SIERRA MADRE POLICE BLOTTER 

February 14 to February 20, 2021 
During this period the Sierra Madre Police Department responded to 
242 calls for service. 

Hit and Run 

 On 2-15-21 at 12:20PM, an officer was dispatched to the 500 block of N. Hermosa 
Ave. for the report of an apparent hit and run collision. The resi


dent stated that sometime 9:00AM and 12:20PM an unknown person 
struck their vehicle causing damage to the left rear portion of the vehicle. 
Pending further investigation 
Arrest 

 A subject was stopped for a bicycle equipment violation in the 300 block of W. Sierra 
Madre Bl. on 2-20-21 at 2:11AM. A records check of the subject revealed that he had 
an outstanding arrest warrant and was in possession of drug paraphernalia and a credit 
card that did not belong to him. The subject was taken to the Pasadena Jail for booking.

The Perseverance rover landed on Mars on February 18th, just a few days ago.
Manufactured by our friends at JPL and launched from Cape Canaveral on July 30th, 
2020, Percy, as it is fondly referred to, is looking for past Martian environmentscapable of supporting life, seeking out possible microbial life, collecting rock and soilsamples and testing oxygen production from the Martian atmosphere to prepare for 
future manned missions. Just a little aside: Our youngest daughter, Crissy, was bornon July 30th, 1969 – just a few days after Neil Armstrong set the first ever foot on themoon making his famous pronouncement: “That’s one small step for man, one giantleap for mankind.” 

You may already know this, but just in case you didn’t, the name “Perseverance”
was selected by Associate Administrator of NASA’s Science Mission Directorate,
Thomas Zurbuchen, following a nationwide K-12 student “name the rover” contestthat attracted more than 28,000 proposals. This is the best part…a seventh grader, 
Alexander Mather, from Lake Braddock Secondary School in Burke, VA, submittedthe winning entry. Here’s part of what Matthew wrote: 

“Curiosity. Insight. Spirit. Opportunity. If you think about it, all these names of pastMars rovers are qualities we possess as humans. We are always curious, and seekopportunity. We have the spirit and insight to explore the Moon, Mars, and beyond.
But if rovers are to be the qualities of us as a race, we missed the most important thing.
Perseverance. We as humans evolved as creatures who could learn to adapt to anysituation, no matter how harsh. We are a species of explorers, and we will meet manysetbacks on the way to Mars. However, we can persevere. We, not as a nation but ashumans, will not give up. The human race will always persevere into the future.” 
Alexander Mather has to be one extremely bright 13 or 14 year old! 

Going to Mars has been a favorite topic of the film industry and, thanks to Wikipedia,
I was able to see that there have been about 50 or more movies about going to Mars,
being on Mars and various personages that could be encountered on Mars such as: TheWizard of Mars, Santa Claus Conquers the Martians, Princess of Mars, Mars NeedsMoms, Robinson Crusoe on Mars, Flash Gordon’s Trip to Mars and so many more.
We probably haven’t seen most (or any) of these, but I have to admit that I’m a big fanof “Flash Gordon,” which features Topol, who later starred as Tevya in Fiddler on theRoof, Max von Sydow as Ming the Merciless, Timothy Dalton as Prince somebody orother and later was briefly James Bond and it was produced by Dino De Laurentiis. 
Not what you’d call great art, but it’s a lot of fun to see. 

While we’re on the subject of perseverance, The Alamo defense is certainly a study inexactly that. Today in History tells us that… 

“On February 24, 1836, in San Antonio, Texas, Colonel William Travis issues a call forhelp on behalf of the Texan troops defending the Alamo, an old Spanish mission andfortress under siege by the Mexican army. 

Though Santa Ana’s 5,000 troops heavily outnumbered the several hundred Texans,
Travis and his men determined not to give up. On February 24, they answered Santa 
Ana’s call for surrender with a bold shot from the Alamo’s cannon. Furious, the 
Mexican general ordered his forces to launch a siege. Travis immediately recognizedhis disadvantage and sent out several messages via couriers asking for reinforcements.
Addressing one of the pleas to “The People of Texas and All Americans in the World,”
Travis signed off with the now-famous phrase “Victory or Death.” 

Only 32 men from the nearby town of Gonzales responded to Travis’ call for help,
and beginning at 5:30 a.m. on March 6, Mexican forces stormed the Alamo through 
a gap in the fort’s outer wall, killing Travis, Bowie, Davy Crockett and 190 of their 
men. Despite the loss of the fort, the Texan troops managed to inflict huge losses on 
their enemy, killing at least 600 of Santa Ana’s men.” That’s perseverance!
“Dare mighty things!” President Theodore Roosevelt… A JPL mantra. It wassomewhere on Perseverance. Do you know where? It’s pretty cool!

The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct a public hearing 

to consider recommending adoption of Ordinance 1440, amending Chapter 17.34 (Affordable Housing), Title 17 (Zoning) of 
the Sierra Madre Municipal Code. The amendment to the City’s affordable housing ordinance is to conform to recent changes 

to State Density Bonus Law. 

In October 2020, the Governor approved Assembly Bill No. 2345 (“AB 2345”), which revises the Density Bonus Law to increase 
the maximum density bonus, lower the thresholds to qualify for incentives and concessions, reduce the parking standards, provide 

new definitions, and impose new reporting requirements. AB 2345 took effect on January 1, 2021.

transmission mitigation efforts, the City recommends that all attendees bring their own chair.

The Brown Act provides the public with an opportunity to make public comments at any public meeting. Public comment may

ENVIRONMENTAL DETERMINATION: The adoption of this amendment is exempt from the California Environmental Quality 
Act (CEQA) under Section 15301, Title 14 of the California Code of Regulations and is also exempt from review because it does 

not meet the definition of a project under CEQAGuidelines sections 15061, subdivision (b)(3), and section 15378, subdivision 

(a) and subdivision (b)(5). The proposed changes to Chapter 17.34, as authorized and required by state law, have no potential 
for resulting in physical changes to the environment because they consist of changes in the standards governing issuance of 
permits for density bonus projects and do not directly or indirectly approve any applications for particular projects. Any particular 
proposed project will be required to undergo the City’s entitlement process and appropriate review under CEQA. 
APPEAL: If in the future anyone wishes to challenge the decision of the City Council in court, one may be limited to raising the 
issues that were raised or presented in written correspondence delivered to the City Council at, or before, the scheduled public

The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct a public hearing to 
consider recommending adoption of Ordinance No 1439, repealing in its entirety Chapter 15.44 (Earthquake Hazard Reduction 
in Existing Buildings), and adding Chapter 15.44 (Earthquake Hazard Reduction in Existing Unreinforced Masonry Buildings 
and Risk Reduction Schedule), Title 15 (Building and Construction) of the Sierra Madre Municipal Code. 

The City desires as its goal the retrofitting of unreinforced masonry buildings to the standards recommended by the California 
State Seismic Commission, without loss of degradation of qualified historic buildings and without detracting from the 
historic characteristics of the city. The ordinance establishes a compliance timeline and requirements for retrofit, demolition, 

penalties, and appeal procedures.
