MONROVIA OUTDOOR RECREATION FACILITIES 
ARE CLOSED

As previously announced, City facilities remain closed to discourage gatherings of 10 
or more. At this time, we ask the community to not use any outdoor recreation facilities 
where groups gather (i.e. tennis courts, skate park, basketball courts, etc). Please note that 
the parks are not closed, so you are still able to walk/bike on the trails. We understand 
everyone’s desire to recreate but you must practice social distancing.

In addition, more discussions are taking place that cities may begin actively enforcing 
the Safer at Home Order Again, we respectfully ask everyone to follow the Order, refrain 
from leaving your home unless necessary, and help do your part in beating COVID-19. 

UNDERSTANDING ARCADIA’S EVICTION 
MORATORIUM 

COVID-19 Relief Resources for Tenants and Small Businesses 

March 25, 2020 – On March 17, 2020, the Arcadia City Council adopted a Declaration of Local 
Emergency allowing the City to enact emergency provisions including a moratorium on 
residential and commercial evictions for non-payment of rent due to a verified COVID-19 
financial impact. The City Council order also makes price gouging unlawful, discontinues water 
shut-offs to residents and businesses, suspends penalties for delinquent water and sewer 
payments, and suspends parking restrictions and fees for parking violations. These community 
protection provisions will remain in effect for 60 days from the date of adoption.

our website at ArcadiaCA.gov for more information. As a reminder, City Hall is closed to the 
public but City services are fully available virtually. 

Are you a tenant in financial distress? Immediately contact your landlord and document in-
writing how COVID-19 has injured you financially. Once the Local Emergency has been lifted, 
all unpaid rent is due to be repaid within six months or as agreed to by the parties. Landlords 
may not charge or collect late fees if the tenant has demonstrated financial hardship associated 
with COVID-19. 

The City of Arcadia is not an intermediary between the tenant and landlord, and cannot waive 
any rent that is owed. It is therefore up to the tenant and landlord to communicate clearly and 
in good faith. The City is encouraging landlords and tenants to work together during this challenging 
time to ensure public health and safety.

DUARTE EVICTIONS

Duarte City Council Approves Temporary Prohibition on Evictions for Residential and 
Commercial Ten-ants Affected by COVID-19

Duarte, CA - At its March 24, 2020, Duarte City Council passed an Urgency Ordinance, offering 
tempo-rary protection from evictions of residential and commercials tenants for non-payment of 
rent for rea-sons associated with the coronavirus (COVID-19). The moratorium goes into effect 
immediately and will end after an initial thirty-day term, April 23, 2020, unless extended by action 
of the City Council.

The ordinance only applies to evictions of nonpayment of rent due to a substantial decrease in 
house-hold or business income that includes, but is not limited to workplace closure, loss of 
compensable hours of work or wages, layoffs, or extraordinary out-of-pocket medical expenses 
caused by the COVID-19 pandemic, or by any local, state, or federal government response to 
COVID-19.

The new ordinance aligns with Governor Newsom's Executive Order N-28-20, authorizing local 
jurisdic-tions to exercise such protections for residents and businesses who experience substantial 
decrease in income caused by the COVID-19 pandemic.

The Urgency Ordinance cites that Los Angeles County, including the City of Duarte, are experiencing 
a humanitarian crisis of homelessness. Displacement of renters and additional business 
relocations or closures by commercial evictions from income loss caused by COVID-19 would 
only further compound the rise in homelessness rates and potentially put the public at greater risk 
if individuals with COVID-19 are unable to quarantine themselves in their homes.

Tenants are still obligated to pay their rent and will have up to three months after the City of Duarte 
proclaims the termination of the Local Emergency to repay any unpaid rent. The City's Local 
Emergency proclamation went into effect on March 70, 2020 and was ratified by the Duarte City 
Council on March 24th.

"We are making every effort to protect our community's physical well-being, financial stability, 
and overall economic health as we weather this storm together," said Mayor Samuel Kang. "When 
this is all over, we want Duarte residents housed, children back in our schools, and businesses able 
to thrive. Hopefully these steps will ease the pain and provide some relief as California works to 
flatten to curve of spreading the coronavirus by following State and County mandates to stay at 
home."

As a result of the local emergency declaration, the City has also suspending street sweeping re-
strictions and no 3-6 AM parking enforcement, understanding that residents are spending more 
time at home and are encouraged to do so.

ARCADIA CITY COUNCIL ELECTIONS TO CONTINUE 

Ballots Were Mailed March 16, 2020 

Call Los Angeles County at (800) 815-2666, Option 2 For a New Ballot 

March 23, 2020 – The Arcadia City Council elections for District 1 and District 4 are still in 
progress. The all mail-in ballot election will continue without interruption through Election 
Day on Tuesday, April 14, 2020. Here is what voters need to know: 

Ballots were mailed on March 16, 2020. If you did not receive a ballot, please contact the Los 
Ange-les County Registrar/Recorders Office at (800) 815-2666, Option 2. The last day to register 
to vote is March 30, 2020. 

Beginning on Friday, April 10, 2020, the Los Angeles County Registrar/Recorder will have a 
mobile voter information unit stationed at the Arcadia City Hall parking lot, located at 240 W. 
Huntington Drive, from 8:00 am to 5:00 pm for voters to receive a new ballot if they did not 
receive one by mail. 

You can mail your completed ballot or drop off your ballot at Arcadia City Hall by using the 
ballot drop box located near the Arcadia Transit stop in the City Hall parking lot. The ballot 
drop box is open 24 hours a day through Election Day. On Election Day, the drop box will be 
closed by 8:00 p.m. 

NOTE: The Los Angeles County Registrar/Recorder’s Office is closed to visitors. If you have not 
received a ballot, please contact the County at the number listed above as soon as possible so a 
new ballot can be mailed to you. You may also visit the mobile voter information unit at Arcadia 
City Hall beginning April 10, 2020, for a new ballot.

 The Huntington’s response to the COVID-19 pandemic, the safety of our staff, volunteers, 
scholars, members, and visitors is of paramount concern. We have canceled all public events 
through May 31 in an effort to respond to the need for social distancing. Because this is a 
fluid situation, we recommend that you consult our website or social media platforms before 
visiting.
