ARCADIA POLICE BLOTTER


For the period of Sunday, November 17th, through Saturday, November 23rd, the Police Department 
responded to 904 calls for service, of which 121 required formal investigations. The following is a 
summary report of the major incidents handled by the Department during this period.

Sunday, November 17:

1. Shortly before 12:20 a.m., an officer conducted a traffic stop on a vehicle near the 00 block 
of West Live Oak Avenue for having expired registration. Upon contacting the driver, the officer 
detected a strong odor of alcohol emitting from his person. The driver, a 22-year-old male from 
Alhambra, informed the officer he was on probation for driving under the influence. A records check 
confirmed this and revealed the driver had a suspended license. Through a series of tests, the officer 
determined the suspect was driving with a blood alcohol content of .141%. The suspect was arrested 
and transported to the Arcadia City Jail for booking. 
2. At approximately 6:11 p.m., an officer responded to Macy’s, 400 South Baldwin Avenue, 
regarding a theft report. Surveillance footage revealed a male and female each stole $79.00 worth of 
shirts and underwear before exiting the store, failing to make payment. A 38-year-old male from La 
Puente was arrested and transported to the Arcadia City Jail for booking. The female suspect fled. 
She is described as a 35 to 40-year-old Hispanic woman, approximately 5’6” tall, wearing a black 
short sleeve shirt and blue jeans. The investigation is ongoing. 


Monday, November 18:

3. Just after 2:23 p.m., an officer responded to a residence in the 1700 block of Watson Drive 
regarding a burglary report. Surveillance footage revealed the unidentified suspects smashed a rear 
window, ransacked the residence, and fled in a newer model, white Toyota Corolla. The loss is 
unknown. The investigation is ongoing. 
4. At approximately 4:27 p.m., an officer responded to Westfield Santa Anita, 400 South 
Baldwin Avenue, regarding a vehicle burglary report. The officer discovered unknown suspect(s) 
entered the victim’s locked car by unknown means and fled with a purse and wallet. The suspect(s) 
then attempted to use the victim’s credit card at the San Gabriel Grocery Outlet, but the transactions 
were declined. The investigation is ongoing. 


Tuesday, November 19:

5. Around 6:55 a.m., an officer responded to a residence in the 800 block of Arcadia Avenue 
regarding a stolen vehicle report. Sometime during the previous evening, unknown suspect(s) stole 
the victim’s 2006 Infiniti G35. No suspects were seen and no witnesses were located. 
6. Just before 11:57 a.m., an officer responded to a residence in the 400 block of California Street 
regarding a commercial burglary report. The officer determined an unknown suspect smashed open a 
basement garage door, used the shower, and spent the night. No witnesses were located. 


Wednesday, November 20:

7. Around 3:33 a.m., an officer responded to a residence in the 500 block of North Altura Road 
regarding a suspicious subject report. Surveillance footage revealed the suspect, a 50 to 55-year-old 
man with a mustache, activated the resident’s Ring camera and ultimately stole the camera. The 
suspect fled on a bicycle. The suspect was later identified as a 56-year-old male from Los Angeles. He 
was arrested and transported to the Arcadia City Jail for booking. 
8. Shortly after 4:08 p.m., an officer responded to Westfield Santa Anita, 400 South Baldwin 
Avenue, regarding three suspects in custody for stealing from various stores. The officer discovered 
the suspects, a 26-year-old female from Palmdale, a 26-year-old male from Lancaster, and a 26-year-
old female from Lancaster stole various items from Zumies and Windsor. A records check revealed 
the 26-year-old female from Palmdale had an outstanding misdemeanor warrant and the 26-year-
old female from Lancaster had one outstanding misdemeanor warrant and one felony warrant. All 
three were arrested and transported to the Arcadia City Jail for booking.


