AROUND SAN GABRIEL VALLEY 
MONROVIA, Calif. – Today, the Foothill Gold 
Line Construction Authority (Construction 
Authority) released a report prepared by Beacon 
Economics, a leading economic research and 
forecasting firm headquartered in Los Angeles, 
detailing the economic benefits resulting from 
the upcoming construction and operation of the 
12.3-mile Foothill Gold Line light rail extension 
to the region. The report, entitled “Economic 
Impact Study of the Foothill Gold Line Glendora 
to Montclair Segment,” quantifies the significant 
economic impact that will result from the $1.5 
billion investment the region is making in the sixstation 
light rail project, including: jobs created, 
economic output, labor income and tax revenues. 
As highlighted in the 26-page report, during 
construction alone, the Foothill Gold Line segment 
will generate nearly 17,000 jobs, more than $2.6 
billion in economic output, more than $1 billion 
in labor income and nearly $40 million in tax 
revenues for Los Angeles County. In addition, once 
passenger service begins, the ongoing operations 
of the six-station extension will generate an annual 
benefit to the county of more than $52 million in 
economic output, $17 million in labor income and 
nearly $800,000 in tax revenues, while generating 
277 jobs. 
“We know that investing in public infrastructure 
projects like the Gold Line are economic engines,” 
stated Habib F. Balian, CEO of the Foothill Gold 
Line Construction Authority. “But it is always 
impressive to see just how much each project 
directly benefits our region in job creation, 
economic activity and future revenues – it is a 
significant return on investment.” 
The Beacon report also highlights the secondary 
economic benefits for the region from private 
investments in transit-oriented development 
already made or planned within a half-mile radius 
of the six future Gold Line stations from Glendora 
to Montclair. The extension already has spurred 
$1 billion in private investments in residential and 
commercial development, including nearly 1,200 
residential units near the future Montclair station 
alone and one million square feet of commercial 
property. An additional nearly $600 million in 
development is planned along the corridor; with 
more than 1,800 new residential units and 10,000 
square feet of commercial space in the works 
within a half-mile radius of a future station. 
“The economic story of the Gold Line must also 
include the long-term private investment that is 
happening around these light rail stations as the 
area evolves from what was historically industrial 
land to suburban communities,” added Balian. 
“There is a unique opportunity along this light 
rail line to see extensive growth, allowing the 
region to add much-needed housing and jobs near 
our expanding county rail system; adding to the 
economic benefits of our investment well into the 
future.”

On November 7, 2017, Alan Sanvictores was 
officially sworn in as Monrovia PD’s 9th Chief 
of Police by City Clerk Alice Atkins at a special 
City meeting. Most recently a Captain with MPD, 
Sanvictores went through a full interview process 
before his appointment as Chief. 
Santvictores began his career with MPD 22 years 
ago, first hired as a recruit in 1995. He has served as a 
Police Officer, Police Agent, Detective, Sergeant and 
Lieutenant. He was promoted to Captain in January, 
2010. 
After it was announced Sanvictores was to be 
the next Police Chief, retiring Chief Jim Hunt 
said, “Alan has served as our senior Captain for 
nearly eight years. During that time, he has done 
a phenomenal job of supporting initiatives in the 
Police Department and has displayed integrity, 
innovation, and leadership at the highest levels. I 
know that Alan will be a simply tremendous Police 
Chief for the community.” 
Monrovia Police Chaplain Terrence Brown gave 
the Invocation; he always finds the right words 
for whatever the occasion may be. Mayor Adams 
welcomed us; he, the entire City Council and City 
Manager Oliver Chi had nothing but praise for the 
incoming Chief. After he was sworn in as Chief, 
Sanvictores thanked Chi and the Council, as well 
as his family for their support as he faced his new 
position. He told his wife Lisa how he appreciated 
her for her support that began in college, and his 
daughters also for their support during his career. It’s 
not easy being married to law enforcement officersthere 
are long hours, many difficult situations that 
arise, and the constant worry for their safety. 
The entire City Chambers was full-many 
current Monrovia PD personnel as well as former 
Chiefs Jim Hunt and Roger Johnson. From LASD 
attending were Chief Eric Parra, Commander Jeff 
Scroggin and Temple Station Captain Dave Flores. 
I also noticed Chief Dave Reynoso, El Monte 
PD and several of the Chiefs that attended Chief 
Jim Hunt’s retirement the week before: Vernon’s 
Anthony Miranda, Alhambra’s Tim Vu, Covina’s 
John Curley, and Sierra Madre’s Joe Ortiz- to name 
a few! The CHP was represented by the Baldwin 
Park Office Commander, Captain Greg Hammond, 
and Officer Rodrigo Jimenez. Monrovia School 
Board’s Rob Hammond and Terrence Williams also 
attended. Of course, Bob and I were sitting with 
Judge Bruce Mars and Susan Motander and across 
I saw Monrovia’s City Treasurer and Historian, 
Steve Baker! Many business owners came including 
Dollmakers’ Kattywompus’ Pam Fitzpatrick and 
Wonder Dog’s Brenda. Betty McWilliams from 
Foothill Unity Center also attended. 
After the Swearing-in, there was a great reception 
to see many friends and congratulate a wonderful 
new Police Chief. Over the years, I have dealt with 
Captain Sanvictores on a few occasions and found 
him very professional, hard-working and a warm, 
caring individual. Monrovia, you’ve got a GREAT 
new Chief!
