IN THE CITY OF SIERRA MADRE, CALIFORNIA

PUBLIC NOTICE IS HEREBY GIVEN that the City of Sierra Madre, as CITY, invites sealed bids for the above-
stated project and will receive such bids in the office of the City Clerk, 232 W. Sierra Madre Boulevard, Sierra 
Madre, California, 91024, up to the hour of 2:00 p.m., Tuesday, the 6th day of June 2023, at which time the bids will 
be publicly read aloud in the Sierra Madre City Hall Council Chambers. 

PROJECT DESCRIPTION:

The project consists of water main replacement and street improvements for a stretch of 1,300 LF of street, in the City 
of Sierra Madre. The work is shown on the Plans, which are provided separately.

ACCESS TO CONTRACT DOCUMENTS:

Copies of the plans, specifications, and contract documents are available for download in the Public Works section 
of the City’s website: www.cityofsierramadre.com. Bidders downloading plans from the website must sign up and 
follow the instructions, having done so bidders will be placed on the plan holders’ list and receive addendums. The

Happy middle of May, dear friends and 
neighbors! It’s time for another Good News 
Week. There are so many good things going 
on around me that I want to share with you. 

The picture today is of granddaughter, Emily 
Brown, holding her certificate showing 
she has just been inducted into the National 
Junior Honor Society where membership is 
based on Scholarship, Leadership, Service, 
Citizenship and Character. The ceremony 
was yesterday evening and we are bursting 
with pride. I believe only 23 members of her 
seventh grade were inducted into this National 
Society. Next year, these young people 
will be doing so many useful things in the 
community, including mentoring younger 
children, working at our local food bank, and 
so much more. The National Honor Society 
then extends from Middle School, right into 
high school. NHS is in all 50 states, Canada, 
and pretty much all over the place. There’s a 
little good news right there.

Interestingly, Emily recently requested black 
Converse high-top sneakers. We, of course, 
got them for her. We now know why: Every 
single girl we saw at the induction ceremony 
was wearing high-top Converse sneakers.

Next good news: The entire world is in bloom. 
Never have I seen so many beautiful flowers 
and trees bursting with exquisite blossoms. 
You probably haven’t either. Right outside 
my window a dark pink Oleander is covered 
in flowers. Everywhere we look is something 
absolutely fabulous to see. Roses abound! Yes, 
you’ve heard it before…take time to smell 
them. 

Good news number 3: My granddaughter, 
Amber Davis, is graduating from college this 
week. Again, the family is so proud of her.

Good news number 4: Many members of 
my family are on a Princess Cruise to Alaska 
and pictures have been posted on Facebook 
that were astonishing. A video of a waterfall 
coming off a glacier, complete with sound. 
Everyone holding small perfectly clear pieces 
of glacier that were in the water. Tiny starfish 
on everyone’s hands. Bears teetering back 
and forth in trees that were way too skinny to 
hold them. Brave people clutching the handrails 
of a suspension bridge that swayed back 
and forth over a water-filled gorge far below. 

John and I flew to Alaska many years ago 
as he was to scout out an area for a possible 
radio station. We flew into Anchorage and 
drove to Valdez, a community that was still 
recovering from the catastrophic Exxon oil 
spill. Driving from Anchorage to Valdez in 
August showed us a landscape that was just 
sort of bleak. It was cold even then and every 
business in Valdez was for sale. It wasn’t what 
you’d call a fabulous time. The radio station 
did not happen there and we were so very 
happy to get back to Anchorage and board 
a plane for Hawaii. We arrived in Honolulu 
about 5:00 a.m., dumped our luggage at the 
hotel, changed into cooler clothes and walked 
along Waikiki Beach. The tropical breeze was 
warm and smelled strongly of coconut oil as 
so much of it had been spilled on the beach. 
There was no one out there but us and it was 
the first time we had ever been to Hawaii. We 
ate breakfast at the Royal Hawaiian Hotel 
overlooking the beach and we both had papaya 
for the first time in our lives. A love affair 
with the Hawaiian Islands was born that 
morning and we returned many times. 

But back to Alaska…the pictures on Facebook 
showed us the real beauty of this State. 
Mountains covered with snow, water gushing 
down so many places. My family has had 
the experience of a lifetime. Sarah and Jay, 
my next-door neighbors, are currently there 
in Alaska, enjoying their second Alaska glacier 
cruise which involved fishing for salmon 
and cod. Yes, catch and release but these fish 
are huge! Something to think about saving 
for! Your good news could be that you’re all 
booked to go in the next year or so.

Good news number 5: Birds! Early in the 
morning, the birds are so numerous, so filled 
with song, so happy about all the flowers. 
It has occurred to me that the world would 
truly be a sad and silent place without birds 
and their music. Hummingbirds are everywhere 
and so are the bees. The world is a joyful 
place just now. Look around and enjoy all 
you see. The Creator has put masterpieces 
everywhere.

PUBLIC HEARING NOTICE

Subject: HISTORICAL LANDMARK DESIGNATION & MILLS ACT CONTRACT

Applicant: Sarah and Jeff DeFlorio

Project Location: 615, 617 and 619 W. Montecito Avenue, in the City of Sierra Madre, 

 County of Los Angeles, State of California

The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct a public hearing 
to consider the nomination for local historic cultural landmark status to designate the existing multifamily residential property 
located at 615, 617 and 619 West Montecito Avenue as the “Osgood House” in the City’s Register of Historic Resources. Subsequently, 
the City Council will be considering a Mills Act contract for restoration and rehabilitation of the subject property. The 
Osgood House is an existing residential multifamily site constructed with Craftsman style homes, design and workmanship 
retained since its original construction. The property is also associated with the productive life of the Osgood family; Captain J.A. 
Osgood contributed as land surveyor and Mrs. Caroline L. Osgood contributed as founder and first president of the Sierra Madre 
Woman’s Club. Pursuant to Sierra Madre Municipal Code Section 17.82.050, a property may be designated a historic landmark if 
it meets prescribed historic or architectural criteria.

At the meeting of May 4, 2023, the Planning Commission conducted a public hearing and voted to recommend the City Council 
to approve the landmark designation.

The City of Sierra Madre gives notice, under State of California law, that the Planning Commission will conduct a public hearing 
to consider Resolution 23-08 amending Chapter 9.32 (Noise) of Title 9 (Public Peace, Morals and Welfare), of the Sierra Madre 
Municipal Code. The Municipal Code Text Amendment (MCTA) aims to establish realistic ambient noise level thresholds based 
on a logarithmic scale of sound pressure level known as a decibel (dB). The MCTA seeks to protect residents from unwanted noise 
when it interferes with normal activities, causes physical harm, or adversely affects health.

ENVIRONMENTAL DETERMINATION: Under Public Resources Code section 15061, subdivision (b)(3), the proposed Municipal 
Code Text Amendment is exempt because it is not considered a “project” for purposes of Public Resources Code section 21065 
and section 15378 of title 14 of the California Code of Regulations. The Municipal Code Text Amendment is a ministerial action 
and has no direct or indirect physical impact on the environment.

APPEAL: A decision by the Planning Commission is subject to a 10-day appeal period to the City Council. If in the future anyone 
wishes to challenge the decision of the Planning Commission in court, one may be limited to raising the issues that were raised
