 The Pasadena City Councilis accepting applications tofill a vacancy in the AlternateTenant Member seat on the 
Pasadena Rental HousingBoard (PRHB).

The PRHB was established 
under Section 1811 of the 
Pasadena City Charter and is 
responsible for administeringand enforcing Article XVIII,
the Pasadena Fair and 
Equitable Housing Charter 
Amendment. The PRHB 
includes eleven members: 
seven Tenant Members, fourAt-Large Members, and 
two alternates, one TenantAlternate and one At-LargeAlternate.

 The selected applicant willserve the remainder of the 
unexpired term, which endson May 24, 2027.
Alternate Tenant Member 
Eligibility

Applicants seekingappointment as the AlternateTenant Member must be 
Pasadena residents.

 To qualify for the AlternateTenant Member position,
applicants and members oftheir extended family maynot have owned, managed, orheld a five percent or greaterownership stake in rental 
units in Los Angeles Countywithin the three years prior toapplying, or at any time afterappointment.

 An Alternate Tenant Member 
may participate in PRHB 
discussions but may vote 
only when a primary TenantMember is absent from a 
meeting.
Board ResponsibilitiesThe duties of the PRHB 
include: 

-Adopting rules and 
regulations to implementArticle XVIII of the CityCharter 
-Establishing allowable rentincreases and determining theAnnual General Adjustment
-Appointing hearing officersand conducting hearings onrent adjustment petitions 
-Establishing the Board’s 
budget
-Pursuing civil remedies forviolations of Article XVIII 
-Holding public hearings
-Establishing penalties forviolations 
-Establishing and maintainingPasadena’s rental registry
-Pasadena residents interested 
in serving on the PRHB areencouraged to apply. To beconsidered, applicants must:

Office 
Gather at least 25 signaturesfrom residents living in the 
same Pasadena Council 
District as the applicant as partof the nomination petition

 Submit a declaration 
of financial interests for 
themselves and their extended

Ray Jayawardhana NamedCaltech's Tenth President 


Caltech welcomed renowned 
astrophysicist, acclaimed 
author, and transformative 
leader, Ray Jayawardhana, asthe Institute’s tenth president,
Sonja and William DavidowPresidential Chair, and professorof astronomy.

 “Today, [July 1] I’m honoredto begin my service as Caltech’s10th president,” Jayawardhanawrote in his first message tothe Caltech community. “Longbefore this day appeared on thehorizon, Caltech and JPL haveheld a special place in my mindas beacons of humanity’s mostambitious acts of explorationand discovery.”

 Jayawardhana joins Caltechwith a focus on leading theInstitute through significant 
shifts in the national, global,
and technological landscapesfor science. “I intend to be a 
fierce advocate for the Institute’s 
mission, for the people whoadvance it, and for the casethat fundamental discoveryand applied innovation are notin tension, that they reinforceeach other,” he said in a 
recent interview with Caltech 
magazine. “Making that casewith passion and conviction is achallenge I welcome.”

 He also emphasized theimportance of bringing peopletogether, focusing resources,
and “expanding the kinds ofinvestments that allow facultyand students to pursue blue-sky,
high-risk ideas that wouldn’totherwise take flight.”

 In addition to overseeingCaltech’s Pasadena campus,
Jayawardhana is responsible forthe Jet Propulsion Laboratory(JPL), the world’s leading centerfor robotic exploration, whichCaltech manages for NASA, aswell as a suite of international 
observatories that include 
the Laser Interferometer 
Gravitational-wave Observatory(LIGO), and the W. M. Keckand Palomar observatories.

 In his note to the community,
Jayawardhana reflected on hisconversations with more than 
220 members of the Caltech-
JPL community and externalstakeholders over the past sixmonths. “Time and again, I’vebeen struck not only by the 

audacity and brilliance of thework underway here, but alsoby this community of creativeand original thinkers who seemconstitutionally incapable of 
leaving the hardest questionsunanswered,” Jayawardhana 
wrote.

 “The Caltech presidentialsearch and selection processbrought forward an incrediblespectrum of candidates withimpeccable academic and 
leadership credentials. Raydistinguished himself as 
someone who had all the keyqualities we were looking for inthe Institute’s leader: a brilliant
