BARGER: STORMWATER MEASURE EXCEEDS REQUIREMENTS, OVERBURDENS TAXPAYERS, ADDS TO HIGH COST OF HOUSING LOS ANGELES COUNTY – Supervisor Kathryn Barger cast the lone vote opposing a motion to place a measure on the November ballot which seeks to increase property taxes on residential and commercial properties to generate approximately $300 million a year to fund additional stormwater projects. “The proposed initiative far exceeds the requirements of the MS4 permit which governs pollutant levels in local waterways,” said Supervisor Barger. “The permit is based on assumptions that are antiquated and require updating before we go to the taxpayers for more money.” “A California State Auditor’s report cites that the Los Angeles Regional Water Quality Control Board has failed to account for the unrealistic cost of compliance with the permit faced by the county and its cities,” she said. “Additionally, the added tax liability would certainly be passed onto renters and would increase already-high housing costs.” “The Flood Control District does a remarkable job with stormwater, capturing 90 percent of runoff from the waterways of the Upper San Gabriel Valley watershed,” Barger added. “While clean water and recycling and capturing efforts are important, the county needs to step back and reevaluate funding priorities, especially considering a recent increase in public health fees, a new business registration fee, the County Library’s structural deficit, and a potential ballot measure requested by the Fire Department to address its structural deficit.” Photo and caption by Joan Schmidt Congrats to Apprentices Asa Espinosa (Victor’s nephew) and Heriberto Figueroa. NAPOLITANO’S ROUTE 66 CENTENNIAL COMMISSION ACT PASSES HOUSE 23-YEAR-OLD INVENTS METHOD TO BREAK DOWN UNRECYCLABLE PLASTIC INTO VALUABLE LIQUIDS (WASHINGTON, DC) Yesterday, the U.S. House of Representatives unanimously passed H.R. 66, the Route 66 Centennial Commission Act, a bill coauthored by Reps. Grace F. Napolitano (D-CA- 32) and Rodney Davis (R-IL-13). “The City of Duarte celebrates Route 66 every year in September with a parade of classic cars, equestrian groups, and marching bands,” Napolitano said. “The theme of the LA County Fair this year is Route 66 with memorabilia and Route 66-themed movie nights. San Gabriel Valley cities and those in the seven other states connected by the Mother Road are reinvesting in Route 66. The federal government should be involved in this effort as well. Route 66 is a significant part of America’s past, and it continues to provide transportation, economic, and community benefits to our region and society today. We must revitalize and preserve this historic road, which is an icon of American history and culture.” H.R. 66 creates a Commission to recommend improvements and activities to commemorate the 100th anniversary of Route 66 in 2026 and now moves to the Senate for consideration. It is the second of two bipartisan bills on the topic coauthored by Napolitano to pass the House this year. H.R. 801, the Route 66 National Historic Trail Designation Act, is already awaiting consideration by the Senate. Route 66 is an integral part of the San Gabriel Valley’s culture and economy and runs through the cities of La Verne, San Dimas, Glendora, Azusa, Duarte, and Monrovia, known in most of Napolitano’s district as Foothill Boulevard and Huntington Drive. Link: https://bit.ly/2NnDq1f There are over 6 billion tons of plastic waste languishing on the planet, unable to be recycled – but this 23-year- old college student may have come up with an ingenious way to reuse all of that trash. Miranda Wang is one of the co-founders of BioCellection: a company that uses a chemical process to break down plastics and turn them into an essential ingredient for nylon, which otherwise uses petroleum. Wang’s method specifically targets polyethylene, a cheap kind of plastic that is only recycled less than 3% of the time. Despite being the most used plastic in the US, much of this plastic is rejected from recycling plants because it’s covered in dirt, food, or grime. The young Canadian researchers then adopted a catalyst that can destabilize and break down the plastics into liquid chemicals without causing surface contamination to react.
