Beloved Wife, Mother, Grandmother and Annunciation School’s 3rd Grade Teacher

For the period of Sunday, May 6th, through Saturday, 
May 12th, the Police Department responded to 980 calls 
for service, of which 109 required formal investigations. 
The following is a summary report of the major incidents 
handled by the Department during this period.

Sunday, May 6:

 Shortly before 11:58 a.m., an officer responded to a 
residence in the 2200 block of Highland Oaks Drive 
regarding a vandalism report. The victim discovered an 
unknown suspect threw a rock through a rear second-
story window. No suspects were seen and no witnesses 
were located. 

 At approximately 12:57 p.m., an officer responded 
to the Santa Anita Race Track, 285 West Huntington 
Drive, regarding a grand theft report. Surveillance 
footage revealed the suspect stole a printer and card 
reading machine. 

 The suspect is described as a white male, 5’8” to 5’10”, 
with a thin mustache, weighing approximately 170 
pounds. The investigation is ongoing. 

Monday, May 7:

 Just after 10:13 a.m., an officer responded to Yoyo 
Chinese Learning School, 324 East Foothill Boulevard, 
regarding a burglary report. The officer discovered an 
unknown suspects pried open the front door, stole 
cameras and computers, and fled undetected. The 
investigation is ongoing. 

 At approximately 12:00 p.m., officers responded to a 
residence in the 1400 block of Melanie Lane regarding 
a burglary in progress. An investigation revealed an 
unknown suspect entered the residence while the victim 
was home, was scared off by the victim, and fled on foot. 
The getaway driver was located by assisting officers. The 
driver, a 23-year-old male from Los Angeles was arrested 
and transported to the Arcadia City Jail for booking. The 
driver also had an outstanding misdemeanor warrant. 
The second suspect is outstanding at the time of this 
report. The investigation is ongoing. 

Tuesday, May 8:

 Around 12:09 a.m., an officer responded to a residence 
in the 1400 block of South Fourth Avenue regarding 
a burglary report. Surveillance footage revealed two 
unknown suspects smashed a rear window and stole a 
small safe and cash before fleeing.

 The suspects are described as two medium to heavy 
set males in hooded jackets. The investigation is 
ongoing. 

 Just before 8:05 a.m., an officer responded to a 
parking lot in the 400 block of Fairview Avenue 
regarding a vehicle burglary report. The officer 
determined an unknown suspect entered the vehicle by 
unknown means and stole paperwork. The investigation 
is ongoing. 

 Shortly after 6:19 p.m., an officer responded to 7-11, 
2 East Duarte Road, regarding a petty theft report. The 
victim stated she placed her backpack outside of the 
entrance and then witnessed the suspect take it and flee 
on a bicycle. 

 The suspect is described as a black male in his early 
20’s. The investigation is ongoing. 

Wednesday, May 9:

 At about 4:33 p.m., an officer initiated a traffic stop 
on a vehicle in the area of Rosemead Boulevard and 
Huntington Drive for driving with expired registration. 
Upon contacting the driver, the officer saw a bag 
containing a large number of cell phones. The officer’s 
investigation revealed the suspect was in possession of 
a large amount of cash and unaccounted for cellphones. 
The Arcadia PD K-9 dog detected the odor of narcotics 
and the case has been turned over to the California 
Highway Patrol for further investigation. The 28-year-
old male from Bakersfield was arrested and transported 
to the Arcadia City Jail for booking. 

Thursday, May 10:

 Before 6:01 a.m., an officer responded to the 1000 
block of East Camino Real regarding the activation of 
an Arcadia Police Department GPS tracker. Arcadia 
PD detectives had previously deployed bait packages to 
combat the increase in package thefts from residential 
areas. The suspect was in possession of the stolen 
package and its contents. A 23-year-old male from 
Duarte was arrested and transported to the Arcadia City 
Jail for booking.

 Around 11:23 p.m., officers responded to the Santa 
Anita Mall, 400 South Baldwin Avenue, regarding a 
stolen vehicle report. Mall security officers stated as 
they approached the vehicle, the passenger fled on foot. 
Arcadia PD officers discovered the vehicle was stolen 
but the driver had fled. The investigation is ongoing. 