Thursday, November 21:

9. Before 1:43 p.m., an officer responded to a residence in the 800 block of La Cadena Avenue 
regarding a vehicle burglary report. Sometime during the previous night, an unknown suspect 
smashed the driver’s window and fled with a laptop and backpack. No suspects were seen and no 
witnesses were located. 
10. Around 9:53 a.m., an officer responded to a residence in the 1600 block of Perkins Drive 
regarding a fraud report. An unknown suspect used the victim’s credit card to make fraudulent 
purchases without the victim’s permission. The suspect also forged the victim’s signature to receive 
her packages and used the victim’s identity to order a new phone SIM card. The victim does not 
know how the suspect obtained her personal information or their identity. 


Friday, November 22: 

11. Just before 8:19 p.m., an officer responded to Westfield Santa Anita, 400 South Baldwin 
Avenue, regarding five juvenile suspects in custody for grand theft. An investigation revealed the 
suspects worked in concert to steal numerous items from stores within the mall. All five suspects 
attempted to flee, but one was also charged with Battery for pushing an employee out of the way. 
The suspects are listed as a 16-year-old from West Covina, a 17-year-old from Rowland Heights, a 
16-year-old from Hacienda Heights, a 17-year-old from West Covina, and a 17-year-old from La 
Puente. They were ultimately arrested and transported to the Arcadia City Jail for booking.

shattered window. 

7:36 PM – Danny Collazo, 
30 years old of Pasadena 
was arrested in the area 
of Lincoln avenue and 
Montana Street for under 
the influence of a controlled 
substance. 

9:27 PM – Steven Bonilla, 
54 years old of Altadena was 
arrested in the 2700 block of 
Lincoln Avenue for vehicle 
vandalism. 

Monday, November 11th

 Between 5:00 PM and 5:55 
AM (Wednesday) – A grand 
theft occurred in the 400 
block of W. Mariposa Street. 
Stolen: black motorcycle 
seat, saddlebags and a black 
iLuggage pack. 

9:48 PM – An assault with 
a deadly weapon (possible 
road rage) occurred in the 
200 block of Laurel Drive. 

Tuesday, November 12th

Between 9:00 AM and 3:00 
PM – A vehicle burglary 
occurred in the 400 block of 
N. Crosby Street. Suspect(s) 
entered the vehicle via 
unknown means. Stolen: 
black fanny pack, currency 
and credit cards. 

11:00 PM – Rodrigo Zavala, 
27 years old of Altadena 
was arrested in the area of 
Howard Street and El Sereno 
Avenue for possession of a 
controlled substance. 

Wednesday, Nov 13th

Between 6:30 PM and 8:00 
PM – A residential burglary 
occurred in the 3300 block 
of E. Villa Knolls Drive. 
Suspect(s) entered the 
residence by shattering the 
rear bedroom sliding door. 
Stolen: (2) Olympic gold 
chips, jewelry and currency. 

Between 2:00 PM and 12:15 
PM (Thursday) – A theft 
of a catalytic converter 
occurred in the 2100 block 
of Raymond Avenue. Stolen: 
catalytic converter to a 1995 
Ford F350. 

Thursday, November 14th

 Between 9:00 PM and 4:00 
AM (Friday) – A petty theft 
from an unlocked vehicle 
occurred in the 1100 block 
of E. Mendocino Street. 
Stolen: black wallet and 
personal documents. 

Friday, November 15th

 Between 2:30 PM an 3:30 
PM – A residential burglary 
occurred in the 200 block of 
W. Mountain View Street. 
Suspect(s) entered the 
residence by shattering the 
bathroom window. Stolen: 
unknown. 

Saturday, November 16th

 Between 9:00 PM and 12:30 
AM (Sunday) – A vehicle 
vandalism occurred in 
the 1900 block of N. Allen 
Avenue. Damage: shattered 
window. 

 South Pasadena water customers will soon be served by a 
new billing company, Munibilling, after the sudden closure of 
Fathom (formerly Global Water). The City Council approved 
the new contract Wednesday, Nov. 20.

There will be no change in the rates charged to customers and 
no interruption in water service.

South Pasadena operates its own water utility staffed by 
City employees, but contracts for billing services. We were 
only notified last week that Fathom was ceasing its business 
operations at the end of November. It was unfortunate that 
Fathom chose to wait until the 11th hour to inform us 
they were closing. However, we were able to quickly find a 
qualified new vendor.

