THE ARCADIA RECREATION AND COMMUNITY 
SERVICES DEPARTMENT PROUDLY ANNOUNCES THE 
SUMMER CONCERT AND MOVIE SERIES FOR 2016! 

For the period of Sunday, May 1st, through Saturday, 
May 7th, the Police Department responded to 
859 calls for service of which 135 required formal 
investigations. The following is a summary report 
of the major incidents handled by the Department 
during this period.

Sunday, May 1:

At approximately 4:35 p.m., officers received a 
license plate reader notification of a stolen vehicle 
in the area of Santa Anita Avenue and Colorado 
Boulevard. Officers located the vehicle and 
conducted a traffic stop. The driver was contacted 
and found to be driving a stolen vehicle with an 
expired license, a dagger, materials for making hash 
oil, and several outstanding misdemeanor warrants. 
The 51-year-old male from Montclair was arrested 
and transported to the Arcadia City Jail for booking.

Around 7:45 p.m., an officer responded to Macy’s, 
400 South Baldwin Avenue, regarding a theft report. 
An investigation revealed the victim left her purse 
in a dressing room. When she returned to retrieve 
it, she noticed an unknown suspect had stolen her 
iPhone and wallet containing $200 cash and credit 
cards. No suspects were seen. The investigation is 
ongoing.

Monday, May 2:

At about 12:05 a.m., an officer responded to 
Albertson’s, 298 East Live Oak Avenue, regarding 
a customer loitering near the exit of the store with 
$400 worth of unpaid groceries. An investigation 
revealed the 35-year-old female from Altadena had 
concealed food in her waistband. She was also in 
possession of methamphetamine. She was arrested 
and transported to the Arcadia City Jail for booking. 
Her 53-year-old male friend from Arcadia had an 
outstanding misdemeanor warrant. He was cited 
and released at the scene.

At approximately 1:37 p.m., officers responded to 
Westfield Santa Anita, 400 South Baldwin Avenue, 
regarding four subjects who had made numerous 
attempts to purchase items with stolen credit 
cards. An investigation revealed the suspects were 
in possession of stolen credit cards and a stolen 
Identification Card. A 19-year-old male from 
Pomona, along with a 19-year-old male and two 
21-year-old males from Pasadena, were arrested and 
transported to the Arcadia City Jail for booking. 

Tuesday, May 3:

At about 4:38 a.m., an officer was dispatched to the 
1000 block of West Huntington Drive regarding 
a solo vehicle traffic collision. The driver collided 
with a center median and reflector signs. Upon 
contacting the driver, the officer detected a strong 
odor of alcohol emitting from the driver. Through a 
series of tests, the officer determined the suspect was 
driving under the influence of an alcoholic beverage. 
The 40-year-old male from Pasadena was arrested 
and transported to the Arcadia City Jail for booking.

Around 6:30 p.m., an officer responded to Westfield 
Santa Anita, 400 South Baldwin Avenue, regarding a 
stolen vehicle report. An investigation revealed, the 
victim parked and locked his vehicle before entering 
the shopping mall. He returned an hour later to find 
his vehicle missing. No suspects were seen and no 
witnesses were located. The investigation is ongoing. 

Wednesday, May 4:

Just after 08:51a.m., an officer initiated a traffic 
stop near the intersection of Huntington Drive and 
Centennial Way for expired registration. Upon 
contacting the 25-year-old female driver from 
Pomona, the officer determined she was driving 
without a license, in possession of methamphetamine 
and had an outstanding warrant for her arrest. Her 
passenger, a 20-year-old female from Rosemead, 
was in possession of marijuana and a meth pipe. 
Both females were cited and released in the field. The 
vehicle was impounded for 30 days.

At about 5:02 p.m., an officer responded to the area 
of Second Avenue and El Dorado Street regarding 
a suspicious occupied vehicle. An investigation 
revealed a male subject reclined in the driver’s seat 
was in possession of methamphetamine and a meth 
pipe. He also had an outstanding warrant for his 
arrest. The 28-year-old male from Los Angeles was 
arrested and transported to the Arcadia City Jail for 
booking.

Thursday, May 5: 

At about 7:02 p.m., an officer was dispatched to 
the Arcadia Supermarket, 627 West Duarte Road, 
regarding a theft of a purse. An investigation 
revealed the victim was seated in her parked vehicle 
when an unknown male suspect exited his vehicle, 
opened the victim’s unlocked passenger side door, 
and removed her purse from the passenger seat. 
He entered his vehicle and fled the scene. The 
investigation is ongoing.

 The suspect is described as a male, approximately 
30-years-old, 5’10” and heavy set. 

The suspect vehicle is described as a dark colored 
sedan.

Just after 8:24 p.m., an officer responded to the 
Arcadia County Park, 405 South Santa Anita 
Avenue, regarding a battery that had just occurred. 
An investigation revealed, the female victim was 
walking westbound on the sidewalk and the suspect 
was walking eastbound. As they crossed paths, the 
suspect punched the victim in the face. The suspect 
was contacted and found to be in possession of 
methamphetamine and marijuana. The 40-year-old 
female from Monrovia was arrested and transported 
to the Arcadia City Jail for booking.

