BUST
The Arcadia Police
Department received a tip of
a possible indoor marijuana
cultivation in the 1000 block
of North First Avenue. Arcadia
detectives were called in and
they obtained a warrant.
On May 20, 2014 at 3:00
AM, Arcadia Detectives and
officers served the search
warrant and found two indoor
marijuana cultivations. The
first cultivation was in the
process of being dismantled.
The second cultivation was a
sophisticated marijuana growoperation with approximately
150 plants in various stages of
growth. The grow consisted
of multiple rooms with
irrigation, lighting, ventilation,
and electrical wiring run
throughout. It appears there
was possible utility theft since
electricity used to power
the grow had bypassed the
electrical meter.
Three suspects were arrested
for suspicion of marijuana
cultivation. The suspects were
identified as: Viet Van Tran, a
24 year old Arcadia resident.
Jessie Soi Chu, a 32 year old
Temple City resident. Rodrigo
Salas Rodriguez, a 48 year old
El Monte resident. All three
suspects are being held at the
Arcadia City jail.
The investigation is continuing
by Arcadia Police Department

Upcoming DUI/Driver’s License
Checkpoint & DUI Saturation Patrol
The Arcadia Police Department
will host a multi-agency DUI/
Driver’s License Checkpoint
during the evening hours of
Friday, May 23rd, as part of the
AVOID 100 DUI Task Force.
In addition to this checkpoint,
a joint DUI Saturation Patrol
will be conducted during the
evening hours of Saturday,
May 24th. These operations
are in accordance with a grant
issued and administered by the
Glendora Police Department
from the Office of Traffic
Safety, as part of the AVOID
the 100 DUI Campaign,
East-Los Angeles County.
Participants will include
officers and personnel from the
Arcadia, Baldwin Park School
Police, El Monte, Monrovia,
Sierra Madre, and West Covina
Police Departments.
One of the goals of our
enforcement activity is to
promote public safety and
increase awareness of the
dangers associated with
drinking and driving. This will
be accomplished by providing a
Sixteenth Annual Law Day:
highly visible enforcement and
publicity campaign, in order to
deter intoxicated drivers from
getting behind the wheel and
driving. Through these efforts,
we also seek to reduce the
number of injuries and deaths
associated with collisions
involving intoxicated drivers.

Come join us for the Arcadia Chamber of Commerce's monthly Government Affairs Forum.
The public is invited on the first Thursday of each month at 8AM to hear informative presentations
at the monthly Government Affairs Forums led by Chairman Jack Orswell and co-chair Pete Ulrich,
former Arcadia City Councilman. Hear legislative updates at the Chamber conference room at 388
W. Huntington Drive in Arcadia.
For the upcoming June 5 Government Affairs Forum, the guest speaker will be Arcadia Police Chief
Bob Guthrie.
Chief Guthrie started with the Arcadia Police Department in 1989 as a Police Cadet and was sworn
in as a Police Officer in 1992. Over the decades he worked his way up through the ranks of the
department and commanded units including the Field Training Officer Program, Force Training
Unit, SWAT Team, and Detective Bureau. Guthrie was sworn in as Police Chief in 2011.
A discussion of pending legislation and other updates will be provided by representatives from City, County, and State government
offices, the Metro Gold Line Foothill Extension and the Monrovia-Arcadia-Duarte Town Council.

