PUBLIC HEARING NOTICE

Subject: Commercial Code Update Ordinance 1431

Applicant: City of Sierra Madre

Project Location: Properties in the City of Sierra Madre, County of Los Angeles, State of California

The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct a public hearing to 
consider recommending adoption of Ordinance 1431, amending Chapters 17.08 (Definitions), Section 17.20.015 (Definitions), 
Chapters: 17.36 (Commercial Zone) in its entirety, 17.40 (Manufacturing Zone), and 17.60 (Variances and Discretionary 
Permits). The purpose of the amendment is to update the list of permitted and conditionally permitted uses in the commercial 
zone, update the corresponding development standards, and develop a comprehensive list of commercial zone uses pursuant to 
City Council Resolution 20-62. Additional amendments to the chapters referenced above are intended to achieve consistency 
specific to cross references in the Commercial Zone and other related zoning provisions.

The Planning Commission recommended approval to the City Council of the proposed text amendment at a noticed public 
hearing held on September 3, 2020.

City of Sierra Madre City Council meeting; Tuesday, October 13, 2020 (Hearing begins at 6:30 p.m.) All interested persons 
may attend this meeting and the City Council will hear them with respect thereto.

ENVIRONMENTAL DETERMINATION: The subject ordinance is exempt from the California Environmental Quality 
Act (CEQA) pursuant to Title 14,a §15060(c)(2), §15060(c)(3), and §15061(b)(3) of the California Code of Regulations.The 
Ordinance amending Chapters 17.36, 17.40, and 17.60 will not result in a direct or reasonably foreseeable indirect physical 
change in the environment; the ordinance does not involve a “project” as defined by Section 15378; and the ordinance is covered 
by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment; 
Therefore, it may be seen with certainty that there is no possibility this ordinance will have a significant effect on the environment. 

APPEAL: If in the future anyone wishes to challenge the decision of the City Council in court, one may be limited to raising 
the issues that were raised or presented in written correspondence delivered to the City Council at, or before, the scheduled public

WALKING SIERRA MADRE - The Social Side

September was a tumultuous month, filled with fires, fear, fortitude, gratitude to all the fire fighters 
and first responders and it ended with the loss of another dear friend, Bud Switzer. John and I 
and our family lived across the street from Bud and Donna and their children for all the years we 
lived on Alegria. Their children and our children were friends, along with the Sutcliffe kids, the 
Blakeslee kids, the Biely and the Witter kids. When they were all growing up together, they swam 
in our pool, hung out at each other’s houses, got in moderate amounts of trouble together and…
oh friends and neighbors, these were the days when we were able to say, “Go outside and play!” 
and they did. Rode their bikes, and actually talked to each other. 

One of my fondest memories of Bud is about his dog, Elvis. Elvis was one of those big dogs 
everybody loved, kids on their way to and from St. Rita’s would stop to pet and talk to Elvis. Bud 
put a small license plate with “Elvis” on it on the fence so everyone would know what his name 
was. Elvis eventually went to dog heaven, but the sign stayed on Bud and Donna’s fence. 

There were the pumpkins, of course, and, sadly, during the time when Bud and Kevin carved 
hundreds of them each year we didn’t have cell phones and didn’t take pictures like we do now. 
Their pumpkins were like 
nothing anyone had ever seen. 
Each one a different face, silly, 
grotesque, funny, so creative. 
Their work, of course, started 
the Alegria Halloween event 
which, hopefully, will be 
back one day with hundreds 
of people coming to see the 
fabulous displays on our street.

Bud was an early morning 
person, liking to get his walk 
in, frequently, while it was still 
pre-dawn. John and I ran into 
him one very early morning 
at the corner of Alegria and 
Mountain Trail. Said good 
morning and all that and then 
Bud mentioned that he had 
walked by a bear up by the 
turtle park. This was before the bears were with us on a daily basis. He was very casual about it, 
but that was Bud!

I have so many pictures taken at the Mount Wilson Trail Race ceremonies, Memorial Day, 
Veteran’s Day where Bud was so proudly wearing his perfectly pressed uniform and carrying a 
flag. So proud of his service and looking so smart. No uniform in this picture, but a sweet smile.

Bud was devoted to his wife, Donna, and his children. Kevin’s loss took a lot of the heart out of 
him but he continued to be the extraordinary person and neighbor he had been all those years. 
He will be missed.

And now, an Ode to October…

O...Oh please, please, let it cool off! Oh please, let the temperatures hover around those nice high 
70’s and low 80’s! Oh please, let the nights be cool enough to think of pulling up the covers!

