ARCADIA MOON FESTIVAL


For the period of Sunday, September 2nd, through 
Saturday, September 8th, the Police Department 
responded to 956 calls for service, of which 121 required 
formal investigations. The following is a summary report 
of the major incidents handled by the Department during 
this period.

Sunday, September 2:

Shortly before 12:52 a.m., an officer responded to Gate 6 of 
the Santa Anita Race Track, 285 West Huntington Drive, 
regarding a traffic accident. An investigation revealed a 
traffic collision occurred between the suspect vehicle and 
a parked vehicle. A male and female were located nearby 
and determined to be responsible for collision. Both 
suspects were intoxicated in public. A 29-year-old male 
from Pasadena and a 29-year-old female from Pasadena 
were arrested and transported to the Arcadia City Jail for 
booking.

At approximately 2:04 p.m., an officer responded to a 
residence in the 00 block of West Sandra Avenue regarding 
a burglary report. The home is under construction and 
an unknown suspect entered the residence and fled with 
power tools. The investigation is ongoing. 

Just after 6:39 p.m., an officer responded to the 2500 
block of South Sixth Avenue regarding the activation 
of an Arcadia Police Department GPS tracker. Arcadia 
PD detectives had previously deployed bait packages to 
combat the increase in package thefts from residential 
areas. The officer determined a 38-year-old male from 
Duarte was in possession of the stolen package and 
contents, valued at $1,634.00. The suspect was arrested 
and transported to the Arcadia City Jail for booking. 

Monday, September 3:

At approximately 6:25 a.m., an officer responded to 
the 1000 block of Arcadia Avenue regarding a vehicle 
burglary report. The officer discovered an unknown 
suspect smashed two windows of the vehicle and stole the 
victim’s wallet and various power tools. No suspects were 
seen and no witnesses were located.

Around 11:58 a.m., an officer responded to a residence in 
the 600 block of South Old Ranch Road regarding a fraud 
report. The officer determined the unknown suspect 
attempted to file a fraudulent tax return using the victim’s 
personal information. The investigation is ongoing. 

Tuesday, September 4:

Just before 6:56 a.m., officers responded to Pampered 
Nails, 73 East Foothill Boulevard, regarding a burglary 
report. An investigation revealed unknown suspects 
smashed the front glass door and fled with hair clippers, 
nail polish, and a laptop. The investigation is ongoing. 

Wednesday, September 5:

At about 6:52 a.m., an officer conducted a records check of 
a vehicle parked in the Motel 6 parking lot, 225 Colorado 
Place, for having fraudulent registration tags. A records 
check of the owner and acquaintances revealed the 
vehicle’s owner, a 31-year-old female from Bakersfield, 
had two outstanding felony warrants, one misdemeanor 
warrant, and the officer discovered she was in possession 
of drug paraphernalia and a controlled substance. A 
34-year-old female from Bakersfield was also arrested 
for two misdemeanor warrants and a 29-year-old female 
from Bakersfield was arrested for two felony warrants 
and a misdemeanor warrant. All three were transported 
to the Arcadia City Jail for booking.

Shortly after 12:31 p.m., an officer responded to Victoria’s 
Secret, 400 South Baldwin Avenue, regarding a shoplifting 
report. Surveillance footage revealed a female suspect 
concealed more than $1,700.00 worth of merchandise in 
a shopping bag before exiting the store, failing to make 
payment. 

The suspect is described as a black female, approximately 
5’9”, in her 30’s, heavy set, wearing a black and 
white striped long dress with white sandals. 
The investigation is ongoing. 

Thursday, September 6:

Before 12:19 a.m., officers initiated an enforcement stop 
on a vehicle near the intersection of Live Oak Avenue and 
Sixth Avenue for swerving. Through a series of tests, the 
officers discovered the suspect was driving with a blood 
alcohol content of .16%. The 25-year-old male from 
Temple City was arrested and transported to the Arcadia 
City Jail for booking. 

Around 3:28 p.m., an officer responded to the intersection 
of Oxford Drive and North Baldwin Avenue regarding a 
disturbance report. The officer discovered an argument 
occurred between a couple resulting in the male suspect 
scratching the female victim. The 24-year-old from 
Duarte was arrested and transported to the Arcadia City 
Jail for booking. 

