The City of Sierra Madre gives notice, pursuant to State of California law, that the Planning Commission will conduct a 
public hearing to consider amendments to Chapter 17.88 (Temporary Use Permits), Chapter 17.85 (Home Occupations), 
and Section 17.82.060 (Benefits and conditions of designation) of Chapter 17.82 (Historic Preservation) of Title 17 
(Zoning) of the Sierra Madre Municipal Code. The consideration of the Planning Commission for these items is limited to 
a recommendation for approval to the City Council.

The purpose of the Municipal Code Text Amendment (MCTA) is to address community concerns that Temporary Use 
Permits (“TUPs”) and Home Occupation Permits (“HOPs”) are being used to convert certain residential uses into 
commercial uses. The MCTAs seek to protect residents’ enjoyment of their property and ensure that the allowance of 
TUPs and HOPs do not overshadow the primary use.

will be acknowledged at the Council meeting, filed into public record and scanned onto the City website for public 
review. The meeting will be streamed live on the City’s website at www.sierramadreca.gov, on Foothills Media website 
at http://www.foothillsmedia.org/sierramadre and broadcast on Government Access Channel 3 (Spectrum). Informational 
updates regarding the 2024 Updates to the Temporary Use Permit Ordinance are available on the City’s website at www.

ENVIRONMENTAL DETERMINATION: The adoption of these amendments are exempt from the California 
Environmental Quality Act (CEQA) under Section 15301, Title 14 of the California Code of Regulations and also exempt 
from review because they do not meet the definition of a project under CEQA Guidelines sections 15061, subdivision (b)
(3), and section 15378, subdivision (a) and subdivision (b)(5). The proposed changes to Chapters 17.88, 17.85, and 17.82, 
have no potential for resulting in physical changes to the environment because they consist of changes in the standards 
governing temporary uses, home occupations in residential zones, and benefits afforded to properties designated as a 
historic landmark and do not directly or indirectly approve any applications for particular projects.

APPEAL: The decision of the Planning Commission is subject to a 10-day appeal period to the City Council. If in 
the future anyone wishes to challenge the decision of the Planning Commission in court, one may be limited to raising 
the issues that were raised or presented in written correspondence delivered to the Planning Commission at, or before,
