ARCADIA POLICE BLOTTER

TWO BROTHERS ARRESTED FOR RESIDENTIAL 
BURGLARY THURSDAY MORNING

For the period of Sunday, December 25th, through Saturday, 
December 31st, the Police Department responded to 941 calls 
for service of which 123 required formal investigations. The 
following is a summary report of the major incidents handled 
by the Department during this period.

Sunday, December 25:

 Shortly before 10:55 p.m., an officer responded to the area 
of First Avenue and Foothill Boulevard regarding a domestic 
dispute. An investigation revealed a physical altercation 
occurred between a boyfriend and girlfriend, resulting in 
the boyfriend punching the victim and slamming her head 
into the dash of the vehicle numerous times. The 36-year-
old male from Sierra Madre fled on foot and is outstanding 
at the time of this report.

Monday, December 26:

 Around 2:05 p.m., an officer responded to a residence in 
the 600 block of Walnut Avenue regarding a burglary report. 
Surveillance footage revealed two suspects shattered a rear 
sliding glass door and entered the residence; however, they 
quickly fled due to the alarm activation. The investigation is 
ongoing.

 At about 4:37 p.m., an officer responded to a residence in 
the 400 block of Sharon Road regarding a fraud investigation. 
The victim received a phone call from someone claiming to 
be their oldest grandson. The victims wire transferred $950 
before discovering it was a scam. The victims were unable to 
provide any suspect information.

 Just after 10:47 p.m., an officer responded to the 1100 
block of West Orange Grove Avenue regarding a vehicle 
burglary report. The officer discovered an unknown 
suspect broke the passenger window of the vehicle and 
stole a backpack and jacket. No suspects were seen and no 
witnesses were located.

Tuesday, December 27:

 Around 8:10 a.m., an officer responded to Orchid 
Thai Cuisine, 1311 South Baldwin Avenue, regarding a 
commercial burglary report. An investigation revealed an 
unknown suspect shattered the front glass door, stole cash 
from the register, and fled undetected. The total loss was 
$466.00. The investigation is ongoing. 

 Just before 3:08 p.m., an officer responded to the 100 
block of West Palm Drive regarding the activation of 
an Arcadia Police Department GPS tracker. Arcadia 
PD detectives had previously deployed decoy packages 
containing bait property and tracking devices to combat the 
increase in package thefts from residential areas. The officer 
determined a 29-year-old male from Long Beach and a 
34-year-old female from Whittier had the stolen package, 
property, and tracking device in their vehicle. The suspects 
were arrested and transported to the Arcadia City Jail for 
booking.

 At approximately 9:25 p.m., an officer responded to an 
apartment complex in the 400 block of Fairview Avenue 
regarding a mail theft report. Witnesses reported seeing an 
unknown Asian male pry open a set of mail boxes and steal 
the victims’ mail. The suspect was seen fleeing in a white, 
two-door Honda with tinted windows. The investigation is 
ongoing.

Wednesday, December 28:

 Shortly after 2:00 p.m., officers responded to a residence 
in the 600 block of East Norman Avenue regarding a 
burglary report. An investigation revealed sometime 
between December 18th and December 28th, unknown 
suspect(s) smashed the rear sliding glass door, entered the 
nearly empty home, and fled with an unknown amount 
of property. No suspects were seen and no witnesses were 
located. The victim was out of the country during the time 
of the incident.

 At about 1:40 p.m., officers responded to a traffic collision 
in the 800 block of Fairview Avenue regarding a male driver 
who collided with the main gate of an apartment complex. 
Witnesses identified the suspect and officers located him in 
his home. Through a series of tests, the officer determined 
the 76-year-old male from Arcadia had been driving under 
the influence of an alcoholic beverage at the time of the 
collision. The suspect was arrested and transported to the 
Arcadia City Jail for booking. 

Thursday, December 29:

 Just before 10:24 a.m., an officer responded to 
the Arcadia Public Library, 20 West Duarte Road, 
regarding a trespassing report. The subject was causing a 
disturbance and had threatened an elderly patron before 
being asked to leave. The suspect left but returned 30 
minutes later. The 23-year-old male from Arcadia was 
arrested and transported to the Arcadia City Jail for 
booking.

 At approximately 3:33 p.m., an officer responded to the 
Santa Anita Mall, 400 South Baldwin Avenue, regarding a 
vandalism report. An investigation revealed an unknown 
suspect scratched the victim’s front and rear passenger 
doors. No suspects were seen and no witnesses were located.

Friday, December 30: 

 At about 3:32 p.m., an officer responded to the 1100 
block of South Baldwin Avenue regarding a suspicious 
male following the reporting party. The officer discovered 
the unknown male and vehicle matched a suspect involved 
in two lewd conduct incidents earlier in the week. The 
investigation is ongoing. 

 Just before 10:07 p.m., officers responded to a residence 
in the 1000 block of West Orange Grove Avenue regarding 
a burglary report. The officer determined an unknown 
suspect smashed a bedroom window, ransacked the 
residence, and fled with an unknown amount of property. 
The victim was out of town during the time of the crime. No 
suspects were seen and no witnesses were located.

Saturday, December 31:

 Shortly after 11:35 p.m., an officer conducted a traffic 
stop on a vehicle in the area of Colorado Boulevard and 
San Antonio Road for having a broken brake light. A 
records check of the vehicle revealed it had been reported 
stolen out of the City of Hawthorne. The driver and 
occupants were detained and transported to the Arcadia 
Police Department; however, further investigation did 
not reveal sufficient evidence for a criminal complaint to 
be filed. The individuals associated with this case were 
released from custody and the investigation is ongoing.

Police jailed two brothers on Thursday as they fled 
from an alleged home burglary in Arcadia, officials 
said.

