HISTORIC DEPOT RFP RELEASED
Last week, staff issued the request for proposal (RFP) for the
rehabilitation and adaptive reuse of the Historic Depot. Based on
our current internal planning schedule, staff anticipates completing
the overall review process and recommending a selected developer /
restauranteur in late October 2015 / early November 2015.

LABLAUNCH MONROVIA MAKING
GOOD PROGRESS!
Staff spent time last week discussing with LabLaunch Monrovia
representatives several initiatives that are currently being coordinated.
During those discussions, we were happy to hear that they have signed
up another new tenant, which means that there are now five businesses
in the incubator facility. LabLaunch Monrovia was also featured in
this week’s SGV Economic Partnership business blog. In addition,
we learned that a formal ribbon cutting for LabLaunch Monrovia has
been scheduled to take place at their facility (605 East Huntington
Drive, Suite #103) on Wednesday, October 7, 2015, at 4:30 p.m.
Moving forward, staff has started working with LabLaunch
Monrovia on executing several exciting initiatives, including:
-Developing the internship program
-Coordinating the Monrovia Biotechnology Day event
-Introducing our Teen Advisory Board to LabLaunch Monrovia
-Establishing the LabLaunch Monrovia Community Advisory Panel
-Integrating the City onto the LabLaunch Monrovia Board of Directors
LabLaunch Monrovia is certainly making good progress, and we
will continue working closely with the biotechnology incubator as we
move forward.
MONROVIA CONSERVES LAWN
SIGNS HAVE BEEN DEVELOPED
The City has completed development of our “Monrovia Conserves”
lawn signs. In the coming weeks, we will be placing these lawn signs in
the medians along Huntington Drive, and at various other locations
throughout town to highlight the need to conserve water during the
drought.

To make it easier for residents and businesses to find information
regarding water conservation, the City has launched a new, easy to
remember website address: MonroviaConserves.org. Please feel free to
visit us on the web to learn about the City’s drought response, water
conservation regulations, water-saving tips, and upcoming workshops
in our area.

Possession of Methamphetamine/No-Bail Warrant – Suspect Arrested
September 3 at 7:04 p.m., an officer was dispatched to a business parking
lot in the 500 block of West Huntington Drive on the report of a suspicious
male subject. Upon arrival, the suspect was found to be in possession of
methamphetamine and a pipe used for smoking methamphetamine. The
suspect also had a no-bail warrant for his arrest. The officer arrested the
suspect and took him into custody.
Residential Burglary/Assault with a Deadly Weapon – Suspect Arrested
September 3 at 7:53 p.m., two male subjects were involved in an argument
in front of a residence in the 200 block of West Walnut. The suspect pulled a
large tire chain from the backseat of his vehicle and chased the victim to his
apartment. The victim ran inside his home and locked the door behind him.
The suspect hit the door with his body, broke through the door and entered
the victim’s apartment. He struck the victim several times with the chain,
causing him to fall to the ground. The victim had visible injuries, but declined
medical treatment. The suspect was arrested and taken into custody. He was
held pending his court appearance date.
Stolen Vehicle Recovered September 4 at 12:45 p.m., a parking control officer
located a vehicle with paper plates that was illegally parked in the 200 block
of South Madison. The parking control officer used the vehicle identification
number to identify the registered owner and found the vehicle had been
reported stolen out of Riverside. Paper plates were covering a license plate that
did not belong to the vehicle. The vehicle was recovered and the investigation
is continuing.
Warrant – Suspect Arrested September 4 at 7:13 p.m., an officer responded to
the 100 block of Stedman regarding a disturbing subject. Upon contacting and
identifying the subject, it was discovered that he had an outstanding warrant
for his arrest. The suspect was arrested for the warrant and taken into custody.
Driving Under the Influence – Suspect Arrested September 4 at 10:10 p.m.,
officers on patrol in the 1900 block of South Peck Road stopped a motorist
for a vehicle code violation. Upon contacting the occupants, the driver was
determined to be under the influence of alcohol. The driver was arrested and
taken into custody. He was held for sobering.
Driving Under the Influence – Suspect Arrested September 5 at 2:20 a.m., an
officer on patrol in the area of Huntington and Myrtle stopped a motorist for
a vehicle code violation. He contacted the occupants and determined both to
be under the influence of alcohol. The passenger was found to be intoxicated
to the point of needing medical treatment. The driver was arrested for driving
under the influence, taken into custody and held for sobering. The passenger
was taken by ambulance to a hospital for treatment.
Grand Theft September 6 at 9:43 a.m., a grand theft was reported in the 800
block of West Walnut. The victim phoned police to report the tailgate to his
Toyota Tacoma had been stolen and the suspects replaced it with an older one.
The investigation is continuing.
Receiving Stolen Property/Delaying and Obstructing a Peace Officer/
Possession of Burglary Tools/Possession of a Controlled Substance
– Suspect Arrested September 6 at 10:04 a.m., officers responded to a
burglary alarm at a business in the 1900 block of South Walker Avenue.
When officers arrived, they saw a male suspect on a bicycle carrying a large
spool of wiring, a circular saw, a sealed box, and he was wearing a backpack.
When the officers approached, the suspect dropped his bike and fled on
foot through the parking lot. He began to drop the items he was carrying,
including the backpack. He sustained a laceration on his leg jumping a fence
as he was fleeing.
Officers followed the suspect in their vehicles until he stopped and then
detained him. The suspect did not have a valid answer as to how he obtained
the property, some of which was later discovered to be stolen. He was
treated on scene, but refused additional medical treatment. He was arrested
and taken into custody. A search of the suspect revealed two baggies of
methamphetamine found on his person and burglary tools were found in his
backpack.
Burglary September 6 at 2:35 p.m., the manager of a business in the 600
block of West Huntington phoned to report two females were seen stealing
merchandise and then attempting to return the stolen merchandise for
a refund. When they were confronted by the manager, they became
argumentative and spit in the manager’s face. The females left the store
without a refund or the merchandise. The manager followed them to their
vehicle and took pictures of the vehicle and the license plate. He then called
police. The investigation is continuing.
Petty Theft September 6 at 4:12 p.m., a business in the 600 block of West
Huntington called police to report a male suspect who was seen leaving the
store with a child’s car seat without paying for the item. The suspect got into a
vehicle and left the area. The investigation is continuing.
MONROVIA RENEWAL AND PROPOSITION 218 WATER / SEWER
RATE ADJUSTMENT COMMUNITY MEETINGS SCHEDULED
FOR SEPTEMBER 19TH AND SEPTEMBER 29TH
As you may recall, the City is currently in the midst of coordinating
a Proposition 218 Hearing, which is scheduled to take place on
October 6, 2015. At that hearing, the City will consider proposed
adjustments to our water and sewer rate structures that have been
developed to address our current deferred maintenance related issues
connected to our water system and sewer system. In addition, the
City has developed a comprehensive multi-year capital improvement
program called Monrovia Renewal, which seeks to repair our
road infrastructure, sidewalk / curb / gutter infrastructure, water
infrastructure, and sewer infrastructure over the course of the next
3-5 years.
In an effort to provide additional background related to the
Monrovia Renewal capital improvement initiative, along with
detailed information regarding the proposed water and sewer rate
adjustments, the City has coordinated two community meetings,
which are set for the following dates / times:
. Saturday, September 19, 2015 from 10 a.m. – 11:30 a.m. at the
Library Community Room (321 S. Myrtle Avenue)
. Tuesday, September 29, 2015, from 7 p.m. – 8:30 p.m. in the City
Council Chambers (415 S. Ivy Avenue)

