in all zones. The purpose of Municipal Code Text Amendment 15-04 is to further an objective of the City of Sierra Madre’s 2007 Ordinance No. 1266, prohibiting 
in all zones marijuana dispensaries which involves the distribution of drugs or other substances which is illegal to distribute or possess under federal law. The

LETTERS TO THE EDITOR

We have recently heard in the press that several members of the 
Sierra Madre Police Department have left to take jobs elsewhere, 
leaving our force short. I don’t blame them for a minute. As someone 
who works for a living, I understand perfectly. Some people are 
advocating that we should slash the utility tax, which essentially 
provides the money for police services, and a lot of other things. Some 
people are advocating that we switch our police service to the Sheriff’s 
Department. Both of these ideas are false economies. Without the 
utility tax we do not have the money for a huge percentage of our 
budget including police, no matter where we get it from. My bet is 
that when we look at the number quoted by the Sheriff it is for only 
bare bones service, and that at any level, the level we are accustomed 
to or any other level, the Sheriff would cost at least 25% more than 
our own department, as well as being less satisfactory to most Sierra 
Madre residents. As Pogo so famously said, “We have met the enemy 
and it is us”.

WHY I WILL VOTE NO ON MEASURE UUT & WHY I WILL NOT VOTE 
FOR A CITY COUNCIL CANDIDATE


I know there are Sierra Madre residents who are willing to pay whatever it 
takes to keep our local Police Department. They value the camaraderie of a 
small town department where the officers know us by name and feel part of 
the community. Unfortunately the days of such a police force are just no 
longer possible. Small towns like Sierra Madre cannot compete with larger 
cities for police personnel. Especially since the larger cities are now facing 
recruiting problems themselves.

 The ever increasing cost of maintaining our police department is the 
main reason the city has serious budget problems and why the city council 
is putting Measure UUT on the April ballot. The additional $1,000,000.00 
is needed to increase police salaries, benefits, and pay for the unsustainable, 
underfunded retirement plan. I believe this is throwing good money after 
bad, and is completely unnecessary. The Sheriff can provide better services 
at a much lower cost. The Sheriff has the benefit of size to achieve cost 
efficiencies we could never realize.

 Many make the Sheriff sound like a terrible thing. The fact is that hiring 
the Sheriff would be the best thing that could happen to protect the citizens 
of Sierra Madre from criminals. For years we have used the Sheriff’s and 
Pasadena’s services to do much of our heavy lifting for us with gratitude.

 If the UUT Measure fails we will have no choice but to hire the Sheriff. 
Even if Measure UUT passes we should still contract with the Sheriff. The 
Sheriff will provide us with increased services at a much lower cost. How 
could this not be the most responsible thing to do? And think of all the money 
we will start saving that could be used for infrastructure improvements which 
has been neglected for decades.

 This is why I will vote NO on Measure UUT. We need to discipline 
ourselves, learn to live within our means, hire the Sheriff, save lots of money, 
get more services, and then look for ways to pay for new water pipes, street, 
sidewalk, and other repairs.

 Now as for voting for a city council candidate here is why I will not 
vote for either one. First of all Mayor Capoccia and Council Member 
Harabedian can’t lose. They are running unopposed. So if we vote either 
for or against Measure UUT and do not vote for either candidate we will 
be sending a message to the entire city council who will see the lopsided 
number of votes cast for the UUT measure as opposed to the votes cast for 
the candidates.

 Those who vote no on Measure UUT and do not vote for a candidate will 
be saying, loud and clear, that they do not want to give the city the money to 
pursue the futile effort to save our police department. They want the Sheriff 
so we can save a money, get better police service, and then figure out how to 
fund the neglected infrastructure repairs.

 Those who vote yes on the UUT Measure and do not vote for a candidate 
will be saying, loud and clear, that they are willing to pay more taxes as 
long as the money goes to infrastructure improvements and not our local 
police department which within a year, two at the most, will be financially 
impossible to maintain. 

 I encourage everyone to vote on Measure UUT how they think is best. 
I will vote no on Measure UUT and I will not vote for a candidate for the 
reasons stated above. 

 I truly believe, that in the long run, this is in the very best interest of all who 
live in our cherished Village to the Foothills.