For the period of Sunday, May 11th, through Saturday, May 17th, thePolice Department responded to 1,019 calls for service of which 104required formal investigations. The following is a summary report ofthe major incidents handled by the Department during this period.
Sunday, May 11:
1. Around 00:23 a.m., an officer was dispatched to BoilingPoint restaurant, 206 South First Avenue, regarding a robbery thatjust occurred. After the location closed for business, an unknownmale suspect carrying a firearm entered through the back doorand demanded money from the cash register. He ordered fiveemployees to the ground at gunpoint and told them not to move orcall the police. The suspect stole an iPhone and jewelry from one ofthe employees and fled with $3,000 in cash.
The suspect is described as approximately 5’9” tall, medium build,
wearing a dark grey or black jacket and a dark colored “motorcyclestyle” mask. Further investigation is being conducted by theDetective Bureau.
2. At approximately 2:46 a.m., an officer conducted anenforcement stop on a bicyclist for riding with no lightingequipment in the area of Peck Road and Hemlock Street. The officerdiscovered the 23-year-old Hispanic male was under the influenceof a controlled substance. He was arrested and transported to theArcadia City Jail for booking.
Monday, May 12:
3. Just before 3:00 a.m., an officer conducted a traffic stop on
a vehicle in the area of Santa Anita Avenue and Live Oak Avenue
for speeding and lane straddling. An investigation revealed the
driver had a suspended license, was under the influence of an
alcoholic beverage, and was on DUI probation. The 28-year-old
Hispanic male was arrested and transported to the Arcadia City
Jail for booking.
4. At about 5:49 p.m., an officer was dispatched to a traffic
accident at the intersection of Baldwin Avenue and Arcadia
Avenue. A driver was stopped at the signal heading eastbound
on Arcadia Avenue and decided to make a right turn onto
southbound Baldwin Avenue. As he pulled out of his lane, he
failed to yield to oncoming traffic and collided into the front
bumper of another vehicle. No injuries were reported.
Tuesday, May 13:
5. At approximately 1:52 a.m., an officer conducted a trafficstop on a vehicle for expired registration in the area of SouthSanta Anita Avenue at Alice Street. An investigation revealed thedriver, a 52-year-old female of unknown race, was displaying falseregistration tabs. She was also in possession of drug paraphernaliaand had an outstanding misdemeanor warrant. She was arrestedand transported to the Arcadia City Jail for booking.
6. Around 9:03 p.m., an officer conducted a traffic stop on avehicle for driving with no head lights on in the area of ColoradoStreet and Baldwin Avenue. Upon contact with the driver, theofficer detected an odor of alcohol emitting from her breath. Aninvestigation revealed the 26-year-old Hispanic female was drivingunder the influence with a blood alcohol content greater than 0.17percent. She was arrested and transported to the Arcadia City Jailfor booking.
Wednesday, May 14:
Just after midnight, an officer made contact with two juvenilesloitering in the area of Goldring Road and Varus Street. Thejuveniles had silver spray paint on their hands and were inpossession of paint markers. An investigation revealed the subjectshad spray painted graffiti on several Edison high voltage boxeslocated on Goldring Road. The 15 and 17-year-old Hispanic maleswere arrested for Felony Vandalism, transported to the ArcadiaCity Jail for booking, and later released to their guardians.
7. At about 2:10 p.m., an officer conducted an enforcementstop on a vehicle in the area of northbound Baldwin Avenue atHuntington Drive for a cracked windshield. An investigationrevealed the driver was in possession of methamphetamine anddrug paraphernalia. The 46-year-old White male was arrested andtransported to the Arcadia City Jail for booking.
Thursday, May 15:
8. At about 2:24 a.m., officers were dispatched to a residence
in the 800 block of Fairview Avenue regarding a battery report.
After an argument, a 32-year-old Asian male punched his
girlfriend in the stomach and pushed her to the ground, causing
visible injuries. He was arrested and transported to the Arcadia
City Jail for booking.
9. At approximately 7:21 p.m., an officer conducted a traffic
stop on a vehicle in the area of Tenth Avenue and Jeffries Avenue
for a warrant attached to the license plate. A records check
revealed the 23-year-old Hispanic male had three outstanding
misdemeanor warrants and was in possession of a narcotic
controlled substance. He was arrested and transported to the
Arcadia City Jail for booking.
Friday, May 16:
10. Shortly after 11:00 a.m., an officer was dispatched to
Arcadia Methodist Hospital, 300 West Huntington Drive,
regarding a theft report. The victim accidentally left his wallet in
the Emergency Room waiting area while filling out a form at the
admission counter. When he returned to his seat, he discovered
his wallet missing. Video surveillance revealed the wallet was
picked up by an Asian female who hospital staff described as a
regular patient. Further investigation is being conducted by the
Detective Bureau.
11. At approximately 11:14 p.m., an officer conducted a traffic
stop on a vehicle for expired registration in the parking lot of Fresh
and Easy, 133 East Foothill Boulevard. The officer discovered the
driver, a 43-year-old White male, was under the influence of a
controlled substance. He was arrested and transported to the
Arcadia City Jail for booking.
Saturday, May 17:
12. Around 5:00 a.m., an officer was dispatched to a residence
in the 1000 block of Louise Avenue regarding a battery report.
A 19-year-old White male suspect and his father, a 49-year-old
White male, went to the victim’s house to confront him about
some derogatory comments he made on Twitter. The suspect
and his father attacked the victim and also punched the victim’s
girlfriend when she attempted to break up the fight. Both suspects
fled the scene and were not located. Further investigation is being
conducted by the Detective Bureau.
13. At about 6:08 p.m., an officer responded to a residence in
the 1000 block of El Norte Avenue regarding a burglary report.
Unknown suspect(s) forced entry through a rear door, ransacked
the location, and fled with several purses and bottles of wine.
No evidence was located and no one reported seeing or hearing
anything suspicious.
Recently, about 140 people
attended the 16th annual Law Day at the
Arcadia Public Library. This free Ask-a-
Lawyer Program is a joint effort of the
City Of Arcadia and the Arcadia Chinese
Association as part of the nationwide Law
Day celebration.
Everyone in Arcadia knows the
Arcadia Chinese Association (ACA) is
devoted to volunteering and community
service. J.P.L.’s Dr. Peter Poon, ACA Director
and ACA Chair of Law Day told me that
the ACA has established an excellent
relationship with the City and its President
Joanna Liang and thirty volunteers worked
closely with Arcadia Law Day Chair
Mayor Pro Tem Gary Kovacic and City
Communications professional Kristen
Olafson-Segal to offer this great program.
When I first arrived, I was so
impressed how well-planned the event
was. There was a large sign explaining the
procedure that began by registering. After
registration, attendees sat under a shaded
canopy waiting to be called. There also was
a table with several information flyers and
packets.
There were 32 attorneys who
specialize in over 21 different areas of law.