C...Cider! I’d love some hot apple cider. If you buy a gallon of apple cider, put it in an old percolator 
type coffee maker, add five or six cinnamon sticks broken in half, an orange cut in quarters, a 
bunch of whole cloves and whole allspice, then turn it on so the cider perks through the spices, 
you will end up with a big pot of happiness. Hot apple cider on a cold day is pure joy.

T...Total change of wardrobe! Wouldn’t it be nice to wear jeans, boots, socks and...oh bliss! A 
sweater! Wouldn’t it be nice to put all the shorts you’ve been living in since June into a drawer and 
forget about them till next June!

O...Outdoors! Wouldn’t it be nice to actually enjoy being outdoors! To sit out on your patio in the 
morning with a cup of coffee and watch the sun come up? To sit outside with dear friends and 
enjoy a glass of wine or two and something simple like Triscuits and Humus or some veggies and 
ranch dip? And watch the moon appear in the sky. Be sure to spray yourself with mosquito spray 
and light that romantic citronella candle.

B...Blessed! Yes, we are blessed to see another fall season come around. To see the scarecrows 
all over town, to know that kids are going to paint all the downtown windows with wonderfully 
creepy designs. 

E...Excitement! The air is filled with excitement. Fall is a new beginning. October is the opal month 
of the year. It is the month of glory, of ripeness. It is the picture-month. It’s the month when we 
buy pumpkins and put them out on our front porch. The month when we decorate inside with fall 
leaves and yellow chrysanthemums. The month when I put out my spider-adorned sign that says, 
“The Witch Is in!” 

R...Rejoice! Your electric bill is going to be less! Rain might be on the way! October is red and 
golden and brown. Carve a pumpkin, donate candy to one of the churches doing Trunk or Treat,

and rejoice because you are alive! You are loved and this could very well be your best month of 
the year.

The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct a public hearing 
to direct Staff to proceed with community outreach and public engagement process on designating the combination of suitable 
sites to address the Regional House Needs Assessment allocation to comply with California Department of Housing and 
Community Development’s requirement and update the Housing Element in accordance of State Law. Every eight years 
the California Department of Housing and Community Development (HCD) re-evaluates the status of the housing market 
throughout the State, and develops a new set of housing production goals for the State and its subregions. These allocated 
housing production targets are called the “Regional Housing Needs Assessment”, or RHNA. Each regional government, 
which in our case is the Southern California Association of Governments (SCAG), then allocates these regional housing 
targets to all its member cities and counties.

environment because the amendments are intended to establish standards to ensure the use, activity,and operations of residential 
and non-residential uses provide adequate parking facilities for the intended use. Any particular proposed project will be required 
to undergo the City’s entitlement process and appropriate review under CEQA.

SIERRA MADRE POLICE BLOTTER 

September 20, to September 26, 2020 

 
During this period the Sierra Madre Police Department 
responded to 155 calls for service. 

Theft from a Vehicle 
Sometime between 9/19/20 at 10:08PM and 9/21/20 at 5:22PM an unknown person(s) entered the 
resident’s carport and opened his unlocked vehicle and took personal items. 
Case to Detectives 

Graffiti 
Officers responded to the 100 block of N. Hermosa at 7:39AM for a report of an unknown person 
using an apparent can of white spray paint to spray graffiti on the sidewalk close by.

Criminal Threats 
A report of teenagers making criminal threats on social media was taken in the 100 block of San 
Gabriel Ct. on 9/23/20 at 3:42PM. 
Case to Detectives 

Warrant Arrest 
On 9/23/20 at 10:35PM in the 00 block of E. Sierra Madre Bl. A person known to the SMPD was in a 
business parking lot after hours. Following an interview the subject was found to be in possession of 
personal items that did not belong to him. The subject also had 4 outstanding warrants for his arrest. 
The subject was placed under arrest and taken to the Pasadena Police Jail for booking. 
Case to Pasadena DA’s office for filing considerations 

Possession of Narcotics 
On 09/25/2020, officers conducted a traffic stop for a vehicle code violation at 
11:50AM at Grandview and Santa Anita Ave. Officers discovered the driver was on parole for robbery. 
It was later discovered the subject was in possession of Methamphetamine, drug paraphernalia, 
misappropriation of property, and pepper spray. The driver was arrested and taken to the Pasadena 
Police Jail for booking. Case to Pasadena DA’s office