Friday, September 7: 

At about 12:12 a.m., an officer responded to the 1200 block 
of South Golden West Avenue regarding the activation of 
an Arcadia Police Department GPS tracker. Arcadia PD 
detectives had previously deployed decoy bicycles with 
tracking devices to combat the increase in bike thefts 
throughout the city. An investigation revealed a 31-year-
old male from Templeton was in possession of the stolen 
bicycle, GPS tracker, burglary tools, and a controlled 
substance. A records check revealed the suspect also 
had two outstanding misdemeanor warrants and one 
outstanding felony warrant. The suspect was arrested and 
transported to the Arcadia City Jail for booking. 

Just before 5:18 a.m., officers responded to a residence in 
the 600 block of Santa Maria Road regarding a burglary 
report. The officer determined an unknown suspect 
entered the victim’s unlocked vehicle, used the garage 
opener to open the garage, entered the home, and stole 
the victim’s keys and wallet. The suspect then stole the 
victim’s vehicle. The investigation is ongoing. 

Saturday, September 8:

Shortly after 1:27 a.m., officers responded to the 1600 
block of South Baldwin Avenue regarding a traffic 
collision. Upon contacting the driver, the officers detected 
a strong odor of alcohol and determined she was under 
the influence. The 38-year-old female from Pomona 
was arrested and transported to the Arcadia City Jail for 
booking. 

At approximately 12:12 p.m., an officer responded to 
a residence in the 600 block of West Naomi Avenue 
regarding a mail theft report. The reporting party 
discovered several mailboxes from a multi-unit apartment 
complex had been forced open and an unknown amount 
of mail was assumed to be missing. The investigation is 
ongoing. 

September 13, 2018 – The Arcadia Chinese 
Association and the City of Arcadia are hosting 
the City’s Annual Moon Festival on Saturday, 
September 29, 2018 from 6:00PM to 9:30PM at 
Arcadia City Hall. The event will feature delicious 
food including moon cakes, Chinese dance 
performances and music, games, and arts and crafts 
exhibits. In addition, there will be a Moon Festival 
Story played by the Elite Performing Arts Group 
and a musical performance by the LA Young Artists 
Orchestra.

 “We are very honored to be partnering with the 
Arcadia Chinese Association to host the Moon 
Festival,” said Mayor Tay. “This year is about 
building bridges and bringing the community 
together. This is the first of many opportunities for 
Arcadians to learn more about each other in a spirit 
of friendship and cooperation.”

 “This year’s Moon Festival is going to be very 
exciting,” said Arcadia Chinese Association 
President Jamie Lee. “We are proud of our 
partnership with the City and look forward to a 
wonderful event. Bring your picnic, blankets, and 
chairs to the City Hall lawn and watch the moon 
rise on September 29.”

 Free parking for the Moon Festival is available 
at Santa Anita Race Track through Gate 5. For

CANDIDATES 

Forum Candidates for City Council and Unified School Board will participate in 
separate Forums

Seventeen years ago today, terrorists attacked 
our country in a series of coordinated airplane 
hijackings that resulted in over 3,000 deaths at 
the World Trade Center, at the Pentagon, and 
in Shanksville, PA. Included in the listing of 
those that lost their lives were more than 400 
first responders, who perished while performing 
their sworn duty to protect us all. 

 On behalf of the entire team here at the City 
of Monrovia, here’s to healing and growing

 City Council Approved Both The Marriott 
Towneplace Suites Hotel Project And AvalonBay 
Multi-Family Initiative On September 4, 2018

 On September 4, 2018, the City Council 
held public hearings to consider entitlement 
applications for the Marriott TownePlace Suites 
hotel project (located at the SW intersection of 
Myrtle / Huntington) and the Avalon Bay multi-
family project (located at the NW corner of Myrtle 
/ Chestnut). After a thoughtful and thorough 
review, the City Council voted unanimously to 
approve both projects. An overview of each of 
the initiatives is outlined further below:

Marriott TownePlace Suites

 Tharaldson Investments is proposing the 
development of a 109-room, five-story, TownePlace 
Suites Hotel by Marriott at the southeast corner of 
West Huntington Drive and South Myrtle Avenue. 
The hotel will provide a mix of three major room 
types, consisting of one-bedroom, double-queen, 
and king studios, as well as several hotel amenities, 
including an indoor exercise room, a breakfast room, 
a community table / lounge area, as well as an outdoor 
swimming pool and an outdoor seating area. The 
Project would include an on-site surface parking lot 
with 109 spaces that would serve the guests, visitors, 
and employees at the TownePlace Suites. 

