday July 18, 2017,
several persons called to report a reckless driver,
and several traffic collisions, in the area of Duarte 
Road west of Baldwin Avenue. The vehicle turned 
southbound on Baldwin Avenue and stoppedin the area of Camino Real Avenue. The driver 
left the vehicle, and it became fully engulfed inflames. A witness followed the driver, as he walked 
southbound on Baldwin Avenue, until officers 
arrived. Arcadia Fire Department personnel alsoresponded to the scene, where they extinguishedthe fire and ultimately transported the driver to ahospital for treatment of a minor injury.

Officers conducted an investigation, and theydetermined the driver was driving while under theinfluence while he fled the areas of several traffic 
collisions. David Santillan, a 47-year-old resident 

of Temple City, was arrested for violations of CVC23152(a) – Driving under the influence of analcoholic beverage and CVC 20002(a)(1) – Hit andrun. Santillan was released from the hospital and heis being housed at the Arcadia Police Department’sjail. Santillan will be booked and then released witha citation. 

This incident is being investigated by ArcadiaPolice Department Detectives. Anyone with

For the period of Sunday, July 9th, through Saturday, July 15th, thePolice Department responded to 1,035 calls for service, of which129 required formal investigations. The following is a summaryreport of the major incidents handled by the Department duringthis period. 

Sunday, July 9:

Shortly before 12:12 a.m., an officer responded to a residencein the 1000 block of Oakdale Avenue regarding a burglaryreport. An investigation revealed unknown suspects broke intothe residence through a rear window, rummaged through onebedroom, and fled undetected. The loss is unknown at the time 
of this report. No suspects were seen and no witnesses werelocated. 

Monday, July 10: 
At approximately 6:43 a.m., an officer responded to a residencein the 1300 block of Loganrita Avenue regarding a vandalismreport. The officer discovered unknown suspect(s) placed a livefirework in the victim’s mailbox causing an explosion. A similarincident was reported around the same time in the 1100 blockof Altern Street. The investigation is ongoing.

Just after 3:52 p.m., an officer responded to a residence inthe 600 block of Sunset Boulevard regarding a burglary report.
The victim reported an unknown suspect entered his residencethrough an open window, lightly ransacked the bedroom, andfled with a glass bong, marijuana, and a pair of sunglasses. Nosuspects were seen and no witnesses were located.

At approximately 8:31 p.m., an officer responded to RalphsGrocery Store, 211 East Foothill Boulevard, regarding a theftreport. The store manager confronted three suspects as theyexited the store, failing to pay for a bag of baby formula andtoothpaste. The suspects dropped the stolen property and fledin a bronze Infinity SUV. 

The suspects are described as a black female, 20 to 25-yearsold, 
6”, 200 pounds, with long braided hair. Suspect 2 is describedas a black female, 30 to 35-years-old, 6’, 150 pounds, withshoulder length hair. The third suspect was a black male, 20 to25-years-old, 5’8”, 220 pounds, with short hair. The investigationis ongoing.

Around 9:03 p.m., officers responded to a residence inthe 2700 block of Warren Way regarding a burglary report.
The officers discovered the suspect entered the residence byunknown means, encountered the victim, and fled without 
stealing anything. The suspect was gone by the time officersarrived. The investigation is ongoing.

Just before 10:44 p.m., an officer responded to a residence inthe 00 block of Naomi Avenue regarding a possible burglary inprogress. The reporting party witnessed three suspects enterthe rear of a nearby residence. The arriving officer located twosuspects hiding inside their vehicle parked in front of the sameresidence. Upon contacting the suspects in the car, the officerlocated gloves and a mask. The occupants inside the vehicle, a21-year-old male from Palmdale and a 22-year-old male fromLancaster were arrested and transported to the Arcadia CityJail for booking. The three suspects seen entering the backyardwere not located during an area search. The investigation isongoing. 

