ARCADIA WOMAN’S CLUB INSTALLS OFFICERS


For the period of Sunday, June 17th, through Saturday, 
June 23th, the Police Department responded to 894 calls 
for service, of which 124 required formal investigations. 
The following is a summary report of the major incidents 
handled by the Department during this period.

Monday, June 18:

 Shortly before 9:34 a.m., an officer responded to a 
residence in the 2400 block of Doolittle Avenue regarding 
a burglary report. The officer discovered unknown 
suspect(s) smashed a rear sliding glass door and entered 
the residence sometime between June 14 and June 18th. 
The loss is unknown. The investigation is ongoing. 

 At approximately 9:49 a.m., an officer responded 
to a business in the 100 block of North Santa Anita 
Avenue regarding a fraud investigation. The business 
owner discovered two fraudulent checks had been 
cashed resulting in a loss of $1,865.00. The owner was 
in possession of the checks. The victim does not know 
how the suspect obtained their business’s information 
or the identity of the suspect. The investigation is 
ongoing. 

 Just after 2:20 p.m., an officer responded to the 
1000 block of East Camino Real Avenue regarding 
the activation of an Arcadia Police Department GPS 
tracker. Arcadia PD detectives had previously deployed 
bait packages to combat the increase in property 
thefts throughout the city. The officer determined the 
58-year-old male from Duarte was in possession of the 
stolen property. He was arrested and transported to the 
Arcadia City Jail for booking.

 At approximately 2:31 p.m., officers responded to 
a residence in the 700 block of North First Avenue 
regarding a possible transient sleeping in the vacant, 
for-sale location. An investigation revealed the suspect, 
a 28-year-old male from Hacienda Heights, damaged 
a rear window and screen in an effort to enter the 
residence and sleep. The suspect was arrested and 
transported to the Arcadia City Jail for booking. 

 Around 4:37 p.m., officers responded to the 
intersection of Live Oak Avenue and Sixth Avenue 
regarding a hit and run traffic collision. Based on 
witness statements, the officers located the black 
Camaro near Lynrose Street and Farner Avenue. Upon 
contacting the driver, the officer detected a strong 
odor of alcohol emitting from the driver’s breath. 
The 48-year-old male from Rancho Cucamonga was 
arrested and transported to the Arcadia City Jail for 
booking. 

Tuesday, June 19:

 `Just before 12:10 p.m., an officer responded to the 
City of Arcadia Public Works Services Facility, 11800 
Goldring Road, regarding a theft report. Surveillance 
footage revealed an unidentified suspect stole five tires 
and four steel wheels. 

 The suspect is described as a white or Hispanic male, 
approximately 25-years-old with short dark colored 
hair. He was driving a dark colored mid-size SUV. The 
investigation is ongoing. 

 At about 2:28 p.m., an officer responded to 
LensCrafters, 400 South Baldwin Avenue, regarding a 
theft report. A store employee witnessed two suspects 
enter the store and conceal nine pairs of sunglasses 
before fleeing. The reported loss is $1,350.00. 

 The suspects are described as a Hispanic male, about 
20-years-old, thin build, black hair, and wearing a black 
shirt with a “Nike” logo. The female suspect is described 
as Hispanic in her late teens or early twenties, wearing a 
white sleeveless shirt. The investigation is ongoing. 

Wednesday, June 20:

 Shortly after 6:20 p.m., an officer responded to 
Chevron Gas Station, 11 East Live Oak Avenue, 
regarding theft report. An investigation revealed a 
female suspect was in possession of various stolen 
snacks from the gas station and was located a short 
time later by an assisting officer. The 27-year-old 
from Pico Rivera was arrested and transported to the 
Arcadia City Jail for booking. 

 Before 5:23 p.m., an officer responded to Sephora, 
400 South Baldwin Avenue, regarding a theft report. 
A loss prevention employee witnessed the suspect, 
a 15-year-old female from Duarte, conceal $382.00 
worth of merchandise in her purse before exiting the 
store, failing to make payment. She was apprehended, 
arrested, and transported to the Arcadia City Jail for 
booking. 

Thursday, June 21:

 Around 1:52 a.m., an officer conducted an 
enforcement stop on a vehicle in the 100 block of East 
Huntington Drive for speeding. Upon contacting the 
driver, the officer detected a strong odor of alcohol 
emitting from his person. Through a series of tests, 
the officer determined the suspect was driving with a 
blood alcohol content of .16%. The 29-year-old male 
from Arcadia was arrested and transported to the 
Arcadia City Jail for booking. 

 At about 10:39 a.m., an officer responded to a 
residence in the 100 block of Diamond Avenue 
regarding an assault report. An investigation revealed 
an altercation between roommates escalated and 
resulted in the suspect threatening to kill the victim 
while holding a kitchen knife. The 48-year-old male 
from Arcadia was arrested and transported to the 
Arcadia City Jail for booking. 

