MONROVIA 2022 ATHENS SERVICES RATE INCREASE
In July 2016, the City of Monrovia entered into an exclusive franchise agreement with Athens
Services for solid waste and recycling services. The agreement set forth by the City of Monrovia
and Athens Services grants them the ability to request an annual rate adjustment based upon the
CPI (Consumer Price Index) for Los Angeles plus 1% increase annually. On June 21, 2022, the
Monrovia City Council approved an 8.87% increase for solid waste services effective July 1, 2022.
Rate Adjustments for Residential, Multi-Family and Commercial Customers
For the typical residential customer enrolled in the 90-gallon trash / recycling barrel program),
solid waste services will increase by $3.21 / month, from $36.47 / month to $39.68 / month.
For the typical commercial customer enrolled in the one 3-yard bin, which is serviced once per
week, solid waste services will increase by $18.85 / month, from $212.68 / month to $231.53 /
month.
The rate increase takes into account the increase in the CPI between April 2021 and April 2022.
During this time, costs have substantially increased. Although the rate increase seems high, the
City of Monrovia, in comparison to neighboring cities, fairs above average for solid waste rates.
The rates include all the services Athens currently provides us which include bulky item disposal,
electronic waste recycling, and brush clearance bins for the City’s brush clearance program.

For the period of Sunday, June 26th through Saturday, July 2nd, the Police
Department responded to 969 calls for service, of which 116 required formal
investigations. The following is a summary report of some of the major
incidents handled by the Department during this period.
Sunday, June 26:
1. At 1:06 a.m., an officer responded to Westfield Santa Anita Mall, located at 400 South
Baldwin Avenue, regarding a theft from person report. Sometime between 1:30 p.m. on June
25th and 1:00 a.m. on June 26th, someone stole two of the victim’s wheels from his Dodge
Charger.
2. At 4:51 a.m., an officer responded to AT&T My Wireless and Let’s Go Kebab, both
located at 643 West Duarte Road, regarding two commercial burglaries. The officer discovered
an unknown suspect entered through the front of AT&T My Wireless, ransacked that
location, then removed a front window to Let’s Go Kebab, and ransacked the second location.
The suspect also cut a hole in the shared wall and attempted to knock over a safe in
AT&T My Wireless. The suspect was unable to access the safe but fled with U.S. currency.
Monday, June 27:
3. At 11:14 a.m., an officer responded to the parking lot of L.A. Fitness, located at 1325
South Baldwin Avenue, regarding a petty theft report. An investigation revealed someone
stole the victim’s tailgate from his 2015 Toyota Tacoma sometime between 8:30 a.m. and
11:00 a.m. on June 27th.
4. At 5:36 p.m., an officer responded to Nordstrom, located at 400 South Baldwin Avenue,
regarding a grand theft report. Surveillance footage captured the suspect steal a designer
handbag and cut off the security tag before exiting the store, failing to pay for the item. The
suspect is described as a White female, with a heavy build, wearing a blue shirt, black shorts,
and a baseball hat.
Tuesday, June 28:
5. At 6:50 a.m., an officer responded to the intersection of Kardashian Avenue and
Goldring Road regarding a stolen vehicle report. The victim discovered his 2012 Subaru
Outback had been stolen from the area sometime between 6:10 a.m. and 6:48 a.m. It appears
as though the suspect smashed one of the windows in order to gain access to the vehicle.
6. At 1:16 p.m., an officer responded to the 00 block of East Huntington Drive regarding
a mail theft report. An investigation revealed an unidentified suspect pried open a business
complex mail box and stole the victims’ mail. Surveillance footage revealed the suspects
are a White female and a male of an unknown race. They fled on foot toward 1st Avenue.
Wednesday, June 29:
7. At 7:58 a.m., an officer responded to Embassy Suites, located at 211 East Huntington
Drive, regarding a grand theft report. The officer determined someone stole wheels from two
separate vehicles that were parked in the hotel parking lot. The wheels belonged to a 2019
Honda Civic and a 2020 Toyota Camry.
8. At 4:22 p.m., an officer responded to a residence in the 900 block of South Golden
West Avenue regarding a burglary report. The officer discovered someone entered the home
through an open window and fled with the victim’s jewelry. The crime occurred sometime
between 5:00 p.m. on June 26th and 4:00 p.m. on June 29th.
Thursday, June 30:
9. At 1:52 a.m., an officer responded to 24 Hour Fitness parking lot, located at 125
North 1st Avenue, regarding a battery incident. The victim stated the suspect, a Hispanic
male transient whom she had befriended, grew angry with her during a conversation and ultimately
hit and scratched her. The victim transported herself to Arcadia Methodist Hospital
for treatment. The suspect is outstanding as of the date of this report.
10. At 12:23 p.m., an officer responded to the Arcadia Police Department front counter
regarding an incident of fraud that occurred at the United Stated Post Office at 41 Wheeler
Avenue. The victim discovered a check that she had written and mailed through the post office
had been altered.
Friday, July 1:
11. At 9:39 a.m., an officer responded to the 900 block of West Huntington Drive regarding
a theft from vehicle report. Sometime between June 27th and July 1st, someone stole the
registration tag from the victim’s license plate.
12. At 4:05 p.m., an officer responded to the intersection of West Huntington Drive and
West Santa Clara Street regarding a hit and run collision. The officer located the suspect
nearby and discovered the driver exhibited signs of severe alcohol impairment. The 40-yearold
male from Ontario was arrested and transported to the Arcadia City Jail for booking.
Saturday, July 2:
13. At 8:32 a.m., an officer responded to the 300 block of Diamond Street regarding a
theft from vehicle report. The victim discovered his catalytic converter had been stolen from
his 2004 Honda Accord. The incident occurred at 3:21 a.m. on June 30th.
14. At 11:57 a.m., an officer responded to a dental office located at 118 Las Tunas Drive
regarding a fraud report. An investigation revealed the business issued a check, mailed it,
and later discovered the check had been altered and processed.

