The purpose of the Municipal Code Text Amendment (MCTA) is to address community 
concerns that Temporary Use Permits (“TUPs”) are being used to convertcertain residential uses into commercial uses. The MCTA seeks to protect residents’

overshadow the primary use. 
The Planning Commission approved Resolution No. 22-12 on April 21, 2022

2. The City of Sierra Madre gives notice, pursuant to State of Californialaw, that the City Council will conduct a public hearing to consider amendmentsChapter 5.36 (Commercial Photography and Motion Picture Filming) of Title 5 
(Business Licenses and Regulations) of the Sierra Madre Municipal Code. 
The purpose of the Municipal Code Text Amendment (MCTA) is to address residents 
concerns regarding the impacts to their comfort and enjoyment at home 
due to noise, traffic, and lighting caused by commercial photography and motionpicture filming. The MCTA seeks to create different standards for filming in 
“Residential Areas” and “Non-Residential Areas,” clarifies exempt productions 
with a cast and crew of less than 5 individuals, adds a cancelation policy, codifies 
staff’s application requirements, and expands the grounds for revocation of 
a City Film Permit. 

At their meeting on April 21, 2022, the Planning Commission recommended 
amendments to Chapter 5.36 (Commercial Photography and Motion Picture 
Filming) to the Community Services Commission for their consideration. 

The Community Services Commission will consider Resolution No. 22-01 on 
June 20, 2022 recommending the City Council amend Chapter 5.36 (Commercial 
Photography and Motion Picture Filming).
