EAGLE SCOUT CANDIDATE TO RENOVATE 
THE RANGER STATION AT MONROVIA 
CANYON PARK

When: 

Multiple days; August 19-20, August 
26-27, and September 2-3, 
from 8-4 pm each day.

Where: 

Monrovia Canyon Park, Ranger 
Station. 1200 North Canyon Blvd, 
Monrovia, CA. The park is closed 
but there will be a ranger at the 
gate to let volunteers and others 
in. 

What: Volunteers gather to assist 
with a Scout Eagle project to renovate 
the ranger station at Monrovia 
Canyon Park. 

After over a year of planning, Stefin 
Bank, a 15-year-old resident of 
Monrovia who attends Monrovia 
High School, and an Eagle Scout 
candidate, will be leading over 50 
volunteers in a multiple-day project 
to renovate the Ranger Station 
at Monrovia Canyon Park. 

Stefin has been a volunteer at the 
park since he was in 3rd grade. 
He watched the Bob Cat fire and 
the floods take their toll on the 
park and wanted to proactively 
do something to help. "It's been 
an honor to work alongside the 
dedicated staff and volunteers 
who helped me learn about plants, 
animals, and nature, " said Stefin. 
"For my Eagle project, I want 
to create a warm and welcoming 
space where the staff can work 
and the public can ask questions."

For the project, Stefin will lead fellow scouts and community volunteers where they replace the floor 
and ceiling tiles, paint the walks, and add drywall and new furniture. Over the past year, Stefin has 
fundraised for the project and has raised almost $10,000 from donations and in-kind support to make 
this project a reality. He thanks the community for their support and is excited that the project is finally 
going to happen. 

ARCADIA POLICE BLOTTER

For the period of Sunday, August 6th 
through Saturday, August 12th, the 
Police Department responded to 1,048 
calls for service, of which 92 required 
formal investigations. The following is 
a summary report of some of the incidents 
handled by the Department during 
this period.

Monday, August 7:

1. At 8:39 a.m., an officer responded 
to the intersection of Michillinda 
Avenue and Sunset Boulevard regarding 
a robbery investigation. The officer 
determined three males attacked 
the victim while he was walking his 
dog. The suspects, described as two 
Hispanic males and one Black male, 
punched the victim in the face and 
head before stealing his wallet. Arcadia 
Fire transported the victim to USC 
Arcadia Hospital for evaluation and 
treatment.

Tuesday, August 8:

2. At 3:15 p.m., officers responded 
to a residence in the 300 block of 
Armada Road regarding a residential 
burglary in progress. The resident 
witnessed three suspects inside their 
home and scared them off. An area 
check was conducted but the officers 
were unable to locate them. No loss 
was reported.

Wednesday, August 9:

3. At 2:37 p.m., officers responded 
to the lobby of the Arcadia Police Department 
regarding a battery investigation. 
The officers determined two 
individuals in a custody exchange battered 
each other. A 35-year-old male 
from Arcadia was arrested for battery 
and another individual was arrested 
for an outstanding misdemeanor 
warrant.

Thursday, August 10:

4. At 11:33 p.m., an officer responded 
to Springhill Suites, located 
at 99 North Second Avenue, regarding 
a battery investigation. The officer 
discovered a battery occurred between 
an engaged couple and the male half 
forcefully stole the female’s cellphone. 
The 28-year-old male from Moorpark 
attempted to evade but was ultimately 
arrested and transported to the Arcadia 
City Jail for booking. 

5. At 11:24 a.m., an officer responded 
to Mercedes-Benz of Arcadia, 
located at 101 North Santa Anita 
Avenue, regarding a stolen vehicle 
investigation. The officer determined 
the suspect used false information to 
fraudulently purchase a vehicle. 

Friday, August 11:

6. At 12:28 p.m., an officer responded 
to Gold’s Gym, located at 
400 South Baldwin Avenue, regarding 
a commercial burglary investigation. 
The victim stated someone broke into 
his locker, stole his wallet and phone, 
and attempted to use the stolen credit 
card to purchase gas. 

7. At 1:49 p.m., officers responded 
to a residence in the 1200 block of 
South Nineth Avenue regarding a burglary 
investigation. The officer discovered 
the suspects had turned off 
the power to the home and burglarized 
the residence. The investigation 
is pending the review of the resident’s 
surveillance footage.

