ORDINANCE NO. 1354
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SIERRA MADRE AMENDING MUNICIPAL
CODE CHAPTER 17.08 – ZONING DEFINITIONS, CHAPTER 17.20 – ONE FAMILY RESIDENTIAL, AND
CHAPTER 17.52 – HILLSIDE MANAGEMENT ZONE.
THE CITY COUNCIL OF THE CITY OF SIERRA MADRE DOES HEREBY RESOLVE:
WHEREAS, the definition of “bedroom” can be used to determine the parking requirement for a property, to assess
whether residential additions or remodels can trigger compliance with parking requirements, or to determine the
application of development impact fees; and WHEREAS, the existing definition of “bedroom” in the R-1 Zoning
Ordinance is too broad, thereby presenting difficulties in making a determination of whether a given room constitutes a
bedroom; and
WHEREAS, the R-2, R-3, R-C, H, and Zoning Definitions Ordinances do not currently include a definition of
“bedroom”; and
WHEREAS, Planning Commission directed staff to amend the Zoning Ordinance to include a more specific definition
of “bedroom” to enable staff in their determination regarding parking requirements for residential properties in the City;
and
WHEREAS, the amendment qualifies for an Exemption, pursuant to Section 15061(b)(3) of the California
Environmental Quality Act (CEQA) as it can be seen with certainty that there is no possibility that the activity in
question may have a significant effect on the environment; and
WHEREAS, notice was duly given of the public hearing by the Planning Commission on February 20, 2014, with all
testimony being received being made part of the public record, and the Planning Commission recommended approval of
the amendment.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Sierra Madre as follows:
SECTION 1. Code Amendment. The definition of “bedroom” in Section 17.20.015 of the Municipal Code entitled
“Definitions” is hereby amended to read: “Bedroom”. For the purpose of calculating parking requirements, the following
rooms which regularly make up a standard dwelling unit shall not be considered a bedroom: one kitchen, one living room,
one family or recreation room, one dining room, and bathrooms.
SECTION 2. Code Amendment. Section 17.08.020 of the Municipal Code entitled ‘Words, terms, phrases defined” is
hereby revised to include: “Bedroom” – R-2 Zone: For the purpose of calculating parking requirements in the R-2 Zone,
the following rooms which regularly make up a standard dwelling unit shall not be considered a bedroom: one kitchen, one
living room, one family or recreation room, one dining room, and bathrooms. “Bedroom” – R-3 and R-P Zones: For the
purpose of calculating parking requirements, the following rooms which regularly make up a standard dwelling unit shall
not be considered a bedroom: one kitchen, one living room, one dining room, and bathrooms. Single-family residences
located in the R-3 and R-P Zones shall be subject to the bedroom definition in the R-1 Zone.
SECTION 3. Code Amendment. Section 17.30.210 of the Municipal Code entitled “On-site Parking” is hereby amended to
read: D. “Bedroom”. For those properties which are nonconforming with regard to the on-site parking space requirements
of this Chapter, the addition of a bedroom(s) will require that the property conforms to such parking requirements,
pursuant to the following definition of bedroom: The following rooms which regularly make up a standard dwelling unit
shall not be considered a bedroom: one kitchen, one living room, one family or recreation room, one dining room, and
bathrooms.
SECTION 4. Code Amendment. Section 17.52.080 of the Municipal Code entitled “Definitions” is hereby amended to
include: “Bedroom”. For those properties which are nonconforming with regard to the on-site parking space requirements
of this Chapter, the addition of a bedroom(s) will require that the property conforms to such parking requirements,
pursuant to the following definition of bedroom: The following rooms which regularly make up a standard dwelling unit
shall not be considered a bedroom: one kitchen, one living room, one family or recreation room, one dining room, and
bathrooms.
SECTION 5. California Environmental Quality Act. The amendment qualifies for an Exemption, pursuant to Section
15061(b)(3) of the California Environmental Quality Act (CEQA) as it can be seen with certainty that there is no possibility
that the activity in question may have a significant effect on the environment.
SECTION 6. Severability; Continuation of Provisions. If any section, subsection, subdivision, paragraph, sentence, clause
or phrase of this Ordinance is for any reason held to be invalid or unenforceable, such invalidity or unenforceability shall
not affect the validity or enforceability of the remaining sections, subsections, subdivisions, paragraphs, sentences, clauses
or phrases of this Ordinance or the rules adopted hereby. The City Council of the City of Sierra Madre hereby declares that
it would have adopted each section, subsection, subdivision, paragraph, sentence, clause or phrase hereof, irrespective of
the fact that any one or more other remaining sections, subsections, subdivisions, paragraphs, sentences, clauses or phrases
hereof be declared invalid or unenforceable. To the extent the provisions of the Sierra
Madre Municipal Code as amended by this Ordinance are substantially the same as the
provisions of that Code as they read immediately prior to the adoption of this Ordinance,
then those provisions shall be construed as continuations of the earlier provisions and
not as new enactments.
SECTION 7. Effective Date. This Ordinance shall take effect thirty days after its
passage and adoption pursuant to California Government Code section 36937.
SECTION 8. Certification. The City Clerk shall certify to the adoption of this ordinance
and shall cause the same to be published or posted in the manner prescribed by law.

SIERRA MADRE EARTHQUAKE
PREPAREDNESS EVENT
Join the City of Sierra Madre on Saturday, June 28, to celebrate
the 23rd anniversary of the Sierra Madre Earthquake by
preparing yourself for the next one!
The event is held from 10:00am-12:00pm at the Sierra Madre Fire
Department located at 242 W. Sierra Madre Blvd., Sierra Madre,
CA 91024.
In collaboration with the Sierra Madre Police and Fire
Departments, you will learn safety procedures to protect
your loved ones and possessions in an emergency. The L.A.
County Fire Department is bringing the Yogi Bear School-
house earthquake simulator and the Sierra Madre Volunteer
Firefighters Association is providing hot dogs and drinks for free!
In addition the following groups will have information booths
during the event: American Red Cross, Safe and Ready, Sierra
Madre CERT, Gas Company, Southern California Edison, Post
Alarm, SMFD fire extinguisher demonstration and SMPD. For
