The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct a public hearing 
to review an increase in the rate of the Public Facilities Fees. Pursuant to Section 15.52.060 of the Municipal Code, the rate 
of the fee shall be established from time to time by resolution or ordinance of the City Council in the manner required by 
Government Code Sections 66004 and 66018. Furthermore, the Municipal Code states that the City Manager or his designee 
shall calculate the increased fee annually and give notice of that calculation.

DOUGLAS DRYDEN SUTCLIFFE

March 30, 1931 – September 28, 2013

Born in Portland, Oregon but a resident of Southern California 
for most of his life. He was a Korean War Veteran and a 
resident of Sierra Madre since 1956. Married to Donna for 57 
years, active in many activities over the years including VFW 
and more recently the Sierra Madre Rose Float Association. He 
will be so missed by his wife, children, grandchildren, friends 
and neighbors.

Saturday September 28, 2013

At 8:45am a resident was driving her vehicle south on Michillinda Avenue from Sierra Madre 
Boulevard. When she attempted to slow her vehicle for the down grade she noticed her brakes were 
not working. She attempted a left turn onto Ramona Avenue in an attempt to slow the vehicle. By 
then, the vehicle was travelling too fast for the turn, ran off the roadway and into some shrubbery on 
the southeast corner. The driver was uninjured and no other objects were damaged. 

Monday September 30, 2013

A traffic collision occurred in the downtown area when a vehicle struck a pedestrian in the crosswalk. 
Shortly after 5pm, a vehicle was being driven west on Sierra Madre Boulevard from Baldwin Avenue. 
The driver stated she was blinded by the setting sun and did not see anyone in the crosswalk by the 
Chase Bank. The impact caused the pedestrian to land on the hood of the car then roll off onto the 
roadway. The pedestrian sustained serious injury to his legs, hips and head and was transported to 
Arcadia Methodist Hospital for treatment. 

Saturday October 5, 2013

At 8:30am two vehicles attempting to pass each other on the narrow roadway in the 00 block made 
side-swipe contact. No injuries were sustained and only minor vehicle damage was observed.

ADOPT THE 2012 INTERNATIONAL FIRE CODE AND THE 2013 CALIFORNIA FIRE CODE; AND TO ADOPT 
BY REFERENCE THE 2013 CALIFORNIA BUILDING STANDARDS CODE WITH CERTAIN EXCEPTIONS, 
MODIFICATIONS AND ADDITIONS

The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct public hearings 
to consider Ordinances Nos. 1346 and 1347, amending the Municipal Code to amend and adopt the 2012 International Fire 
Code and the 2013 California Fire Code, and to adopt by reference the 2013 California Building Standards Code with certain 
exceptions, modifications and additions. The amendments to the Fire Code include requirements which address recreational 
fires, fire access road width, automatic sprinkler systems, and repeal of conflicting ordinances. The updates to the Building 
Code include amendments to the Building, Residential, Green Building Standards, Reference Standards, Mechanical, 
Electrical, and Plumbing codes and the Los Angeles Regional Uniform Code Program Technical Amendments to the 2013 
California Building Code. Residential Code and Green Building Standards are available for review at the Development 
Services counter at Sierra Madre City Hall, 232 W. Sierra Madre Blvd., Sierra Madre, CA.

ANNUAL OKTOBERFEST GOLF AND TENNIS 
TOURNAMENT FUNDRAISER

It’s that time of the year again for Sierra Madre residents to join in on the 9th 
Annual Golf and Tennis Tournament Fundraiser happening Saturday, October 
19th. This tournament will help raise funds for the Sierra Madre Youth Activity 
Center (YAC), which is run by the YMCA. With all of the positive activities and 
amenities the YMCA has to offer, the YAC is the ideal place for teens to lounge 
about and socialize. Residents have the opportunity to help the cause by 
participating in the golf tournament, tennis tournament, or enjoying the lunch 
reception.

The golf tournament will be held at the Eaton Canyon Golf Course starting at 
8 A.M. and going till noon. Although the tee times are staggered, participants 
are encouraged to arrive ahead of time to practice their winning swings and 
settle in. All contestants are to be given a complimentary bucket of golf balls 
as they arrive as well to get the day started. There will be a variety of exciting 
competitions where people can show off their talent and have fun. Aside 
from the past competitions, this year there will be three holes with Hole-In-One 
mega prize giveaways. People can sign up in foursome teams or as single 
players as they play for the first place title and trophies. 

The tennis tournament will be held at both the Memorial Park and Sierra Vista 
Park tennis courts in Sierra Madre starting at 8 A.M. and going till noon. This 
tournament will be played as a round robin with alternating co-ed partners. 
Participants are urged to stop by the courts early to enjoy a light breakfast and 
try their luck in the serving contest. This year there will be two separate divisions 
for both beginners and intermediate players. Amazing prizes for winning teams 
are to be sponsored by Raquets and Rackets. The top two competitors in 
each division will be given a trophy and the winner of each division will be 
recognized on the Oktoberfest tennis trophy. 

The Oktoberfest themed lunch reception following the tournaments will 
be held at the Hart Park House Senior Center at 12 P.M. Those present can 
purchase raffle tickets for the chance to win many prizes at the Opportunity 
Raffle. People can come and enjoy the delicious selection of food provided 
by Matt Denny’s Ale House Restaurant. Each guest will be given a goodie bag 
containing souvenir glasses they can use to indulge on the many beers on tap, 
while they watch the tournament’s award ceremony.
