The purpose of this Ordinance is to establish objective zoning, subdivision, and design standards to promote the orderly
subdivision of parcels and development of housing under Senate Bill 9 (SB 9) and Assembly Bill (AB 803). Both bills
took effect on January 1, 2022.
SB 9 amends the Subdivision Map Act and the California Planning and Zoning Law to ministerially approve a housingdevelopment containing up to two residential units on a lot in single-family residential zones, and permitting a lot splitof a single-family zoned lot. SB 9 also applies Exceptions to Ministerial Design Review Permits and Urban Lot Splits,
exempting properties located within an historic district or containing an historic property (on a state or local register); or
located inan environmentallysensitive area, such as earthquake faultzones or very high fire hazard severityzone,unless
the City has adopted mitigation measures required by existing building standards.
AB 803 amends the Subdivision Map Act to authorize developers to apply to build a “small home lot development.” In
these developments, a single parcel in a multi-family zone would be subdivided pursuant to a tentative and final tract
map. The resulting “small home lot development” would consist of single-family homes on parcels owned in fee simple.

of reasons a city can refuse a concession, incentive or waiver, among other changes.
SB 290 took effect January 1, 2022. Staff also proposes adding a preliminary design review provision to allow the PlanningCommission and residents an opportunity to review projects upon submission of a complete application and adding an appeal
provision to be consistent with other development permit procedures.

The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct a public hearingto consider recommending adoption of Ordinance 1449, amending Chapter 17.29 (Multiple Family Residential High DensityResidential) and Ordinance 1450, adding 17.39 (Religious Housing Overlay), Title 17 (Zoning) of the Sierra Madre MunicipalCode. The amendments to the City’s zoning ordinances are to conform to recent adopted 2021-2029 Housing Element update.
In November 2021, the City Council approved Sierra Madre’s Sixth Cycle Housing Element update, which selected housingpriority sites to increase the density to 20 units per acre for parcels in the R-3-20 zone, 30 units per acre for parcels in the R-3
30 zone, and maximum density of 42 units per acre for the parcels in the Religious Housing Overlay zone, which took effect on
November 9, 2021.
The Planning Commission discussed the matter and conducted a public hearing on March 3, 2022, forwarding a recommendationto the City Council for approval.

This is notice of the first round of the Sierra Madre Nutritional Program. This new project will assist in the continuation of the
Sierra Madre Nutritional Program which provides prepared, frozen meals to seniors who have been impacted by the COVID-19
pandemic. Eligible seniors must complete the SMNPintake form and be able to pick up or have the ability to have their meals
picked up once a week at the Hart Park House Senior Center. CDBG funds will be used to continue to provide meals to seniors
impacted by COVID-19 pandemic.
