ANOTHER SENSELESS DEATH AND

WHAT LAW ENFORCEMENT IS DOING

This week’s column was supposed to be about the Monrovia-
Arcadia-Duarte Town Council-our history, areas we 
represent, improving life in our community and our goals. 
However because of recent shootings and information shared 
at our April Town Council Meeting, it will be published next 
week.

The well-attended Town Council Meeting brought Stephanie 
English, Public Safety Officer and Field Deputy Debra 
Mendelsohn, from Supervisor’s Bargar’s District. Residents 
met LASD Area Commander Scroggins, Temple Station’s 
Cpt. Flores, Lt. McNeal, Duarte’s Sgt. Keaney and Operations 
Safe Street’s Lt. Walk. 

 Captain Flores introduced himself and his staff 
and told how they are working to improve our area. 
Deputy Nelson gave her monthly report on crimes 
and answered questions. There were also reports from 
Arcadia PD Community Officer Vercillo, Pamela Park, 
and Duarte and Live Oak Library Staff.

 Jeanette Chavez, mother of the late Samantha Salas, slain in 
front of Riviera Apts., questioned LASD Cpt. Flores about the 
number of deputies on each shift. She was quite upset about 
the recent killings-she didn’t want other parents to suffer so 
much pain. Samantha was beautiful, artistic, volunteered at 
Church; her future looked bright, but her life was cut short. 
Ms. Chavez felt Monrovia PD had more officers and the two 
agencies didn’t communicate.

 A few days later, I spoke at length to Monrovia Police Chief 
Jim Hunt. He said all the surrounding agencies work together 
and Duarte and Monrovia still utilize the D.A.M.A.G.E. 
Program- a Monrovia Sgt. rides with two deputies; the Duarte 
Sgt. with two MPD officers. (See 1998 Photo of Duarte Sgt. 
Biagini and Monrovia Sgt. Pete Mullins in the early days of the 
program.)

 Chief Hunt mentioned his department’s smaller size, 
but officers spend their entire career there, so they are well 
acquainted with the area and residents. He also spoke of the 
Gang Injunction being a very effective tool for his City; there 
are no gang member residents in the City.

 I favored the Injunction because in the early 90’s, it was a 
most effective tool to clean up the Goodall County Area. The 
City of Duarte does not have it.

 In 2008, Duarte voted not to utilize the Injunction and 
I thought that was a mistake. The County was willing to 
fund half of it. However last night I attended the Duarte City 
Council Meeting and learned a lot. It wasn’t a rash decision 
not to have the Injunction. There was a lot of thought, dialogue 
and research done before they voted against it. I listened to 
their arguments and then understood their decision. (Their 
proactive program-will be explained in a future column.)

 The Injunction gives law enforcement the tool to remove 
gang members from their city. Duarte has no injunctions and 
recently had shootings. But the County area with injunctions 
also has had gang-related shootings. (I believe we need the 
injunction in the county areas because of recent gang activity.)

 I also believe that Prop 109 has caused a lot of havoc as 
predicted by former Supervisor Antonovich. Ankle Bracelets 
do not work. (Girl held captive for eleven hours and raped. 
Whittier officer killed) I don’t know an instant solution to this 
violence and senseless killing.

 But I do know that LASD and Monrovia PD are working 
very diligently to end it. LASD has brought in Operations Safe 
Streets personnel. There have been joint meetings between 
these two agencies as well as Pasadena PD, Pomona PD and 
Claremont PD and sharing of info and resources. Also a 
Community Mediation Team of residents have been meeting 
for discussions. Let’s all work together and support our law 
enforcement as they try to end the violence. And finally, 
PLEASE call your local law enforcement agency is something 
usual is happening. They are grateful for information. See you

REP. SCHIFF ANNOUNCES ANNUAL 2017 STUDENT 
ART COMPETITION WITH ONLINE VOTING FOR 
“PEOPLE’S CHOICE” WINNER

Burbank, CA – Today, Rep. Adam Schiff (D-Burbank) 
announced that he will host the annual Congressional Art 
Competition Forum & Exhibit for the 28th District, featuring 
students’ artwork from the 28th Congressional District, on 
Thursday, May 11, 2017. The Congressional Art Competition 
receives submissions from all across the country. The winner 
from each Congressional District has their work displayed 
in the U.S. Capitol for one year. This year, 54 students from 
24 schools located in the 28th District participated in the 
competition.

 In addition, for the last several years, Rep. Schiff hosts a 
“People’s Choice” award, which will be decided through an 
online vote. To vote for the “People’s Choice,” constituents 
should go to Rep. Schiff’s website under Art Competition. 
Voting will be open Wednesday, April 26 through Friday, 
May 5, 2017.

 “I am continually blown away by the talent and creativity 
displayed in the artwork that is submitted from students 
around the District each year, and this year is no exception,” 
said Schiff. “I look forward to seeing all of these incredible 
entries in person and welcoming artists and their families to 
celebrate their accomplishments. I am equally excited to see 
who our community members choose as their own ‘People’s 
Choice’ pick – so don’t forget to visit my website and vote!”

The Congressional Art Competition began in 1982 to provide 
the opportunity for Members of Congress to encourage and 
recognize the artistic talents of their young constituents. 
Since then, hundreds of thousands of high school students 
have participated in the nationwide competition.

The first place winner’s artwork will hang in the U.S. 
Capitol for one year, the piece awarded second place will be 
displayed in the Congressman’s Washington, D.C. Office 
for one year, the piece awarded third place will hang in 
his Burbank District Office for one year and the “People’s 
Choice” winner’s artwork will be displayed in Rep. Schiff’s 
Hollywood District Office.

 The winners of the contest will be announced at the 
28th Congressional Art Competition Forum & Exhibit on 
Thursday, May 11, 2017. All student participants will receive 
a Congressional Certificate of Recognition. The exhibit will 
be held at Descanso Gardens in La Cañada Flintridge at Van 
de Kamp Hall located at 1418 Descanso Drive, La Cañada 
Flintridge, CA 91011. Parking and admission to Van de 
Kamp Hall are free. Exhibit viewing will begin at 5:00 pm 
and the Forum and Awards Presentation will take place at 
7:00 pm. Light refreshments will be served.
