The Arcadia Elks Lodge 2025 recognized members of the Arcadia Elks Lodge 2025 that have gone 
above and beyond supporting the Lodge throughout the 2025-26 Elk year. Over 65 members and 
guests enjoyed dinner and music by Jason Marshall. Exalted Ruler Kevin Doran was emcee and 
presented the awards during the exciting evening. 

The highlight of the evening was presenting awards to various members of the Lodge and recognizing45 “Old Timers” for their membership in the Arcadia Elks Lodge for 5, 10, 15, 20, 25, 30, 35, 40, 45,50, 55 and Michael Harper for 65 years! Many of the members were present to accept their pins. 
Certificates and pins from the California-Hawaii Elks Association were awarded to members of the 
52 Club (who donated at least $52), Century Club (who donated at least $100) and the Millennium 
Club ($1,000). Quita Dondlinger was recognized for being a three time member of the Millennium 
Club. 

A very special award from the National Grand Exalted Ruler Brian Klatt was awarded to PER 
Linda Padilla for her years of service and many contributions to service. More Lodge awards and 
certificates were presented to Elk of the Year Ed Carpinelli; Officer of the Year to Dorothy McCain,
Third Year Trustee; John Slykhuis, Citizen of the Year. 

After the awards and certificates were given out, the members and guests enjoyed music and karaoke 
provided by Jason Marshall, which continued into the night. 

The District Past Exalted Rulers are hosting a Golf Tournament at the San Dimas Canyon Golf

CITY OF DUARTE EARNS CLEAN 
CALIFORNIA COMMUNITY 
DESIGNATION 

The City of Duarte has been officially recognized as a Clean 
California Community, a designation awarded through Caltrans’ 
statewide Clean California initiative in acknowledgment of the 
City’s continued dedication to cleanliness, beautification, and en


vironmental stewardship. 
Duarte is one of 30 cities across California to earn this recognition to date for its 

ongoing efforts to reduce litter, enhance public spaces, and promote environmental 

responsibility. 
This designation reflects Duarte’s ongoing commitment to maintaining a clean, safe, 

and welcoming environment for residents, businesses, and visitors. The City qualified 
for the recognition after demonstrating that its existing programs and community 
partnerships align with the initiative’s goals of litter prevention, beautification, 

and public engagement. 
Over the past year, Duarte has expanded and strengthened its efforts to improve 

neighborhood appearance and foster community pride. These initiatives include 
community cleanups, beautification projects, public education efforts, and collabo


rations that support long-term sustainability and environmental awareness. 
As a designated Clean California Community, Duarte will receive official recognition 

signage, access to educational tools and resources, membership with Keep California 

Beautiful, and inclusion in statewide outreach efforts promoting clean and vibrant 

communities. 
“This recognition is a testament to Duarte’s strong community spirit and our shared 

commitment to caring for our city,” said Mayor Tera Martin Del Campo. “Our residents 
take great pride in Duarte, and together we will continue working to keep our 

neighborhoods clean, vibrant, and welcoming for everyone.” 
The Clean California Community Designation Program is part of a statewide initia


tive launched in 2021 under Governor Gavin Newsom and led by Caltrans. The program 
focuses on transforming public spaces, reducing waste, and encouraging civic 
pride through community-driven efforts. It is supported in partnership with Keep

America Beautiful and Keep California Beautiful.

ARCADIA POLICE 
CHIEF TO RETIRE AFTER 
THREE DECADES OF 
SERVICE 

ARCADIA, CA – After 34 years of dedicated 
service to the Arcadia Police Department, 
Police Chief Roy Nakamura has announced 
his retirement. His final day with the department 
will be July 31, 2026. 

Chief Nakamura has served as Arcadia’s 
Police Chief since 2021, marking a unique 
place in Arcadia’s history as the first Asian 
American and first Japanese American to 
lead the department. 

“I am grateful for the opportunities I’ve had 

during my career in law enforcement, and I 
thank my family and friends who have supported me throughout this journey. It has been 
an honor and privilege to lead the men and women of the Arcadia Police Department,” 
said Chief Roy Nakamura. 

During his tenure, Chief Nakamura prioritized community safety, reducing crime, modernizing 
the department’s technologies, and strengthening recruitment and training of 
officers to best serve all Arcadians. 

Nakamura began his career with the Arcadia Police Department in 1992 as a police officer. 
He rose through the ranks and was promoted to Sergeant in 2002, Lieutenant in 2009, 
and Captain in 2019 before assuming the role of Chief in 2021. 

City Manager Dominic Lazzaretto expressed his appreciation for Nakamura’s leadership, 
service, and long commitment to the community: 

“Under Chief Nakamura’s leadership, the Police Department expanded its use of technology 
to enhance crime-solving efforts, strengthened community ties through a robust 
Neighborhood Watch program, and successfully recruited and retained a highly talented 
workforce. Chief Nakamura has led the Arcadia Police Department with integrity, professionalism, 
and a strong commitment to continuous improvement. I am grateful he chose 
Arcadia more than three decades ago and thank him for his many contributions to our 
community.” 

With the announcement of Chief Nakamura’s impending departure, Arcadia will begin 
the process of identifying its next permanent Chief of Police.