8. At 3:42 p.m., an officer responded 
to a residence in the 1300 block of 
North Baldwin Avenue regarding the 
investigation of an attempted residential 
burglary. The resident was home 
when she heard a lone suspect shatter 
the rear glass door. She witnessed the 
suspect flee. He is described as a Hispanic 
male, approximately 5’11” tall, 
200 pounds, wearing a gray hooded 
sweatshirt, dark colored jeans, a black 
ski mask, and black gloves.

9. At 3:01 a.m., an officer responded 
to the 1100 block of South 
Golden West Avenue regarding a welfare 
check of a subject asleep in the 
driver’s seat of a parked, but running, 
vehicle. Upon contacting the driver, 
the officer detected a strong odor of 
alcohol emitting from the subject body 
and breath. The suspect, a 29-year-old 
male from Glendale, was arrested and 
transported to the Arcadia City Jail 
for booking. In the jail, he provided 
a breath sample and received a BAC 
level of .25%.

10. At 12:24 p.m., an officer responded 
to a residence in the 500 
block of West Palm Drive regarding a 
burglary investigation. The officer determined 
three suspects removed the 
screen to an open window and once 
inside, they ransacked the home. It 
appears the suspects were scared off 
when the resident returned home. No 
loss was reported. Cameras captured 
the suspects in a black, 2020 Mercedes-
Benz E350.

SONG FOR CHARLIE 
SHARES CRITICAL MESSAGE 
WITH DUARTE KIWANIS

Ed and Mary Ternan spoke for a recent Duarte Kiwanis 
Club meeting and shared critical information 
on the current status of fake Fentanyl and the effect 
on our kids. Song for Charlie was created in memory 
of their son, Charlie, who died after taking one tablet 
that appeared to be Percoset. Charlie was gone in 15 
minutes.

Song for Charlie is focused on educating young people 
on these evolving dangers to prevent more deaths 
in our kids. They focus on Just Say Know. Pictured

PASADENA RENTAL HOUSING BOARD 
ENFORCING COMPLIANCE

 City officials reminded 
renters that The Pasadena 
Rental Housing Board (“Rent 
Board”) held its inaugural 
meeting in May and has 
officially commenced 
operations. The Rent Board’s 
primary focus is to implement 
and enforce compliance 
with the Pasadena Fair and 
Equitable Housing Charter 
Amendment (Pasadena City 
Charter, Article XVIII). 

The Pasadena Fair and 
Equitable Housing Charter 
Amendment, commonly 
known as Measure H, was 
approved by voters in the General Election and came into effect late last year. This significant amendment has 
provided a comprehensive set of protections for tenants residing in qualified properties.

Under the Measure H provisions, new protections and policies include:

New “Base Rent” Determination: For tenancies commencing on or before May 17, 2021, the new base rent is the 
rent in effect on that date. For tenancies commencing after May 17, 2021, it is the rental rate paid by the tenant upon 
initial occupancy.

Limited Rent Increases: Rent increases are now limited to once every 12 months and capped at no more than 75 
percent inflation. Currently, the maximum lawful rent increase until September 30, stands at 6 percent.

Just Cause Eviction Protections: Tenants now enjoy enhanced safeguards against unjust evictions, ensuring security 
and stability in their housing.

 The Rental Housing Board wants to emphasize the importance of immediate compliance with the Pasadena Fair and 
Equitable Housing Charter Amendment and encourages landlords to accurately apply the rent rollback to qualified 
tenants’ new base rent, diligently adhere to the allowable annual general adjustment for rent increases, cease all 
evictions without just cause, and provide accurate notice as stipulated by the Pasadena Fair and Affordable Housing 
Charter Amendment. Doing so ensures that the rights and protections outlined in the amendment are upheld, 
fostering a fair and equitable housing environment.

 The Rent Board has the authority to impose fines and penalties on non-compliant landlords under the Pasadena 
Fair and Affordable Housing Charter Amendment. However, the board remains optimistic that instances of non-
compliance will be minimal. The Rent Board begins to implement the Charter Amendment it will be providing 
resources and tools for both landlords and tenants to assist with compliance.

 The Rent Board is dedicated to effective communication and outreach, utilizing various methods such as community 
posters, mailers, resident workshops, and collaborations with key stakeholders. Their goal is to support compliant 
landlords by sharing information and resources, ensuring swift and streamlined compliance with the Pasadena Fair 
and Affordable Housing Charter Amendment. Ultimately, the Rent Board aims to expedite resolution of disputes 
between landlords and tenants to ensure that tenants are protected from unlawful evictions and illegal rent increases 
and landlords receive a fair return on their property.

 Regular meetings of the Rent Board are scheduled for 6 p.m. on the 2nd and 4th Wednesdays of each month at the 
Robinson Park Recreation Center.