Friday, May 11: 

 At about 2:32 p.m., an officer responded to Sephora, 
400 South Baldwin Avenue, regarding a trespassing 
report. Loss prevention initiated contact with the 
subject because he had been banned from the store for 
shoplifting. The subject was asked to leave but he ignored 
the Loss Prevention Agent. The 58-year-old male from 
Los Angeles was then arrested and transported to the 
Arcadia City Jail for booking. 

 Just before 7:35 p.m., an officer responded to the 
100 block of Bonita Street regarding a disturbance. 
The officer located an intoxicated subject who was 
seen urinating on a parked vehicle. The 36-year-old 
male from Arcadia was arrested and transported to the 
Arcadia City Jail for booking. 

Saturday, May 12:

 Shortly after 7:16 p.m., officers responded to the 
intersection of Huntington Drive and Holly Avenue 
regarding a suspected DUI driver. The investigation 
revealed a 22-year-old male from Moreno Valley 
exhibited signs of intoxication and the freshly damaged 
vehicle matched the description of a hit and run vehicle 
reported from the mall just a short time earlier. The 
suspect was arrested and transported to the Arcadia 
City Jail for booking. 

 At approximately 9:50 p.m., an officer responded to the 
Santa Anita Mall, 400 South Baldwin Avenue, regarding 
a vehicle burglary report. The officer determined an 
unknown suspect smashed the passenger side window 
and stole various clothes, makeup, and a sports bag. No 
suspects were seen and no witnesses were located.

On Mother’s Day, when we entered 
Annunciation Church for Mass, I 
received the sad news that Mrs. Santos 
had passed away. This past March, she 
was in failing health, but cheerfully 
celebrated her 87th birthday. She leaves 
behind her beloved husband, sons Alex 
and Eric, daughter Laurie and their 
families.

 The first two years at Annunciation, 
I taught 4th Grade, and Lucy was 
across the hall and my pal. Our classes 
performed together and she was such a kind soul 
with a deep belief in God. I never heard her say 
one unkind word about anyone in our 30+ years of 
friendship. Mrs. Donnelly another Annunciation 
retiree mentioned that to me when we 
visited Lucy. I thought that was quite 
remarkable. 

 Anytime I’d meet former students, they’d 
about Mrs. Santos. They really loved her 
and told me they learned so much from 
her. I hope many Annunciation former 
students and families see this and can 
attend the special Memorial Mass. The 
family is residing out in Chino Hills, but 
when they heard how much Lucy meant 
to this parish, they made arrangements 
here.

ARCADIA PLANS FOR THE FUTURE 
Summary of Arcadia’s FY 18-19 Budget Goals & Challenges

On Tuesday, May 15, 2018, Arcadia City Manager 
Dominic Lazzaretto presented the City’s FY 18-
19 budget, launching a robust public discussion 
regarding vital City services. As always, the City 
is committed to continuing its work towards 
maintaining public safety and the quality of services 
Arcadia residents expect and deserve. 

 The FY 18-19 budget maintains existing levels of 
public services, but the City can no longer guarantee 
that services will remain at current levels over the 
long-term. Due to recent changes in state law and 
other fiscal constraints, the City’s proposed budget 
has a structural deficit of nearly $3.1 million with 
expenditures in excess of revenues. According to 
the City’s long-term financial forecast, the structural 
deficit will remain for the foreseeable future. 

 “Historical state takeaways, unfunded mandates, 
and cost increases have put the City at a crossroads,” 
said City Manager Lazzaretto. “While Arcadia 
has the financial resources to maintain existing 
service levels in the short-term, in order to avoid 
catastrophe, we will either need to modify service 
levels or identify additional locally-controlled 
funding resources.” 

 In a recently-commissioned Community Priorities 
Survey, Arcadia residents stated strongly that they want 
existing levels of police and fire public safety services 
maintained. Among other priorities, residents cited 
preventing and investigating property crimes, like thefts 
and burglaries, maintaining local paramedic services, 
and protecting 911 emergency response times as 
primary areas of concern.