Friday, June 22: 

 Just before 2:16 a.m., an officer responded to a 
residence in the 1000 block of Mayflower Avenue 
regarding a burglary report. The officer discovered 
unknown suspect(s) smashed a front window, activated 
the alarm, and stole jewelry and cash before fleeing. 
The investigation is ongoing. 

 Shortly after 11:08 p.m., an officer responded to 
Hartfield Construction, 11908 Clark Street, regarding an 
alarm activation. An investigation revealed an unknown 
suspect used a rock to smash a front window and likely 
fled once the alarm activated. No suspects were seen, no 
witnesses were located, and no loss was reported. 

Saturday, June 23:

 At approximately 9:01 a.m., an officer responded to 
Waxology, 709 South First Avenue, regarding a burglary 
report. The owner discovered an unknown suspect 
attempted to open one of the windows in an effort to 
enter the business. The suspect was not successful and 
no loss was reported. The investigation is ongoing.

The Arcadia Woman’s Club recently held its 
installation ceremony and luncheon in its historic 
Clubhouse on First Avenue. Members and guests 
enjoyed a delicious luncheon served by Cindy Aguilar 
and beautiful floral teapot centerpieces created by 
Ann Carlton, Doris Kading and Peggy Ulbrich. 

 Marilyn Daleo served as Installing Officer 
using a flower garden theme where each officer 
received a potted plant and a reference to a garden 
flower symbolizing the characteristics of their 
board responsibility. Repeating president Cheryl 
Alberg received beautiful roses and a watering can 
to symbolize nurturing the “club garden.” Officers 
installed for the 2018-2020 term are president 
Cheryl Alberg, First Vice President Marilyn 
Daleo, Second Vice President Linda Mokler, 
Third Vice President Cindy Aguilar, Recording 
Secretary Barbara Lampman, Corresponding 
Secretary Joyce Platt, Financial Advisor Dianne 
Chapman, Senior Trustee Carol Anne Donahey 
and Junior Trustee Julia Fendrick. 

 The Arcadia Woman’s Club has been providing 
service to the community for over 100 years in 
a variety of areas, many of which in the early 
years were significant to Arcadia’s growth and 
history. This past year the organization focused 
on domestic violence issues, orphaned children, 
books for Braille conversion and recently held a 
layette shower benefiting the San Gabriel Valley 
Pregnancy Help Center. The club also contributed 
to the initial construction of Arcadia’s Vietnam 
War Memorial Monument in Arcadia Park 
and dedicated an adjacent bench. Last fall the 
club paid tribute to Veterans with a dinner and 
program with proceeds going for the installation 
of nighttime lighting on the monument. In May, 
Club members were on hand when the red, white 
and blue lighting illuminated the monument for 
the first time. 

 The Arcadia Woman’s Club is open to women 
of any age with regular meetings held at 11 a.m. 
on the first Wednesday of the month, October to 
June. Summer activities include a Beach Bingo 
Blast on August 1 at 5 p.m. and a mid-day Open 
House on Wednesday, September 5, both at the 
Clubhouse at 324 South First Avenue, Arcadia.

ATHENS SOLID WASTE SERVICE RATES SET TO 
INCREASE BY 5% BEGINNING JULY 1, 2018 

– The Typical Residential Customer Will See an Increase of $1.50 / Month

Grand Theft Auto

June 21 at 9:08 a.m., a vehicle was reported stolen from the 
400 block of E. Duarte Road. The reporting party arrived 
at work and noticed a U-Haul was missing from the 
street. The street was checked where the vehicle had been 
parked and broken glass was found on the ground. The 
incident was captured on video footage. The investigation 
is continuing.

Shoplifting / Resisting & Delaying a Peace Officer / Felony 
Vandalism – Suspect Arrested

June 21 at 9:19 a.m., a business in the 1600 block of S. 
Mountain called to report a male subject had concealed 
a hammer underneath his jeans and walked out without 
paying for the merchandise. Officers arrived and searched 
for the subject, but he was not located. One of the officers 
viewed video footage and confirmed a crime had occurred.

 A couple hours later, police dispatch received calls 
reporting a suspicious male subject walking onto several 
residents’ property. Officers arrived, located the subject and 
took him into custody. The officer identified the subject as 
the shoplifting suspect from the video footage. The suspect 
was holding a black plastic bag, which contained the stolen 
hammer. The suspect would not provide officers with his 
personal information and he did not have identification in 
his possession. He was arrested and taken into custody.

 At 3:42 p.m., the suspect was released with a citation to 
appear in court on the charges. As he was leaving the area, 
he walked by a citizen patrol unit that was parked along the 
curb on Lime. He stopped and used a lighter to vandalize 
the rear quarter panel of the vehicle. Two police employees 
witnessed the suspect committing this crime. Officers 
responded and the subject ran north through the public 
parking lot. The suspect was detained in the 100 block of E. 
Palm and was arrested.