Tuesday, July 11:

Shortly after 1:37 p.m., an officer responded to CVS Pharmacy,
1401 South Baldwin Avenue, regarding a fraud report. Thereporting party, a loss prevention specialist, discovered a malesuspect altered a Coinstar receipts to falsely obtain money.

The suspect is described as a 40 to 50-year-old white male, 

with short black hair, and a thin build. The investigation isongoing.

Before 7:06 a.m., an officer responded to 24 Hour Fitness,
125 North First Avenue, regarding a theft report. The victimdiscovered the suspect entered an unlocked locker and stolethe victim’s car keys, makeup bag, and some clothing items.
The victim saw the suspect attempting to unlock her car but thesuspect fled.

The suspect is described as a Hispanic female in her late20’s, 5’5” tall, average build, with dark hair. The investigation isongoing.

At about 1:40 p.m., an officer conducted a traffic stop on avehicle in the area of Rancho Road and Hacienda Drive for not 
having license plates on the vehicle. A records check of the driverrevealed she had three outstanding misdemeanor warrants.
During a consensual search of the vehicle, the officer located apackage that had been stolen out of Sierra Madre. The suspectwas also in possession of numerous items of stolen mail. Thedriver, a 28-year-old female from El Monte and a 22-year-oldfemale passenger from Azusa were arrested and transported tothe Arcadia City Jail for booking. 

Thursday, July 13:

Before 9:07 a.m., an officer conducted an enforcement stopon a vehicle in the Extended Stay parking lot, 401 E. Santa ClaraAvenue, because a records check revealed the registered ownerhad an outstanding no bail warrant. Upon contacting the driver,
the 29-year-old male from Los Angeles, allowed the officer tosearch the vehicle. During the search, the officer located a dufflebag containing $118,000 cash. The driver would not confirmor deny if the money was related to drug sales. Therefore, thesuspect was arrested for Possession of Over $100,000 Usedin Drug Sale and was transported to the Arcadia City Jail forbooking. The investigation is ongoing.

Around 6:35 p.m., an officer responded to a condominiumcomplex in the 900 block of West Duarte Road regarding apossible mail theft report. A witness reported seeing a malesuspect near the mail boxes. A short time later, the witness sawfresh pry marks on the mailbox.

The suspect is described as a male suspect, in his mid-20’s. Hefled in an awaiting grey vehicle. The investigation is ongoing. 

Friday, July 14:

At about 8:05 a.m., an officer responded to Bonita Park, 100South Second Avenue, regarding an explosion and screams forhelp. The officer determined two juvenile males were injuredwhile playing with fireworks. Both juveniles were transported tonearby hospitals for evaluation and treatment. 

Saturday, July 15:

Shortly after 7:06 p.m., an officer responded to Nordstrom,
400 South Baldwin Avenue, regarding a theft report. Surveillancefootage revealed two suspects entered the store, cut securitycables to four handbags, and fled with the stolen merchandise ina black Jaguar. The total loss was $8,790.00.

The suspects are described as one black male and one blackfemale. The investigation is ongoing.

At approximately 11:30 p.m., officers responded to the1000 block of Portola Drive regarding an assault report. An 
investigation revealed the victim was struck on the head, back,
and arms with an unknown metal object by approximately sevenor eight male suspects. The victim knows three of the suspectsand explained there has been an ongoing dispute between thevictim and the suspects. The investigation is ongoing. ArcadiaFire responded to provide medical attention.

Injury Traffic Collision

July 13 at 11:00 a.m., a vehicle collisioninvolving injuries was reported at a businesslot in the 1400 block of S. Shamrock. A staff 
member was driving a customer’s vehicle andhit another employee that was driving a golfcart. The driver of the golf cart suffered aminor head injury and was taken to a hospitalfor treatment. 