 The City of Arcadia will continue to work hard 
to preserve the vital City services that our residents 
expect and deserve. This budget holds the line on key 
services through the prudent use of City reserves, 
but the City will need to do more to protect service 
levels in the coming years, which is why the City will 
continue to engage residents on community service 
priorities. We want to continue hearing the priorities 
that are important to Arcadia residents and take 
action to ensure that we work with the community 
to protect our excellent services and high quality of 
life. 

 If you are interested in taking a leadership role on 
this important topic, the City of Arcadia is accepting 
applications for the newly formed Citizen Financial 
Advisory Committee. This ad hoc committee will be 
responsible for reviewing the City’s long-term financial 
forecast and providing recommendations to the City 
Council for potential revenue enhancement and/
or cost containment strategies. The commitment is 
expected to be for a period of no more than six months, 
but will require intense review and discussion about 
the City’s financial future.

 Due to specialized nature of this Committee, 
prospective candidates with a background in finance 
are preferred. To serve on the Committee, candidates 
must be at least 18 years of age, a registered voter, 
and a resident of the City of Arcadia. 

 Qualified candidates with an interest in serving 
may pick up an application from the City Clerk’s 
Office, located at 240 W. Huntington Drive, or print 
one off of the City’s website at ArcadiaCA.gov/
CitizenService. Applications must be submitted 
to the City Clerk’s Office on or before the close of 
business on Thursday, May 24, 2018. Appointments 
are expected to be made in June.

Vandalism

May 10 at 6:32 a.m., a resident in the 500 block of E. 
Olive walked outside her home and discovered someone 
had slashed two of her vehicle tires sometime during 
the night. This investigation is continuing.

Attempt Residential Burglary

May 10 at 12:55 p.m., a resident in the 1700 block of 
Venice was at home when he saw two male subjects 
attempting to break into the house through the back 
door. When the suspects saw the resident was home, 
they both ran. Officers responded, but were unable to 
locate the suspects. This investigation is continuing.

Under the Influence of Narcotics – Suspect Arrested

May 10 at 4:33 p.m., a caller reported a male subject in 
the 300 block of W. Huntington behaving suspiciously. 
Officers arrived and contacted the subject. They found 
he was under the influence of a controlled substance. 
After field tests were conducted, he was arrested.

Grand Theft Auto

May 10 at 7:41 p.m., officers were alerted to a possible 
stolen vehicle traveling north in the 700 block of S. 
Myrtle. The vehicle was located and stopped by officers. 
The female driver was not the owner of the vehicle, 
nor did she have permission to possess it, so she was 
arrested for grand theft auto.

Warrant – Suspect Arrested

May 11 at 11:48 a.m., officers responded to a house in the 
1000 block of Royal Oaks to check on the welfare of an 
elderly female subject who had possibly been battered 
by her grandson. Officers arrived and investigated the 
allegations; however, the crime was not substantiated. 
A computer check revealed the grandson had two 
warrants for his arrest, so he was taken into custody.

Commercial Burglary

May 11 at 12:25 p.m., the owner of a business in the 
1800 block of S. Myrtle arrived to work and discovered 
several items had been stolen. The last time he saw the 
items was a week prior. Officers arrived to investigate 
the theft. This investigation is continuing.

Petty Theft

May 11 at 1:12 p.m., a caller reported he was at a gas 
station in the 800 block of E. Huntington when he was 
approached by a male subject selling vehicle wheels. 
The caller gave the subject money for the wheels. After 
receiving the money, the subject fled with the money 
and the wheels. Officers responded, but were unable to 
locate the subject. This investigation is continuing.

Commercial Burglary

May 11 at 6:15 p.m., two female subjects entered a store 
in the 100 block of W. Foothill, carrying empty bags. 
They proceeded to fill the bags with approximately 
cosmetics, then fled the store without paying. Officers 
responded, apprehended one of the suspects and 
arrested her. The investigation is continuing to identify 
the second suspect.