Vehicle Burglary

June 22 at 7:04 a.m., a vehicle burglary was reported in the 
100 block of S. Fifth Avenue. The victim came out to his 
vehicle in the morning and discovered that the window 
he'd left slightly ajar was now completely broken and his 
wallet had been stolen out of the glove compartment. The 
investigation is continuing.

Stolen Motorcycle Recovered

June 22 at 4:21 p.m., an officer was dispatched regarding 
a motorcycle that had been parked on the street for more 
than 72 hours. He ran a computer check on the identifying 
number and found the motorcycle had been reported 
stolen. The registered owner was not able to respond 
immediately, so the motorcycle was recovered and stored.

Warrant / In Park After Closing Hours – Suspect Arrested

June 22 at 11:42 p.m., an officer was conducting extra 
patrol at Library Park in the 300 block of S. Myrtle and 
found a subject loitering in the park after closing hours. A 
computer check revealed he had an outstanding warrant. 
He was arrested for the warrant and also charged with the 
municipal code violation for being in the park after closing 
hours.

 June 23 at 12:16 a.m., an officer was conducting extra 
patrol at Recreation Park in the 700 block of E. Lemon 
when he found a subject loitering after the park was closed. 
A warrant check revealed he had an outstanding warrant. 
He was arrested for the warrant and also charged with the 
municipal code violation for being in the park after closing 
hours.

Public Intoxication – Suspect Arrested

 June 23 at 4:09 a.m., while on patrol in the 1600 block 
of S. Myrtle, an officer saw a male subject at a gas station 
who appeared intoxicated. He stopped to check on the 
subject and determined he was too intoxicated to care for 
himself or others. The subject was arrested for being drunk 
in public.

Public Intoxication – Suspect Arrested

 June 24 at 3:14 a.m., officers were on patrol in the area 
of California and Fig, when they saw a male subject asleep 
along the east curb of California. The subject was too 
intoxicated to care for his own well-being and was arrested 
for public intoxication.

Violation of Temporary Restraining Order – Suspect 
Arrested

 June 25 at 12:57 a.m., officers responded to a residence 
in the 200 block of E. Lime regarding a subject pounding 
on the back door. Officers arrived and contacted a 
subject who was recently served with a restraining order 
prohibiting him from being at the location. He was arrested 
for violation of the restraining order.

Residential Burglary

June 25 at 3:51 p.m., a residential burglary was reported 
in the 1400 block of Alamitas. The residents were gone 
overnight, and when they returned home the next day, 
they found a television and clothing had been taken from 
the residence. There were no signs of forced entry. The 
investigation is continuing.

Traffic Collision

June 25 at 5:46 p.m., a traffic collision was reported at 
Eighth and Duarte. A bicyclist was traveling in the opposite 
direction of vehicle traffic and was hit by a vehicle traveling 
at a slow speed. The bicyclist suffered minor injuries.

Commercial Burglary

June 26 at 5:34 a.m., dispatch received a call reporting that 
a window to a business in the 600 block of S. Myrtle had 
been smashed. Officers arrived and cleared the business. 
No suspects were located inside, but the business had been 
burglarized. The investigation is continuing.

Pursuant to the City’s current contract with 
Athens Services (Athens), the company is 
allowed annual rate increases, pursuant to 
an agreed upon schedule which factors in 
mandated State of California minimum wage 
adjustments, along with CPI related cost increases. 
Late last week, representatives from Athens 
notified the City of their formal request to 
institute a 5% increase for solid waste services 
effective July 1, 2018. This particular adjustment 
takes into account both CPI and State minimum 
wage cost increases, and is actually less than 
what Athens could have contractually requested 
as a rate increase. Based on CIP increases and 
mandated minimum wage increases in California 
($11 / hour in 2018, $12 / hour in 2019), Athens 
was eligible for an increase of 5.51%. After 
discussions with staff, Athens agreed to cap their 
increase request at 5% effective July 1, 2018. 
Based on this cost adjustment request, the cost 
for trash / recycling services will be increasing by 
5% beginning July 1, 2018. The actual dollar cost 
impact of the rate adjustment is projected to be as 
follows: For the typical residential customer 
(who is enrolled in the 90-gallon trash / recycling 
barrel program), solid waste services will increase 
by $1.50 / month, from $30.03 / month to $31.53 / 
month. 

 For the typical commercial / multi-family 
customer (who is enrolled in the one 3-yard bin 
which is serviced once per week), solid waste 
services will increase by $11.70 / month, from 
$172.24 / month to $183.94 / month.

 As City staff analyzed the proposed adjustments, 
we have also developed a unique program for 
Athens customers. There are times when adjusting 
solid waste service levels can end up saving a 
customer money, without impacting their trash 
service needs. To that end, if any Athens Services 
customer would like to have a 1-on-1 Solid 
Waste Services Optimization Meeting to explore 
possible ways of saving money for on your trash 
/ recycling services bill, please contact Alex

and work with each customer to determine the 
feasibility of making service changes that save 
money but don’t impact trash / recycling needs.