AvalonBay Project 

 The Avalon Monrovia Specific Plan and Mixed-
Use Development is a mixed-use development 
composed of a single building containing 154 
apartment residential units, 3,500 square feet 
of ground-floor retail, and a five-story, six-level 
286-space parking garage on a 2.1-acre site. 
Thirteen of the dwelling units will be reserved 
for lower-income residents. 

DUARTE, Calif. (September 10, 2018) – The 
Duarte Chamber of Commerce and the League 
of Women Voters, Pasadena Area will host two 
separate candidate forums in the month of October. 
The forums will provide an opportunity for the 
community to meet and hear from candidates 
who are vying to serve on the City Council and 
the Duarte Unified School Board in the upcoming 
November elections.

 The first forum on Tuesday, October 2 will 
feature seven candidates competing for three seats 
on the Duarte Unified School Board. The Forum 
will take place at the Duarte Community Center 
located at 1600 Huntington Drive, Duarte, CA 
from 6:30 p.m. to 8:30 p.m.

 Residents in the City of Duarte will participate 
in the first district-based election when the go to 
vote for in the city’s upcoming council elections. 
A field of twelve candidates are contending for 
five City Council seats in the November 6, 2018, 
election. The Duarte City Council Candidates 
forum will take place on Wednesday, October 
10 at the Duarte Community Center, 1600 
Huntington Drive, Duarte, CA from 6:30 p.m. to 
8:30 p.m.

 The League of Women Voters, Pasadena Area 
will moderate both forums and attendees will have 
the opportunity to submit written questions of the 
candidates during each event.

 Both forums will be viewable through Duarte 
Public Access (DCTV) on Spectrum Cable Channel 
3 in Duarte or via the web at www.dctvduarte.com.

Vehicle Burglary

September 6 at 1:30 p.m., a resident in the 300 
block of N. Canyon reported his vehicle had 
been burglarized sometime during the night. The 
suspect took the vehicle’s handicap placard. This 
investigation is continuing.

Vehicle Burglary

September 6 at 1:54 p.m., a resident in the 500 
block of Sombrero walked outside his home and 
discovered his vehicle’s window was shattered. 
She looked inside the car and saw her purse, 
wallet and other items had been stolen. This 
investigation is continuing.

Warrant – Suspect Arrested

September 6 at 2:44 p.m., an officer was patrolling 
the 1000 block of Briarcliff when he saw a male 
subject sitting in a parked vehicle. He recognized 
the subject from previous contacts and a computer 
check revealed he had a warrant for his arrest. The 
officer contacted the subject and took him into 
custody for the warrant.

Grand Theft

September 6 at 4:22 p.m., employees of a business 
in the 1600 block of S. Mountain reported two 
male subjects had just run out of the store without 
paying for merchandise they took. Officers arrived 
and searched for the subjects, but were unable to 
locate them. This investigation is continuing.

Injury Traffic Collision / Stolen Vehicle

September 6 at 7:59 p.m., a caller reported a 
motorist had collided into two parked vehicles 
in the 900 block of W. Colorado. When officers 
arrived, they found the driver stuck in the vehicle 
with non-life-threatening visible injuries. A 
computer check revealed the vehicle had been 
reported stolen. The driver was transported to a 
nearby hospital, and charges will be sought at a 
later date.

Warrant / Possession of Methamphetamine – 
Suspect Arrested

September 7 at 8:05 a.m., an employee of a 
business in the 900 block of E. Duarte reported 
a male subject loitering on private property, 
refusing to leave. When officers arrived, the 
subject was contacted. A computer check revealed 
he had a warrant for his arrest, so he was taken 
into custody. During a search incident to arrest, 
the officer found the subject to be in possession of 
methamphetamine.