 Jayshawn McKnight, 27, of Los Angeles and 
parolee Javon McKnight, a 30-year-old transient, 
were booked on suspicion of residential burglary, 
Arcadia police Sgt. Kirk Pedersen said in a written 
statement.

 Officers responded to a burglary alarm 
about 10:30 a.m. in the area of Santa Anita and 
Grandview avenues, at the northern end of town, 
officials said.

 As police were investigating the break-in, 
several witnesses reported seeing two men running 
through nearby yards.

 Arcadia police, aided by their counterparts in 
the Sierra Madre police department, set up a search 
perimeter and soon arrested the McKnight brothers 
in connection with the burglary, Pedersen said.

 Javon McKnight, who is already on parole 
following 2015 convictions for burglary and being 
a convicted felon in possession of a firearm, was 
being held without bail pending his initial court 
appearance, according to officials and Los Angeles 
County Superior Court and booking records.

 Jayshawn McKnight was being held in lieu of 
$50,000 bail pending his initial court appearance, 
records show.

CALIFORNIA PUBLIC UTILITIES COMMISSION 
TO HOLD PUBLIC HEARING IN MONROVIA ON 
PROPOSED WATER RATE INCREASE, JANUARY 18

HISTORIC SANTA FE DEPOT RENOVATION 

WORK SET TO BEGIN IN JANUARY 2017

If you will recall, the City has been working for 
the past several months on finalizing all of the 
design / building plans for the rehabilitation of 
the Historic Santa Fe Depot, which is planned 
to be utilized as a café / restaurant use once it 
is fully restored. We are excited to be able to 
share that we have been able to make significant 
progress of late, and this next week, on January 
4, 2017, staff will be meeting with our selected 
development partners at Daylight Limited, 
LLC, and their contractor, Jorgensen Reeve 
Builders, to review our overall rehabilitation 
and renovation plans for the Historic Santa 
Fe Depot located in Station Square. At the 
meeting, we plan on discussing site preparation, 
construction mobilization, construction 
timelines, and other related matters. In addition, 
based on preliminary discussions we have had 
to date, we anticipate that the renovation work 
at the Historic Santa Fe Depot will begin at some 
point in January 2017. We will be certain to keep 
everyone informed as to our progress moving 
forward, and to give everyone a sneak-peak as 
to what we have planned for the Historic Santa 
Fe Depot… check out the artists renderings of 
the rehabilitated facility included below!

DUARTE, CA, January 5, 2017 – The California 
Public Utilities Commission (CPUC) will hold 
a Public Participation Hearing (PPH) covering 
California American Water’s General Rate Case 
increase request on Wednesday, January 18, 
2017 at the Courtyard Marriott Hotel at 700 W. 
Huntington Drive in Monrovia. The hearing will 
begin at 6:00 pm taking place in the hotel’s Salon 
B. The hearing will cover the proposed revenue 
requirement increase for its Southern California 
Districts. Duarte residents could see their water 
rates increase by anywhere from 19.34% to 28.26% 
in 2018; 4.17% to 5.80% in 2019 and 3.65% to 5.21% 
under the proposed rate increase request. 

 The PPH provides the public an opportunity 
to comment on California American Water’s 
General Rate Case Application for 2018-2020. A 
CPUC Administrative Law Judge will proceed 
over the hearing and CPUC staff will also be in 
attendance. A court reporter will transcribe the 
comments during the hearing. Representatives 
from California American Water will also be there 
to present and explain their proposed request. 

 The CPUC’s Division of Ratepayer Advocates 
(DRA) will also be available to listen to public 
comments. The DRA is an independent division 
of the Commission whose role is to represent and 
advocate on behalf of public utility customers in 
order to obtain the lowest possible rates consistent 
with reliable and safe service. 

 Duarte residents are encouraged to attend 
the hearing, both to ask questions and share 
their thoughts or concerns with CPUC staff, and 
California American company representatives.

COMPASSIONATE RESCUE – CHANGING THE 
WORLD ONE COMMUNITY AT A TIME

POLICE DEPARTMENT INVESTIGATING THE SITUATION

We wanted to let everyone know that a gang-related 
shooting occurred in Monrovia in the early morning 
on December 28, 2016. At 1:15 a.m., at 1324 South Alta 
Vista Avenue, a male Hispanic and a female were walking 
in front of the identified location. A vehicle with three 
as of yet unidentified African American suspects pulled 
up, and the individuals were reported to have yelled out 
“Duroc,” in reference to the Duroc Crips gang.

 The suspects then proceeded to fire 5 rounds from a 
9 mm pistol at the two victims. The male Hispanic was 
struck in the foot and in the upper leg, however, his 
injuries are thankfully not considered life threatening. 
Also of note, the female was not struck by the gunfire.

 The Monrovia Police Department has been investigating 
this issue, and we will be sure to monitor the situation in 
the community and provide updates as the investigation 
unfolds. It would be appreciated if you could please 
pass along the word about this incident to your friends 
and neighbors, and also, please encourage them to call 
the Monrovia Police Department with any information

Alan and Voki Unell are remarkable people. As Board 
Members of Compassionate Rescue, they are helping 
change the world one community at a time. Their 
focus is on providing clean water to communities 
in need. This past year, in conjunction with Duarte 
Kiwanis, they targeted a village in El Salvador. The 
water in this community was so polluted, children 
were being diagnosed with liver ailments. Together, 
Compassionate Rescue and Duarte Kiwanis were able 
to fund 8 large water filtering units for 8 schools in 
the village. These filters are designed to last five years 
and will provide clean water for the school children 
and their families. The filter manufacturer provided 
hands-on training along with the shipment to ensure 
this is truly a “sustainable” project - where the citizens 
“own” their own solution.