Thursday evenings from 6:30-8pm on the lawn between City

 The 1st Marine Division Band, based out of Camp Pendleton, 
California, consists of 50 Marine musicians. While the primary 
mission of the 1st Marine Division Band is to provide musical 
support for military parades and ceremonies, they remain 
versatile to accommodate other needs. In addition to the 
Ceremonial Band and Concert Band, the band forms smaller 
ensembles such as Big Band, Jazz Combo, Brass Quintet, and 
Party Band. They perform at over 300 commitments a year, 
with highlights including the State Funeral of President Ford, 
the Tournament of Roses Parades, Disneyland’s Independence 
Day Concerts, and annual concerts at the California Center for 
the Arts, Escondido. In 2007, the 1st Marine Division Band was 
awarded the “Colonel George S. Howard Citation of Musical 
Excellence for Military Concert Bands” administered by the 
John Philip Sousa Foundation.

BRADBURY REQUESTS A PROPOSAL FROM MONROVIA 
TO PROVIDE LAW ENFORCEMENT SERVICES

Following are the weekend’s highlighted issues and events.

Felony Vandalism – Suspect Arrested May 12 at 6:06 
a.m., an officer was dispatched on the report of graffiti 
vandalism that had just occurred at a business in the 
2600 block of S. Peck. Officers responded and located a 
juvenile subject matching the description of the suspect. 
The subject was found in possession of two cans of blue 
spray paint and he had blue paint on his hands and 
clothing. The suspect admitted to committing the graffiti 
vandalism with the blue spray paint. 

 Officers checked the area and additional graffiti vandalism 
was discovered. Several businesses and vehicles were located 
with the blue spray painted graffiti on them. One business 
in the area of Myrtle and Duarte had extensive damage. An 
expanded check of the area revealed similar graffiti at two 
Los Angeles County Public Works yards in Irwindale, on 
curbs in the nearby unincorporated areas of Monrovia, and 
the Live Oak Bridge above the Santa Anita Wash was also 
vandalized. Vandalism reports were taken by the Irwindale 
Police Department and Los Angeles Sheriff’s Department on 
the incidents in their jurisdiction. 

Under the Influence of a Controlled Substance – Suspect 
Arrested May 12 at 7:53 p.m., officers responded to the 100 
block of W. Colorado regarding the report of a disturbing 
subject who was approaching pedestrians trying to trade 
a computer for a cell phone. Officers located the subject 
and determined he was under the influence of a controlled 
substance. The suspect was arrested and held for a sobering 
period. He was later released with a citation to appear in court 
on the charges. 

Residential Burglary May 12 at 8:33 p.m., a residential 
burglary was reported in the 1300 block of S. California. The 
resident left his home at 8:00 a.m. and returned at 8:00 p.m. 
Upon his return, he found his home had been ransacked. A 
firearm, miscellaneous jewelry and a computer were stolen. 
The suspect cut a padlock on a side gate and entered the home 
through an unlocked sliding glass door. The investigation is 
continuing. 

 

Bicycle Theft – Suspect Arrested May 12 at 10:14 p.m., a 
bicycle theft that just occurred was reported in the 2100 block 
of S. Myrtle. Officers located a suspect in possession of the 
stolen bicycle at Myrtle and Altern. He was arrested and taken 
into custody. 

Possession of a Controlled Substance – Suspect Arrested 
May 13 at 11:12 a.m., police were called to the area of Palm 
and Primrose regarding a suspect who was selling drugs 
in the park. An officer arrived and detained the suspect. A 
consent search of the suspect revealed methamphetamine 
in his backpack. The suspect was arrested for possession of a 
controlled substance. 

Parolee at Large / Felon in Possession of a Firearm / 
Possession of Controlled Substance for Sales / Possession of 
Drug Paraphernalia – Suspect Arrested May 13 at 5:14 p.m., 
an officer stopped a truck for a vehicle code violation in the 
area of Peck and Atara Street. The driver was found to be 
a parolee at large. A search of the vehicle revealed a loaded 
firearm inside the vehicle, as well as drugs. The suspect was 
arrested and taken into custody for the above listed charges. 

Shoplifting May 13 at 6:44 p.m., a business in the 900 block 
of W. Huntington called police to report a theft that had 
just occurred. A male and female entered the store. The 
female made a service payment as the male subject looked 
around the store, and then they left. A few minutes later, the 
male subject returned and asked for a glass of water. When 
the employee went in the back to get the water, the subject 
stole an iPhone that was on the counter. Identification of 
the female was obtained from the payment records and 
the investigation continues to identify and locate the theft 
suspect. 

Public Intoxication – Suspect Arrested May 14 at 12:19 
a.m., an officer was dispatched to the 1000 block of S. Myrtle 
regarding a subject who was intoxicated and staggering down 
the street. The officer contacted the subject and determined 
he was too intoxicated to care for himself. The subject was 
arrested and held for a sobering period. 

