last meeting, Community Services Commissioner David Crochetiere asks the council to reject the
request and suggests that the
Senior Commissions motives are selfish and not in the best interest of the community. He also labels
the new proposed restroom as ‘unisex’ and lists several reasons why he feels a ‘unisex’ bathroom is
not a good idea.
Family Restrooms Defined
While it is a fact that both sexes may use a Family Restroom, Community Services Manager Adam
Matsumoto gave the SCC an accurate definition of what the definition of a Family Restroom is.
Matsumoto stated that a family restroom is “basically a private bathroom with adequate room for
parents with children or the elderly with wheelchairs and/or caretakers” to use the facility with ease.
In fact, the State of California is very specific in its definition of Family
Restrooms and the signage required. “Restrooms intended for families, or
for disabled persons accompanied by attendants are often called “Family
Restrooms.” Perhaps the signage required explains it best:

On the other hand, unisex bathrooms are not necessarily private and may
have multiple stalls but are clearly marked as such. Many offices have unisex
bathrooms and the required notice for such a facility is:
Other comments, public and private, from those who oppose the project
suggest without foundation that there will be abuse of the facility by day
laborers. And, as with all controversies in Sierra Madre, the conspiracy
theories are abundant as to what is the motivation for denying this project.
The handling of the entire matter has infuriated the SCC. One commissioner
commented that she felt that several members of the council treated the SCC
with disrespect and were dismissive of the SCC concerns.
Possible Alternatives
On Thursday, at the regular monthly meeting of the SCC, the city presented five new options that
did not include the family restroom and one that did. Matsumoto’s Power Point presentation used
graphics that illustrated the physical impact of each alternative and how much open space might be
consumed. There was also at least one option that would not alter the Hart Park House historical
footprint, but others did. It was brought to the committee’s attention that the Hart Park House is not
a Historical Landmark, but rather an Historical Site given that over the years repairs and renovations
have altered the original building, thus lessening the impact of changes to the buildings ‘footprint’.
When asked why these alternatives had not been offered before, City Manager Aguilar said, “Staff
was directed to explore all other options.” She noted that previous councils had made it clear that the
park’s open space and alterations to the Hart Park House footprint were off limits.
The SCC decided that in the event the council does not accept its original plan, they would prefer the
option which called for the building of storage area only with an entrance through the space used for
an Office. Said one Commissioner, “Let the city worry about those disreputable bathrooms”.
The Commissioners also voted not to survey park users about their choices. As one attendee noted,
“Whatever is done should be the will of the residents of Sierra Madre only, not the choice of visitors.”
The matter will come back before the council in February and, according to the City Manager, the
original proposal has not yet been voted down. Perhaps then the Senior Community Commission
will be able to give the city and its residents and visitors the ‘present’ they originally intended.

addicts and alcoholics with one combined category titled “Substance abuse treatment facilities (7 or more occupants)”
and add “Sober living facilities (7 or more occupants)” as a new use category. The amendments must be adopted prior
to certification of the 2014-2021 Housing Element by the State Department of Housing and Community Development.

SIERRA MADRE POLICE BLOTTER

Overnight, unknown suspects vandalized a vehicle that was parked in a carport in the 200 block of
east Sierra Madre Boulevard. The suspects removed the molding from a side window. The owner
also reported that the same vehicle was vandalized 3 weeks earlier when an unknown suspect
“keyed” the side of the vehicle.
At 9:30pm an officer made a traffic stop of a vehicle travelling south on Michillinda Avenue. During
the investigation it was determined that the vehicle would be impounded. While conducting an
inventory search, the officer found several unique tools that are commonly used to break into homes
and vehicles. This included a set of gloves, bolt cutters and shaved screwdrivers. The driver was
uncooperative and was subsequently arrested for Possession of Burglary Tools. Investigators will be
looking into the matter to determine if the suspect may be actively committing crimes in the area.

During the early morning hours, a vehicle was stolen from the 500 block of east Montecito
Avenue. Later that afternoon, the vehicle was observed in the City of Azusa and officers from
that jurisdiction detained an individual who was standing near the vehicle. Witness statements
indicated that this individual had driven to this location in that vehicle only minutes before the
police arrived. He was subsequently arrested for GTA. Sierra Madre detectives are looking into the
possibility this person may be involved in a recent residential burglary as well.

Overnight, unknown suspects entered an unlocked vehicle parked in a carport in the 100 block of
east Highland Avenue. The suspect removed a wallet from the center console and other items on
the floorboard. At 8:45am, the victim’s credit card was used at a fast food restaurant in Irwindale.
The store video cameras captured the transaction at the drive up window and investigators are
researching the partial license plate number that was visible on the recording.

Monday November 25, 2013
At 7:45am, a traffic collision occurred on Sunnyside Avenue near Sierra Madre Boulevard. A vehicle,
exiting a private driveway onto Sunnyside Avenue ran off the roadway and collided with a tree when
the driver hurriedly attempted to react to another vehicle travelling northbound. The driver was
uninjured and the vehicle sustained minor damage.
At 5:30pm, another traffic collision took place at Sierra Madre Boulevard and Lima Avenue. Two
vehicles were stopped for the 4-way stop, and both proceeded into the intersection at the same time
and collided with each other. There were no injuries and damage was minimal.

An officer on patrol was hailed by a citizen and alerted to a vehicle driving erratically. The officer
followed and observed the vehicle weaving in the roadway. A traffic stop was initiated and as the
vehicle pulled over, it collided with the curb. During his investigation, the officer determined the
driver was under the influence of alcohol. The driver refused to submit to a chemical test and was
subsequently arrested for DUI.
