6 Mountain View News Saturday, November 10, 2018 ARCADIA POLICE BLOTTER FALL KID’S CAMP & WINTER CLASS AND PROGRAM REGISTRATION The Recreation and Community Services Department is offering a Fall Kid’s Camp at Highland Oaks Elementary School, 10 Virginia Road, Arcadia starting Monday, November 19 to Wednesday, November 21 from 8am-6pm. Each day is filled with fun group activities including crafts, board games, movies, and snacks for youth ages 5-12. Parents are able to sign their children up for one day or all three. Fall camp is $27 per child per day. To register in person come by our office or you can go to the city’s website at www.arcadiaCA.gov under the Recreation and Community Services Department. The winter “Buzz” is on line now and displays programs and classes for the 2018 winter season. Do you want to know what the “Buzz” is about in Arcadia? A copy of “The Peacock Buzz” will be mailed to Arcadia residents next week and will be in our office soon! Registration for the winter season begins November 19 on-line for residents only and walk-in begins November 26 for everyone. For the period of Sunday, October 28th, through Saturday, November 3rd, the Police Department responded to 1,007 calls for service, of which 122 required formal investigations. The following is a summary report of the major incidents handled by the Department during this period. Sunday, October 28: Shortly before 12:32 a.m., officers responded to a residence in the 1200 block of Oakglen Avenue regarding a burglary report. An investigation revealed unknown suspect(s) pried open a rear sliding door, ransacked the home, and fled with $9,000.00 in cash from a small safe. The investigation is ongoing. At approximately 9:04 a.m., officers responded to the intersection of Duarte Road and Holly Avenue regarding a suspect seen taking mail from multiple mail boxes. Officers located the suspect and determined he was in possession of the stolen mail, a blank check, fraudulent cash, and stolen debit and credit cards. The 37-year-old male from San Gabriel was arrested and transported to the Arcadia City Jail for booking. Monday, October 29: Just after 12:02 a.m., officers responded to the intersection of Temple City Boulevard and Duarte Road regarding a vehicle blocking the roadway. They located the parked vehicle and discovered the driver had fallen asleep at the wheel. Through a series of tests, the officer determined the suspect was driving under the influence of marijuana and alcohol. The 28-year-old male from Temple City was arrested and transported to the Arcadia City Jail for booking. At approximately 8:09 a.m., an officer conducted an enforcement stop on a vehicle in the area of Longden Avenue and Second Avenue for driving with expired registration. The driver, a 19-year-old female from Arcadia, was previous cited by Arcadia Police Department for driving with expired registration and she failed to renew her registration by the deadline. She was cited and released in the field. Her car was impounded for having eight outstanding parking citations. Around 10:53 a.m., an officer responded to Arcadia Market Place, 288 East Live Oak Avenue, regarding a grand theft report. An investigation revealed unknown suspect(s) opened an unsecured electrical panel door and stole approximately $3,000.00 worth of circuit breakers. No suspects were seen and no witnesses were located. Just before 3:14 p.m., an officer responded to a residence in the 1100 block of Encanto Drive, regarding a burglary report. The officer discovered the suspect(s) broke a window panel from a rear door, they ransacked the home, and fled with coins, a check book, and a silver container. No suspects were seen and no witnesses were located. Tuesday, October 30: At about 11:04 p.m., an officer responded to the 1000 block of South Baldwin Drive regarding a grand theft report. Sometime between 10:30 a.m. and 11:00 p.m. on October 30th, an unknown suspect cut and stole the victim’s catalytic converter from his Ford F-250. No suspects were seen and no witnesses were located. Wednesday, October 31: Shortly after 8:28 a.m., an officer responded to the area of 100 East La Sierra Drive regarding the activation of an Arcadia Police Department GPS tracker. Arcadia PD detectives had previously deployed bait packages to combat the increase in package thefts from residential areas. An investigation revealed two suspects had the stolen bait package in their vehicle. The suspects also had 9-year-old in the car at the time of the crime. The 41-year-old female from Glendora and a 39-year-old male from South El Monte were arrested and transported to the Arcadia City Jail for booking. The male driver was also driving with a suspended license. The Department of Child and Family Services (DCFS) was contacted. Before 9:33 p.m., an officer responded to a residence in the 100 block of West Longden Avenue regarding a fraud report. The victim discovered an unknown suspect made a fraudulent purchase on their credit card at a gas station in Garden Grove. The victim does not know how the suspect obtained her personal information or the identity of the suspect. The victim was in possession of her card at the time the crime was committed. Thursday, November 1: Around 8:09 a.m., an officer responded to Q Gifts, 11746 Clark Street, Unit A, regarding a commercial burglary report. The officer determined unknown suspect(s) forced entry through the main door, stole backpacks and a box of t-shirts, and punctured a hole in the wall in an attempt to enter the adjoining office. No suspects were seen and no witnesses were located. Friday, November 2: At about 12:13 a.m., officers initiated an enforcement stop on a vehicle near the intersection of Baldwin Avenue and Gate 8 of the Santa Anita Race Track for driving without license plates on the vehicle. Upon contacting the driver, the 61-year-old male transient from Arcadia was seen with a meth pipe in the vehicle. During a search of the vehicle, the officer