Driving Under the Influence of Alcohol – Suspect Arrested 
May 14 at 2:05 a.m., an officer on patrol stopped a vehicle 
in the 2200 block of S. Myrtle for a vehicle code violation. 
Upon speaking to the driver, the officer noticed symptoms 
of alcohol intoxication. Through investigation, the driver 
was determined to be driving under the influence and was 
arrested. The driver was taken into custody and held for a 
sobering period. The suspect was later released with a citation 
to appear in court. 

Shoplifting – Suspect Arrested May 14 at 6:08 p.m., a business 
in the 1600 block of S. Mountain called police to report a 
suspect detained by loss prevention for shoplifting. The female 
suspect had removed several items from the store without 
paying. Loss prevention personnel placed the suspect under 
citizen’s arrest and officers took her into custody. She was 
later released on a citation to appear in court on the charges. 

 

Public Intoxication – Suspect Arrested May 15 at 12:41 a.m., 
officers responded to the 800 block of Norumbega regarding 
reports of several vehicles racing in the area. When the 
officers arrived, they located several vehicles. They stopped 
the vehicles and conducted their investigation. A resident 
at the location came outside and began interfering with the 
investigation. The resident had been drinking and would not 
listen to officers, who requested he go back into his residence. 
The suspect was extremely intoxicated and continued to 
interfere with the investigation. He was arrested for public 
intoxication and held for a sobering period. He was later 
issued a citation to appear in court. 

Weapon Offense May 15 at 1:27 a.m., an officer was 
dispatched to a business in the 800 block of S. Magnolia on 
the report of a weapon offense. The victim was smoking a 
cigar by the front door of the location. He was confronted by a 
male Hispanic suspect wearing a green bandana over his face. 
The suspect told the victim “this is my vario” and exhibited a 
firearm in his waistband. The victim tried to remain calm and 
offered the suspect a beer. The suspect took the beer and left 
the location in a dark-colored Honda Civic. The investigation 
is continuing. 

Recently, Bradbury requested that Monrovia provide a 
proposal for providing law enforcement services for their 
community. As you may be aware, Bradbury has been 
considering alternative ways of providing police services, 
which they currently handle through a contract with the 
Los Angeles County Sherriff’s Department.

 Prior to coordinating the proposal, our staff spent 
significant time assessing the service level needs for 
Bradbury. Among other interesting details, the review 
determined that Bradbury experiences less than 150 calls 
for service per year. For comparative purposes, Monrovia 
on handles in excess of 450 calls for service per week.

 Based on our assessment, it was clear that Monrovia 
could take on the provision of law enforcement services 
for Bradbury with minimal adjustments to our current 
police department operation. Subsequently, the City 
developed a police services proposal for Bradbury that 
includes both a base law enforcement option and a listing 
of supplemental law enforcement services for Bradbury 
to consider at an additional cost.

 City staff attended a special meeting of the Bradbury 
City Council to discuss the proposal in greater detail on 
May 11, 2016. During that meeting, Police Chief Hunt 
and I provided an overview of the law enforcement 
services proposal that we developed for Bradbury, and 
answered a variety of questions from their City Council 
related to how such a proposed partnership would work.

 At the conclusion of the meeting, the Bradbury City 
Council requested that their staff perform additional 
review and analysis regarding law enforcement service 
provider options. To that end, Bradbury is planning on 
coordinating a series of workshops to better compare 
the options of transitioning to Monrovia for law 
enforcement services vs. continuing with the Sheriff’s 
Department. No matter what direction the City of 
Bradbury moves forward in, here in Monrovia, we are 
looking forward to continuing to work together on a 
variety of different issues in partnership.

 Staff will continue to interface and work with Bradbury 
on this potential project, and we will be certain to keep 
everyone apprised of this possible partnership as the 
entire process unfolds.

NEIGHBORHOOD COMPATIBILITY ORDINANCE 
SET TO MOVE FORWARD


At the Planning Commission meeting last week, staff, 
in partnership with Commissioner Winn, presented an 
overview of the forensic analysis that was conducted for 
the property located at 122 North Alta Vista Avenue. 
The presentation focused on the unique review process 
that has been coordinated since mid-March 2016, when 
Commissioner Winn served as the “applicant” for a 
hypothetical project at 122 North Alta Vista Avenue.

 As we worked with Commissioner Winn’s “proposed 
project” utilizing the new building envelope, building 
size, and compatibility / design review authorities 
included in the City’s proposed development standards 
update to address neighborhood compatibility issues, 
the proposed project ultimately resulted in the 
following revised design after several evolutions of 
design:

 The response from the Planning Commission was 
described as overwhelmingly positive, and moving 
forward, staff is now in the process of drafting the 
ordinance that if approved, will codify the proposed 
development standard modifications that were created 
during our neighborhood compatibility review process. 
In addition, concurrent to staff drafting the ordinance, 
we also are planning on coordinating a Study Session 
with the City Council at our June 7, 2016 meeting to 
review all of the final proposed modifications.
