MURDER PLOT (cont. from page 1)

Both teens denied the charge of making criminal threats, in 
Pasadena Juvenile Court Wednesday afternoon, according to a 
statement from the Los Angeles County District Attorney’s Office. 
Their names were withheld because of age. 

 Police served search warrants at both teens’ homes Monday 
after investigators monitored their behavior through internet 
surveillance that included researching tactical training, explosives, 
weaponry and methods for disarming police. 

 The two also communicated over Skype. “As they put it, they just 

wanted to kill as many people as possible,” Miller said adding that 
they later told detectives they were prepared to die.

No weapons or explosives were found during the search although 
police seized two computers they said were used for the plan. 

 The parent of one of the teens issued an apology to the community 
saying, “We were greatly saddened and disappointed of the 
allegations. We would like to apologize to the community of South 
Pasadena.”

 Miller said the FBI is also helping with the ongoing investigation 
including forensics on the sized computers.

Free on-air publicity for local events

 Sierra Madre’s EMERGENCY radio station is now accepting scripts 
for Public Service Announcements (PSAs) about community events. 
PSAs will be broadcast on the air at no charge. The station operates 
24/7 and can be heard at 1630 on the AM dial.

 Any local non-profit or non-commercial organization can have 
their event information broadcast to the public on Sierra Madre 
Community Information Radio. The station covers the city of Sierra 
Madre, plus surrounding areas of Pasadena, Arcadia, and Monrovia. 

Your event must:

• Benefit a non-commercial or non-profit entity
• Be open to the public
• Be of general interest to local citizens


Just 
write a Public Service Announcement that describes your event 
and e-mail it to radio@cityofsierramadre.com.

SENIOR FISCAL 
SERVICES MANAGER

Under limited supervision, the 
Senior Fiscal Services Manager 
administers the City’s financial 
affairs and oversees the activities 
and operations of the Finance 
Division including accounting, 
billing, budget, payroll, and 
purchasing. This position 
addresses tight deadlines and 
a multitude of accounting 
activities including preparing 
and presenting mid-year and 
year-end budget reports on 
revenue and expenses and 
assists in the preparation of 
long term financial and capital 
improvement plans for the City. 

This position will supervise 
full- and part-time staff and 
coordinate assigned Department 
responsibilities with other City 
Departments and external 
agencies. The Senior Fiscal 
Services Manager will participate 
in community problem solving 
and have the ability to be flexible 
and change plans based on the 
needs of the community. The 
Senior Fiscal Services Manager 
will be committed to professional 
development and perform related 
duties as required.

Essential Functions:

The duties listed below are 
intended only as illustrations of 
the various types of work that 
may be performed by the Senior 
Fiscal Services Manager. The 
omission of specific statements 
of duties does not exclude them 
from the position if the work 
is similar, related, or a logical 
assignment to the class.

Assume management 
responsibility for the City’s 
financial services and activities 
including accounting, billing, 
budget, payroll, and purchasing.

Assume primary responsibility, 
to coordinate, develop, prepare, 
analyze and implement the 
biennial City, Public Financing 
Authority, and Successor Agency 
budget; prepare and present 
mid-year and year-end budget 
reports on revenue and expenses; 
assist in the preparation of 
long term financial and capital 
improvement plans for the City.

Ensure City compliance with 
State, Federal and other legal or 
fiscal requirements related to 
financial activities, including, 
but not limited to annual audits, 
financial reports and related 
documentation.

Prepare and supervise the 
preparation of reports to the 
State Controller, County Auditor 
Controller and other government 
agencies; meet and confer with 
outside agencies as needed.

Conduct studies relating to the 
development or rates and charges 
for utilities, impact fees and user 
charges; responsible for annual 
updates to the fees and charges.

Prepare and present oral and 
written financial reports and 
analysis, including City budgets.

Assist the City Treasurer with 
investments of City funds and 
banking services.

Develop and implement policies 
and procedures to govern the 
operations of the division and 
fiscal control systems; responsible 
for internal control procedures of 
the division and for the enterprise 
resource planning (ERP) system.

Train, motivate and evaluate 
Finance personnel; provide 
or coordinate staff training; 
work with employees to correct 
deficiencies; allocate personnel 
and resources as needed to meet 
the operational requirements of 
the division; assign projects and 
areas of responsibility; evaluate 
and review work methods and 
procedures.

Participate in professional 
development organizations and 
programs; maintain knowledge 
of new trends and innovations in 
the field of financial services.

Respond to and resolve difficult 
and sensitive inquiries and 
complaints.

Prepare complex, highly sensitive 
reports, correspondence and 
closed session presentations.

Continually promote, in actions, 
words and writing, the highest 
customer service standards.

Provide highly responsible and 
complex administrative support 
to the City Manager’s Office.
