ATTORNEY GENERAL ALLOWS LAWSUIT OVER
CITY COUNCIL APPOINTMENT TO PROCEED
California Attorney General Rob Bonta has granted the application of HQH Chinese
American Equalization Association and Arcadia Voters Rights Group leave to pursue
a lawsuit challenging the appointment of Arcadia City Council Member Michael
Danielson.
In granting authority to sue, the Attorney General found that the prospective Plaintiffs
raised a question of law, and that litigation resolving the question either in favor of HQH
or Council Member Danielson would serve the public interest.
This ruling is an initial procedural step in resolving the validity of the Council Member’s
appointment. The proposed Plaintiffs may now pursue a challenge to the appointment
in Superior Court.
“While I am disappointed, the Attorney General’s decision here is not entirely unexpected,
since the Attorney General frequently grants authority to sue in similar circumstances,”
said Arcadia Mayor Tom Beck. “The City strongly disputes the allegation that
the appointment violates the Arcadia City Charter. Pointless lawsuits like this are a waste
of taxpayer’s money,” he said.
Council Member Danielson was appointed unanimously by the City Council on March
29, 2022, to fill the Council District 5 vacancy resulting from the death of Council Member
Roger Chandler. His term expires upon the certification of the results of the November
8, 2022, election.
The prospective Plaintiffs seek to remove Council Member Danielson and conduct a
special election to fill the seat. With just 43 days until the November elections, and with
ballots due be distributed starting in just two weeks, it is not possible to hold a special
election at this point. Arcadia City Attorney Stephen P. Deitsch noted, “According to
State Law, special elections to fill a vacancy must be called at least 114 days before the
election is held.” If the Plaintiffs were successful, the result would either be a new appointment
by the City Council under the Charter or District 5 remaining unrepresented
until the individual elected in November is sworn in.
MONROVIA'S GREEN CARE DAY SUCCESS!
Food ED, a local Monrovian nonprofit, hosted its first Green Care Day on Saturday
morning, September 24 at six schools and the community garden in Monrovia. Sites included
Monroe Elementary, Plymouth Elementary, Mayflower Elementary, Wild Rose
Elementary, Monrovia High School, Santa Fe Computer Science Magnet Middle School,
and Monrovia Community Garden.
Almost 300 people gave their time and energy to beautify gardens, mix new soil, clean
up campuses, stain picnic tables, and make their outdoor learning spaces hospitable to
students and our pollinator friends for the new school year.
Volunteers were welcomed by Mayor Becky Shevlin who generously thanked everyone
for their efforts and MUSD School Board President Selene Lockerbie who explained
these gardens do more than just grow food. “They teach kids about career pathways and
healthy eating. What Food ED is doing is educating our students about creating a sustainable
future.” Volunteers joined community partners like Amigos de los Rios, Pack
66, Girl Scouts, Starbucks, and other service groups for a successful day.
Kristin Ritzau, Executive Director for Food ED, said, “It was amazing to see so many
great people come out to help the gardens and schools. Monrovia truly has a special
spirit and we are grateful for the energy everyone brought today.”