located nine fraudulent $100 bills. A records check revealed the suspect also had an outstanding felony warrant. He was arrested and transported to the Arcadia City Jail for booking. Just before 1:26 p.m., an officer responded to the 200 block of West Foothill Boulevard regarding a fraud report. The victim reported receiving a letter from PayPal stating he had opened a credit card with them. The victim didn’t authorize a new card be issued to him. The victim does not know how the suspect obtained his personal information or the identity of the suspect. Saturday, November 3: Shortly after 12:24 a.m., officers responded to the 12300 block of Lower Azusa Road regarding a burglary in progress. Surveillance footage revealed the suspect likely entered the business through an unlocked front door and fled with a charging cord. The suspect was gone by the time officers arrived. The suspect is described as a white or Hispanic male with a goatee and seen wearing a grey baseball hat, a Puma backpack, and dark pants. The investigation is ongoing. At approximately 7:49 a.m., officers responded to a residence in the 00 block of Genoa Street regarding a battery report. An investigation revealed the female victim was choked by the suspect after she declined his advances. The suspect, a 55-year-old male from Covina, was arrested and transported to the Arcadia City Jail for booking. A records check revealed the victim, a 34-year-old from Huntington Park, had an outstanding misdemeanor warrant. She too was arrested and transported to the Arcadia City Jail for booking. DUARTE, CA, November 7, 2018– Duarte residents set the course for the community’s future November 6th by electing its first, seven member, by District City Council and by deciding to ban the sale and discharge of legal fireworks in the City. Twelve candidates vied for four District based seats with residents returning long-time incumbents Margaret Finlay and Tzeitel Paras Caracci to their new District seats. Specifically, in District No. 1, Paras Caracci, local business owner of “See Jack Play” defeated Dolores Ortiz, a Production Manager and in District No. 4, Margaret Finlay, a six-term Mayor and immediate Past President of the Southern California Association of Governments defeated David Van de Wetering, a Management Assistant. The race also featured two new Districts Nos. 6 and 7 that each had four candidates. In District No. 6, Bryan Urias, a Director from the Upper San Gabriel Municipal Water District came out on top against his other three opponents: Art Rodriguez Jr., a Business Consultant, Cesar Andres Garcia, a Business Person/Entertainer, and Evangelina Sanchez, an Educator. In District No. 7, with close to 50% of the vote, Jocelyn Nunez, a Healthcare Professional defeated Jarrett Stoltzfus, a Transportation Management Professional, Mike Sharble, a Service Director, and Jack Corson Chang, a Business Owner. No candidate filed against incumbent Samuel Kang in District No. 5 allowing the Council to re-appoint him to another four-year term earlier this year in a special meeting. By a little over 1 percent, the Duarte community closely voted to ban the sale and discharge of safe and sane fireworks in the City by approving Measure F, 50.83% to 49.17%. Note: mail in and provisional ballots have not been counted which could effect the final official outcome of the measure. Earlier this year, the Duarte City Council had voted to put the measure prohibiting the sale of and discharge of legal fireworks starting in 2019 before the voters on the upcoming November 2018 ballot. Prior to that vote and over the last few years, a growing number of residents had begun to express significant concern regarding the sale and discharge of both legal and illegal fireworks in the City. Safe and sane fireworks sales and usage had been legal in the City since incorporation in 1957. The Los Angeles County Registrar Recorder’s Office does not officially certify election results until December 4, 2018. Per City ordinance, the newly elected Councilmembers and the annual City Council reorganization meeting where a new Mayor will be selected occurs at the first meeting in December or December 11th. MONROVIA RECOMMENDED TO RECEIVE $4 MILLION TRANSPORTATION IMPROVEMENT GRANT FROM MEASURE M SUB-REGIONAL FUNDS THROUGH THE SGVCOG, FUNDING WOULD BE USED TO MAKE TRAFFIC & MOBILITY IMPROVEMENTS AT I-210 UNDERPASSES AND AT STATION SQUARE In November 2016, LA County voters approved Measure M, which is a .-cent sales tax increase, which is expected to generate around $120 billion over the next 40 years for transportation enhancements across the region. As part of the authorized funding formula, a certain portion of Measure M funds have been set aside for different regions within LA County, and in mid-2017, Metro approved a process through which those funds would be distributed to sub-regional areas. For the San Gabriel Valley, the San Gabriel Valley Council of Governments (SGVCOG) was the entity selected to distribute the Measure M Subregional Funds, and during the current 5-year funding cycle, there is an estimated ~$31.7 million in available funding for local transportation projects. As the SGVCOG has worked to distribute those funds, Monrovia submitted a grant request asking for $4 million to make various active transportation enhancements at our I-210 Freeway underpasses, and in the area around Station Square. Based on the current review process engaged by the SGVCOG, we are so pleased to share that after review by 4 different SGVCOG committees, Monrovia’s $4 million grant request has been recommended for formal approval! The full SGVCOG Board is scheduled to consider the approval at their meeting in November 2018. We are hopeful that these funds will be awarded to the City here in the near future, as staff has engaged project delivery efforts to ensure that we will be able to make the underpass and Station Square traffic improvements identified in our grant request.
