Project Location: 500 N. Michillinda Avenue, in the 
City of Sierra Madre, County of Los Angeles,
State of California 
The City of Sierra Madre gives notice, pursuant to State of California law, 
that the City Council will conduct a public hearing to consider a request 
to designate the Pickard-Hoover Residence, located at 500 N. Michillinda 
Avenue, as a Historic Cultural Landmark in the City’s Register of Historic 
Resources. Subsequently, the City Council will be considering a Mills Act 
contract for restoration and rehabilitation of the subject property. The 
Pickard-Hoover Residence is a Spanish Colonial Revival home, design and 
workmanship retained since its original construction. The property is also 
associated with the productive life of Herbert Charles Hoover, son of the 31st 
President of the United States, and chairman of the Sierra Madre Boy Scouts. 
Pursuant to Sierra Madre Municipal Code Section 17.82.050, a property maybe designated a historic landmark if it meets prescribed historic or architec-
tural criteria. 
At the meeting of November 17, 2022, the Planning Commission conducted 
a public hearing. Upon conducting a site visit, on December 1, 2022, the 
Planning Commission voted in consent to recommend the City Council the 
approval of the landmark designation.

ENVIRONMENTAL DETERMINATION: The request for designation 
qualifies for a Categorical Exemption, pursuant to Sections 15301 and 15331 
of the California Environmental Quality Act (CEQA) as it involves no ex-
pansion of an existing structure and pertains to preservation of a historic 
resource. 
APPEAL: If in the future anyone wishes to challenge the decision of the CityCouncil in court, one may be limited to raising the issues that were raised 
or presented in written correspondence delivered to the City Council at, or 
before, the scheduled public hearing. For further information on this sub-
ject, please contact the Planning and Community Preservation Department

showed up to help including Sara Healy from the Farm to 
Table teacher for Sierra Madre Elementary School and Sierra

vation Society gathered at Lizzie's 
Trail Inn to pay tribute to Dr. 
William White who touched the

"We will have a vacancy on our Planning Commission next 
month and hope you can help us spread the word. Below is 
some information on our commissions. 
The Sierra Madre City Council encourages citizen participation 
in its decision-making process through citizen commissions. 
The Council establishes five citizen commissions to advise 
and assist them in dealing with specific problems. These advi-
sory bodies can study a variety of issues and problems in detail. 
Then, after gathering all pertinent information, hearing argu-
ments, and weighing values, they recommend what they con-
sider the best action to take to the Council. 
In certain situations, commissions are empowered to make 
specific decisions, subject to appeal to the Council. Public no-
tices for all commissions are prepared in compliance with the 
Maddy Act.
The City of Sierra Madre encourages residents to apply for posi-
tions on City Commissions with vacancies. Serving on a com-
mission is a great opportunity for Sierra Madre residents to get 
involved in the community.