Unified School District in grades K-12. They help run Monrovia Community Garden

The following is a synopsis of crimes reported for the week of September 18, 2022 – September 24, 2022.
September 18, 2022
• Robbery (Attempted Car Jacking):
1303 Highland Avenue. On September 18, 2022 at 2:15 PM the victim was at the location delivering an
uber eats delivery, when the customer “Jamiya” (male black adult, 20 years old, 5”08”, 140 lbs., wearing
a green hoodie and dark blue pants) who made the order approached him and demanded the vehicle
keys, while simultaneously reaching for his waist band, simulating he had a firearm. Fearing for his
safety, the victim ran away heading north. As the victim ran away, he noticed the suspect run into 1235
Highland Avenue. Suspect outstanding, no surveillance video available.
• Robbery (Strong Arm):
1302 Huntington Drive (Carl’s Jr.). On September 18, 2022 at 11:00 PM the victim was walking by the
location when he was approached from behind by a known local transient a male black adult (Jordan
Edwards). The suspect forcibly took the victims necklace from about his neck and walked away. The
victim demanded his necklace back, however the suspect continued to walk away. Suspect outstanding,
no surveillance video available.
• Aggravaded Assault (Domestic Violence):
Bloomdale Street / Brycedale Avenue. On September 18, 2022 at 12:41 AM the victim and suspect who
are in a dating relationship were in the suspect’s vehicle when they began to argue. The suspect became
angry and began to drive erratically so the victim asked to be let out. Without warning, the suspect
punched the victim once in the face and then pushed her so hard the door opened, and she fell out of
the vehicle. The suspect fled the area. Suspect outstanding, no surveillance video available.
September 19, 2022
• Grand Theft (Attempt):
1980 Broach Avenue. On September 19, 2022 at 9:15 PM the victim’s neighbor was outside when he
heard the sound of a saw underneath his neighbor’s car, a tan 2006 Toyota Sequoia. The neighbor approached
the vehicle and observed a male Hispanic adult wearing all black clothing under the vehicle.
The neighbor hunched down and attempted to pull the suspect from underneath the car. The suspect
fled from the opposite side of the vehicle and entered the passenger side door of an awaiting vehicle, a
white chevy Avalanche with a partial license plate # of 1777. Damage was approximately $1,000.
• Grand Theft Auto:
1400 Block of Buena Vista Street. On September 19, 2022 between 3:00 PM and 4:00 PM suspect(s)
unknown stole the victim's parked vehicle a white 1994 Acura Integra. Vehicle recovered By La Habra
Police. No surveillance video available.

1900 Block of Chesson Street. Between September 22, 2022 10:00 AM and September 23, 2022 9:00 AM

1400 Block of 3rd Street. Between September 22, 2022 9:30 PM and September 23, 2022 6:39 AM suspect
uspect(s) unknown stole the victim’s catalytic converter to his vehicle a gray 2011 Toyota Prius.

• Grand Theft:
2100 Block of Maynard Drive. On September 23, 2022 at 4:03 AM suspect(s) unknown stole the victim’s
catalytic converter to her vehicle a gray 2015 Toyota Prius. Loss was approximately $2,500.
• Grand Theft (Atempt):
1300 block of Elmhurst Avenue. On September 23, 2022 at 4:03 AM the victim’s roommate was outside
when she heard the sound of a saw underneath her roommate’s car, a white 2011 Toyota Prius. The
roommate yelled at an unknown male Hispanic adult wearing all black clothing under the vehicle. The
suspect put something in the trunk of an awaiting dark colored vehicle and entered the passenger side
door, where it fled the area. Damage was approximately $3,000.
• Grand Theft:
1100 Block of Highland Avenue. On September 23, 2022 at 4:15 AM suspect(s) unknown stole the victim’s
catalytic converter to her vehicle a silver 2005 Toyota Prius. Loss was approximately $1,500.
• Grand Theft (Atempt):
800 Block of Juniper Drive. On September 23, 2022 at 4:25 AM the victim was outside when she heard
the sound of a saw near her car, a gray 2010 Toyota Prius. She ran towards her vehicle and observed
three unknown male Hispanics adults, 2 wearing all black clothing and one wearing a orange hoodie
standing by her vehicle while a 4th suspect was underneath cutting her catalytic converter. The 4 suspects
entered an awaiting dark colored vehicle and fled the area. Damage was approximately $3,000.
September 24, 2022
• Burglary (Vehicle):
1800 Block of 2nd Street. On September 24, 2022 at 1:10 PM suspect(s) unknown shattered the passenger
side window to a US postal vehicle that was left unattended and stole a tray containing approximately
500 pieces of US mail. No surveillance video available.
