1630 AM EMERGENCY RADIO & 

Free on-air publicity for local events

 Sierra Madre’s EMERGENCY radio station is now accepting scripts 
for Public Service Announcements (PSAs) about community events. 
PSAs will be broadcast on the air at no charge. The station operates 
24/7 and can be heard at 1630 on the AM dial.

 Any local non-profit or non-commercial organization can have 
their event information broadcast to the public on Sierra Madre 
Community Information Radio. The station covers the city of Sierra 
Madre, plus surrounding areas of Pasadena, Arcadia, and Monrovia. 

Your event must:

• Benefit a non-commercial or non-profit entity
• Be open to the public
• Be of general interest to local citizens


Just 
write a Public Service Announcement that describes your event 
and e-mail it to radio@cityofsierramadre.com.

SENIOR FISCAL 
SERVICES MANAGER

Under limited supervision, the 
Senior Fiscal Services Manager 
administers the City’s financial 
affairs and oversees the activities 
and operations of the Finance 
Division including accounting, 
billing, budget, payroll, and 
purchasing. This position 
addresses tight deadlines and 
a multitude of accounting 
activities including preparing 
and presenting mid-year and 
year-end budget reports on 
revenue and expenses and 
assists in the preparation of 
long term financial and capital 
improvement plans for the City. 

This position will supervise 
full- and part-time staff and 
coordinate assigned Department 
responsibilities with other City 
Departments and external 
agencies. The Senior Fiscal 
Services Manager will participate 
in community problem solving 
and have the ability to be flexible 
and change plans based on the 
needs of the community. The 
Senior Fiscal Services Manager 
will be committed to professional 
development and perform related 
duties as required.

Essential Functions:

The duties listed below are 
intended only as illustrations of 
the various types of work that 
may be performed by the Senior 
Fiscal Services Manager. The

Assume management 
responsibility for the City’s 
financial services and activities 
including accounting, billing, 
budget, payroll, and purchasing.

Assume primary responsibility, 
to coordinate, develop, prepare, 
analyze and implement the 
biennial City, Public Financing 
Authority, and Successor Agency 
budget; prepare and present 
mid-year and year-end budget 
reports on revenue and expenses; 
assist in the preparation of 
long term financial and capital 
improvement plans for the City.

Ensure City compliance with 
State, Federal and other legal or 
fiscal requirements related to 
financial activities, including, 
but not limited to annual audits, 
financial reports and related 
documentation.

Prepare and supervise the 
preparation of reports to the 
State Controller, County Auditor 
Controller and other government 
agencies; meet and confer with 
outside agencies as needed.

Conduct studies relating to the 
development or rates and charges 
for utilities, impact fees and user 
charges; responsible for annual 
updates to the fees and charges.

Prepare and present oral and 
written financial reports and 
analysis, including City budgets.

Assist the City Treasurer with 
investments of City funds and 
banking services.

Develop and implement policies 
and procedures to govern the 
operations of the division and 
fiscal control systems; responsible 
for internal control procedures of 
the division and for the enterprise 
resource planning (ERP) system.

Train, motivate and evaluate 
Finance personnel; provide 
or coordinate staff training; 
work with employees to correct 
deficiencies; allocate personnel 
and resources as needed to meet 
the operational requirements of 
the division; assign projects and 
areas of responsibility; evaluate 
and review work methods and 
procedures.

Participate in professional 
development organizations and 
programs; maintain knowledge 
of new trends and innovations in 
the field of financial services.

Respond to and resolve difficult 
and sensitive inquiries and 
complaints.

Prepare complex, highly sensitive 
reports, correspondence and 
closed session presentations.

Continually promote, in actions, 
words and writing, the highest 
customer service standards.

Provide highly responsible and 
complex administrative support 
to the City Manager’s Office.

Sierra Madre Police Blotter


During the week of Sunday, August 3rd to Sunday, August 10th, the 
Sierra Madre Police Department responded to approximately 382 calls 
for service.

Tuesday, August 5th

At 11:53 am, Sierra Madre Police responded to the station lobby regarding 
an extortion report. The victim informed Officers that while using an 
online dating app, it directed him to use a computer and download an 
internet chat room. While online, he came across a naked Asian woman 
dancing. He was convinced to undress completely and dance along with 
her. Shortly after, the video of the woman stopped and he received a 
message stating the woman had recorded him and was going to send 
the video to all his mobile contacts unless the victim paid money to have 
it deleted. When the victim paid the fee, the suspect continually asked 
for more, reaching a total of over $750. The victim informed the suspect 
he had notified the FBI and Internet Crime Complaint Center and the 
suspect stopped sending messages. The victim’s money was collected 
by the suspect in the Philippines. This case has been forwarded to the 
Detectives Bureau. 

At 5:02 pm, Sierra Madre Police responded to the 300 North block 
of Sunnyside Ave. regarding a verbal altercation between a male and 
female. Upon arrival, Officers were informed by the male that he and 
his girlfriend got into an altercation inside the residence. His girlfriend 
then went outside to their vehicle and began removing his items and 
throwing them. As he was collecting his items, his girlfriend grabbed 
his arm and scratched it, causing him to bleed. When the female was 
questioned by Officers, she stated her and her boyfriend in fact did 
get into an altercation but it was because he was drunk. She stated he 
went to the vehicle to drive away and she kept him from getting into 
the vehicle. She initially denied scratching him, but later admitted she 
may have while trying to remove a bag from him. Concluding their 
investigation and collected evidence, Officers found the female to be the 
main aggressor and arrested her charging her with Domestic Battery. 

At 8:09 pm, Sierra Madre Police responded to the station lobby 
regarding a criminal threat report. The victim informed Officers that 
two days prior, she ended her relationship with the suspect due to his 
anger issues. The victim stated the suspect would always punch holes 
in walls and degrade her upbringing. When she informed the suspect 
that she was leaving, he made threats that he would kill her and her 
mother. When the suspect came to the victim’s residence to drop off 
her belongings, the victim’s mother stated shortly after the suspect left 
the home, she noticed a larger butcher-like knife placed on her bed that 
was not there prior to his arrival. The victims believe the suspect is a 
threat to their well-being. Officer’s efforts to contact the suspect were 
unsuccessful. This case has been forwarded to the Detectives Bureau. 

Thursday, August 7th

 At 12:09 pm, Sierra Madre Police responded to the area of Orange 
Grove and Rancho Rd. regarding a reckless driver in the area. While 
on patrol, Officers located the suspect’s vehicle as it passed the Officer’s 
vehicle, driving into oncoming traffic. Officers began a pursuit of the 
suspect as he continued to swerve and drive into oncoming traffic 
causing other vehicles to swerve to avoid being hit. The suspect led 
Officers to a residence in Arcadia by driving up onto its lawn. When 
Officers attempted to stop the vehicle, the suspect accelerated away 
from authorities. The suspect reached speeds of up to 70 mph in 35 mph 
residential streets. The suspect eventually drove himself into a cul-de-
sac where Officers were able to surround him. The suspect surrendered 
to Officers and stated, “This was some crazy video game!” The suspect 
informed Officers he had used narcotics the day before and was still 
feeling the effects. The suspect was cleared after evaluation at a local 
hospital and was arrested for Felony Evading, Reckless Driving, and 
Driving under the influence of drugs.