South Pasadena water customers will soon be served by a

Water Bill FAQ

Do I have to cancel my autopay with Fathom? 

You do not have to cancel your autopay with Fathom. This 
information will be automatically cancelled as of November 
30, 2019. If your payment was drafted it should transfer to the 
new system. Please keep proof of payment for your records. 

What if I already paid my bill?

If you already paid your bill through Fathom your next bill 
should indicate you’ve paid. If for any reason the balance 
does not show paid on your next bill, please hang on to your 
proof of payment. Note: As a result of this transition, no late 
penalties will be assessed for 30 days. 

 I haven’t received my bill. I don’t want my water to be shutoff. 

There will be no water shutoffs through the end of the calendar 
year as the City transitions to the new billing company. 

 Where should I pay my bill?

Payments can temporarily be made by mailing a check to 
South Pasadena City Hall attn. Finance Department, 1414 
Mission St. South Pasadena 91030, or in person at City Hall 
(checks and credit cards accepted). Once MuniBilling is fully 
operational, payments will also be accepted electronically. 

 Will my Autopay automatically transfer to the new company?

No, you will have to re-enter your information onto 
MuniBilling’s platform. There will be links to their platform 
provided on the City Website once MuniBilling’s system is up 
and running. 

 Who do I call with questions about my bill?

During the transition the City will provide answers to your 
questions related to your bill (626) 403-7250. Once the 
transition is complete, MuniBilling will handle customer 
care. A phone number will be provided on the payment 
website and on the billing statement. For water emergencies 
after hours or on holidays, please call South Pasadena Police 
Department Dispatch at (626) 403-7297.

Marino Fire Department is 
proud to support the U.S. 
Marine Corps Reserve Toys for 
Tots Program. Now through 
December 13, 2019, the San 
Marino Fire Department is 
collecting new, unwrapped toys 
and books for children ages 
0-12 years.

Last year, the Los Angeles 
County North-Pasadena Toys 
for Tots Program distributed 
140,116 toys to 63,249 children. 
San Marino residents may 
participate this year by bringing 
new, unwrapped toys to the 
San Marino Fire Department 
located at 2200 Huntington 
Drive, San Marino, CA 91108.

Mandatory Organic Recycling

 South Pasadena officials reminder, Is your business or multifamily 
complex compliant?

The City of South Pasadena, in conjunction with its trash hauler, 
Athens Services, has established an organic waste recycling 
program in compliance with Assembly Bill 1826 (AB 1826), which 
calls for mandatory commercial and multifamily organics recycling 
to be phased in.

 This law phases in the mandatory recycling of commercial 
organics over time, with the minimum threshold of organic waste 
generation decreasing over time.

 January 1, 2019 - generators of 4 cubic yards or more of solid waste 
per week

 California disposes of approximately 30 million tons of waste in 
landfills each year, of which more than 30 percent could be used 
for compost or mulch. Mandatory recycling of organic waste is 
the next step toward achieving California’s aggressive recycling 
and greenhouse gas emission goals. Assembly Bill 1826 addresses 
this issue by requiring businesses generating 4 or more cubic yards 
of solid waste per week to arrange for organics recycling services 
for the following types of organic waste: food waste, green waste, 
landscape and pruning waste, nonhazardous wood waste, and food-
soiled paper. Multifamily complexes with 5 or more units must also 
arrange for organics recycling services for the same material with 
the exception of food waste and food-soiled paper.

Organics recycling can be accomplished by:

Subscribing to Athens Services’ source separated organic waste 
collection and recycling service which is provided in wheeled 
64-gallon carts or larger compactors; and/or

Self-hauling organic waste off site for recycling.

Exemptions may be issued if any of the following criteria are met:

Lack of sufficient space to provide additional organic material 
recycling bins.

Existing business actions (such as food donation) that result in the 
recycling of a significant portion of its organic waste.

The business generates less than one-half (0.5) of a cubic yard of 
organic waste per week.

Extraordinary and unforeseen events (limited-term exemptions)