• Burglary (Commercial):
2229 Huntington Drive (Redwood Pizza and Wings). On June 26, 2022 at 4:58 AM,
suspect(s) unknown shattered the front window to the location. The location did not
appear to have been ransacked nor did anything appear to have been stolen. Surveillance
video was unable to be accessed at time of report. Damage to window estimated to be
$400.
June 27, 2022
• Petty Theft:
1193 Huntington Drive (Planet fitness). On June 27, 2022 between 7:45 PM and 8:35
PM, suspect(s) unknown took the victim’s wallet from an unsecured locker from within
the men’s locker room. Loss was approximately $60. No video surveillance.
June 28, 2022
• Burglary (Vehicle):
1318 Mountain Avenue. On June 28, 2022 between 8 PM and 11 PM, suspect(s) unknown
shattered multiple windows to the victims locked vehicle a gray 2009 Audi A4.
Suspect(s) unknown entered the vehicle stole the victims’ earphones, poker set and then
slashed the seats to the vehicle. Loss was approximately $125 and damage to windows
and seat was estimated to be $4,000. No video surveillance.
• Grand Theft:
1863 Business Center Drive (Digizone Tech Corp.). On June 28, 2022 between 6 PM and
7 PM, suspect(s) unknown stole the catalytic converter to the victims parked vehicle a
gray 2014 Honda Odyssey. Loss was approximately $1,000. Surveillance video available.
• Grand Theft:
1911 Huntington Drive (The UPS Store). On June 28, 2022 at 11:01 AM, suspect unknown
giving the name of Hector Hernandez to employees entered the location and
claimed the package held for the victim. Loss was approximately $2,400. Surveillance
video available.

• No significant activity.
June 30, 2022
• Attempt Robbery:
1600 Mountain Avenue (Walmart). On June 30, 2022 at 2:20 PM, suspect unknown a
male black adult wearing a dark colored hat, a blue face mask, a long sleeve gray shirt,
under a black t-shirt, green pants, dark shoes, and blue gloves entered the location and
walked directly to the “money center” register. The suspect handed the cashier a note
demanding the money from the register. The cashier had trouble opening her register
and advised the suspect she would get the manager. The cashier left to find a manager
at which point the suspect fled the location with his demand note. The suspect was observed
on video surveillance entering an unknown vehicle parked in the western most
portion of the parking lot.
• Burglary (Vehicle):
1193 Huntington Drive (Planet fitness). On June 30, 2022 between 6:30 PM and 7:10
PM, suspect(s) unknown shattered the rear passenger side window to the victims’ locked
vehicle a blue 2004 Nissan Pathfinder. Suspect(s) unknown stole the victim’s purse
and backpack that was under the driver seat. Loss was approximately $7,000. No video
surveillance.
July 1, 2022
• Burglary (Residential):
3206 Hacienda Drive. On July 1, 2022 between 8 AM and 12 PM, suspect(s) unknown entered
the location and ransacked the victims house. Suspect(s) unknown stole numerous
miscellaneous items. Loss was approximately $4,000. No surveillance video available.
• Grand Theft Auto:
2344 Mountain Avenue. On July 1, 2022 between 6:30 AM and 8:14 PM, suspect(s) unknown
stole the victims parked vehicle a black 1998 Honda Civic. Vehicle outstanding.
No surveillance video available.
• Arson:
968 Hamilton Road. On July 1, 2022 at 11:43 AM, suspect(s) unknown set fire to a mattress
and couch that was left in the rear of the location. The fire damaged the outer
wall of the structure causing approximately $15,000 in damages. No surveillance video