Vehicle Burglary

July 14 at 7:03 a.m., a vehicle burglary wasreported in a business parking lot in the 500block of S. Mountain Avenue. The victim 
parked and locked her vehicle in the parkinglot and 6:00 a.m. When she returned at 7:00 
a.m., she noticed her rear passenger sidewindow was shattered. The victim reportedthat she had left her satchel on the rear seat of 
the vehicle. The suspect smashed the window,
reached in and fled with the satchel. The 
investigation is continuing. 

Shoplifting / Battery – Suspect Arrested

July 14 at 12:43 p.m., an officer was dispatchedto a business in the 1600 block of S. Mountain 
Avenue. A suspect was attempting to leavethe business with store merchandise without 
paying. As the suspect approached the exitdoors, he was confronted by the victim whotried to detain him. The suspect battered thevictim and attempted to flee. The suspect was 
detained by loss prevention personnel andplaced under citizen’s arrest for battery. The 
suspect was arrested and taken into custody. 

Criminal Threats – Suspect Arrested

July 14 at 8:15 p.m., officers responded toa business in the 700 block of E. Central 
regarding a subject threatening an employeeat the location. The suspect drove to Monroviafrom Bakersfield after speaking to a salesman 
on the phone and confirming they had a 
vehicle he wanted to buy at the price hewanted to pay. When the suspect arrived atthe dealership, the vehicle had already beensold. This infuriated the suspect because hehad driven so far and he began threatening toharm the salesman. The suspect was arrestedform criminal threats. 

Residential Burglary

July 15 at 12:37 p.m., a residential burglarywas reported in the 800 block of W. Hillcrest.
The victim called police to report she had justreturned home and found a female suspectinside her residence. The suspect fled, runningeast and out of sight. Officers responded andsearched the area, but were unable to locate 
the suspect. The investigation revealed thesuspect made entry into the home through aback sliding glass door and fled when she wasconfronted by the homeowner. Miscellaneous 

jewelry was missing. The investigation iscontinuing. 

Fight in Progress / Possible Hit and RunTraffic Collision – Suspect Arrested

July 15 at 7:14 p.m., officers responded to aresidence in the 100 block of Los Angelesregarding subjects fighting and a gun wasreportedly seen. When officers arrived, therewere multiple subjects and multiple vehicles inthe area, including an unoccupied abandonedvehicle. The driver of that vehicle was found 
hiding on the roof of a home in the area. Hewas apprehended by officers, arrested and citedfor resisting and delaying officers. No gunwas located and the reporting party admittedshe did not see a gun. Further investigationrevealed only a minor conflict had occurredand no other arrests were made. 

Public Intoxication – Suspect Arrested

July 16 at 1:58 a.m., officers responded toa residence in the 200 block of W. Lemon 
regarding a subject trying to break into ahome. The officers arrived and found a male 
subject outside the residence and he wasextremely intoxicated. He thought he was at afriend’s house. The subject was too intoxicatedto care for his own safety. He was arrested forpublic intoxication. 

Domestic Violence – Suspect Arrested

July 16 at 6:43 a.m., a witness called police andreported a male suspect battering a femalein the 300 block of W. Chestnut. Officers 
arrived and detained both parties involved.
The investigation revealed that although therewere no visible injuries, the male had batteredthe female subject, who is his girlfriend. Thesuspect was arrested and taken into custody. 

Possession of a Controlled Substance – 
Suspect Arrested 

July 16 at 9:45 a.m., an officer was on patrol inthe 400 block of W. Olive when he observed a 
male subject on a bicycle that ran a stop sign.
The officer stopped the subject and found hehad an outstanding warrant for his arrest.
During a search of his person, drugs werefound in his pocket. The suspect was arrestedfor drug possession and the warrant. 

Trespassing – Suspect Arrested

July 16 at 3:30 p.m., a suspect was reportedtrespassing at a business in the 700 blockof E. Huntington. The suspect has beenserved with a no-trespassing order for thelocation. Officers arrived, located the suspectand detained him. The video surveillance 
confirmed the suspect had entered the store inviolation of the trespassing order. The suspectwas arrested and issued a citation to appear incourt on the charges.