OF ROUTE 66 PARADE AND CITY’S 58TH BIRTHDAY
CITY PICNIC AND CLASSIC CAR SHOW

DUARTE, CA, September
8, 2015 – With “20 Years of
Memories” as the theme of
Duarte’s 20th annual Route 66
Parade on Saturday, Sept. 26,
parade-goers are encouraged to
take to the streets and partake
in the festivities starting
at 10:00 am along Duarte’s
Historic Route 66. The annual
Duarte City Picnic and Classic
Car Show at Royal Oaks Park
will immediately follow the
event from 11 a.m. to 3 p.m.
The parade, which will
lead off the day of festivities
celebrating the City’s 58th
Anniversary, will begin at the
northeast corner of Huntington
Dr. and Cotter St. and proceed
east for one mile ending at
Mt. Olive Ave. The event, co-
sponsored by the City of Duarte,
the Route 66 Parade Committee
and the Duarte Community
Coordinating Council, will
feature antique and classic cars,
equestrians, hogs and marching
bands. Some 1,400 participants
in all will take part in the
event, including local schools,
churches, community groups
and several school bands that
will compete for trophies. Past
participants have included
Duarte High School, Don
Lugo High School, Chino
High School, San Dimas High
School, South El Monte High
School, and Rim of the World
High School, Lake Arrowhead,
Diamond Ranch High School,
Pomona, Workman High
School, and City of Industry.
Following the parade, the
fun continues at the City Picnic
celebrating Duarte’s 58th
Anniversary of Incorporation.
The public is invited to enjoy
dozens of food, craft and
game booths sponsored by
community nonprofit groups.
On the main celebration
stage a variety of exciting
performances will take place
throughout the day including
Hikari Taiko Japanese Drums,
The Duarte Teen Center
Dance Team, Parade Band
Competition Awards and our
headline group: the Midnight
Whiskey Band. Youngsters
can enjoy a variety of special
entertainment performed on
the Children’s Stage, including
Chumis the Clown, an adjacent,
free arts and crafts area, the
“Duarte Let’s Move” nutrition
and exercise area complete with
a fruit stand, a mini-carnival
area with free games, Laser Tag,
video game trailer and a giant
inflatable slide, all located on
the tennis courts.
Car enthusiasts and the
whole family can get their
kicks at the Route 66 Classic
Car Show across from Royal
Oaks Park. The car show offers
an opportunity to take a close-
up look at some of the many
beautiful antique and classic
cars featured in the parade.
Additionally, an antiques
engine display featuring a
variety of working engines and
motors will be on display.
