ELECTION COVERAGE
On November 8, 2022, voters in Sierra Madre will go
to the polls and select three people from a field of five to
sit on the City Council. They will also vote on Measure
HR (Hillside Residential) a citizens initiative to stop
The Meadows at Bailey Canyon project. The Mountain
Views News will provide our readers with comprehensive
coverage of this election. Each week, as we have done in
the past, we will profile the candidates and give each of
the candidates the opportunity to introduce themselves
to our readers by answering the following questions:
1. Why are you running for City Council?
2. What are you going to do for Sierra Madre?
3. How do you plan on accomplishing your goals?
(All candidates are being asked to answer the same questions and their answers will be published unedited.)
This paper will also review the pros and cons of Measure HR. and review the county and statewide measures
and candidates for the State Assembly and Senate and the US House of Representatives and US Senate..

KRIS LOWE
1. Why are you running for office?
As a fifth-generation Sierra Madrean, I love Sierra
Madre and I have served in many leadership positions
in our town. Since I was a child I have been
active here, and I feel I serve in one of the most distinguished
capacities. I do believe people trust me
and believe me to be a fair and diplomatic leader.
I have always tried to be a good neighbor and give
more back to the community that has given me so
much!
I believe I can be an integral part of assuring Sierra
Madre thrives for generations to come. I want our
town to continue to grow and maintain sustainability
economically and environmentally. I want to assure
our infrastructure can handle the changing
needs we currently face and in the future. I believe I
can lead our town and accomplish these tasks while
still maintaining the small-town charm we want to
protect.
2. What are you going to do for the constituents
you will represent?
I believe that as Council members we must serve
selflessly. I will always listen and be conscious of
what the people of Sierra Madre seek; it is vital that
their voices are heard. I am firm about this aspect
of leadership. The constituents are who I represent
and for whom I will work. I believe in collaboration
and teamwork rather than leading in solitude.
This is how I hope consensus can be made about
what’s best for Sierra Madre.
And 3. How do you plan on accomplishing your
goals?
It is important to know the history behind how our
City has maintained our reserves during times of

1. Why are you running for city council:
I believe action at the local level can change the
world. I am raising my family in Sierra Madre and
want to build a better future for them, right here
in our community. That means building upon
Sierra Madre’s legacy of charm to create a city that
is even more walkable, bikeable, climate friendly,
family friendly, and equitable.
2. What are you going to do for the constituents
you will represent?
As a council member I will focus on infrastructure
and transportation with an eye toward net
positive actions that increase the charm of our
city and decrease its climate footprint. I will
focus on housing policies that benefit everyone
in the community: renters, landlords, workers,
businesses, and homeowners. I will focus on
public safety and wellness: everyone has a right to
feel safe.
3. How do you plan on accomplishing your goals
I am an engineer, manager, and scientist. I
previously co-managed a federal agency program
with a $45 million dollar budget. I have the
knowledge and expertise to collaborate politically
to balance a budget and build a prosperous future.
In addition to my work as an engineering manager,
I am a mother of two young children, aged two
and four, and a parent teacher at the Sierra Madre

COLIN BARR
Sierra Madre is a special place for all who call it home.
As a 23-year resident, I’m dedicated to listening to the
community and maintaining the unique character of
our foothill village. This means development consistent
with our General Plan- the community-based document
that reflects our values and vision of Sierra Madre going
forward.
As a public agency attorney, I have represented cities,
schools, and water districts for 25 years. I have advised
these agencies on important development, construction,
environmental, regulatory and wage issues. With this
background, I will see issues as a City council member
from a valuable perspective as both a resident and experienced
attorney. I will work with my fellow council
members to build consensus and make decisions that are
in the best interests of the community.
I recently succeeded in reversing the City’s approval of
a project that sought to nearly triple the size of a house.
During the process, it became clear to me residents are
often consulted late in the process when projects are too far down the road. I found there needs
to be more transparency in the decision making process. I will work to ensure residents have an
equal seat at the table on important issues that affect our community. This experience motivated
me to seek office so I can be a voice for our residents.
I believe community input needs to come first - always. As a result, I am committed to the following
priorities:
1. Development that maintains the special character of our foothill village.
2. Promoting our business district and local businesses.
3. Supporting our City staff and police and fire departments.
4. Continuing to upgrade our roads and infrastructure.
I will accomplish these results by listening to the community and fostering an open dialogue
between residents, business leaders, and key officials. I will always advocate for our shared values
and have an open door to hear your concerns. I will be proud to deliver the public service our

systems and made plans to maintain resources
for our thriving community. I will always do my
due diligence and fully research all options placed
before me.
We are a small town, but I want to make sure our
11,000 citizens have the resources and services that
they deserve. We have amazing people working for
our City that we want to retain. The citizens need
to know they are safe and their well-being is part of
the priority. We do have to be creative on how we
maintain and improve infrastructure, public safety,
and address the growing needs we face now and in
the future.
Community Nursery School. My perspective—
personally and professionally—provides a needed
voice on the council. I am endorsed by the Los
Angeles County Democratic Party, Run for
Something, the Foothill Community Democrats,
and the National Women’s Political Caucus -

On September 29, 2022, the City Council of the City of Sierra Madre introduced for second reading recommending adoption of Ordinance 1458, amending
to Chapter 17.88 (Temporary Use Permits) of Title 17 (Zoning) of the Sierra Madre Municipal Code. The purpose of the Municipal Code Text Amendment
(MCTA) is to address community concerns that Temporary Use Permits (“TUPs”) are being used to convert certain residential uses into commercial uses.
The MCTA seeks to protect residents’ enjoyment of their property and ensure that the allowance of TUPs do not overshadow the primary use. The Planning
Commission approved Resolution No. 22-12 on April 21, 2022 recommending the City Council amend Chapter 17.83 (Temporary Use Permits).
This summary is published pursuant to Government Code Section 36933(c)(1) and a full and complete certified copy of the text of Ordinance 1439 is available
