LETTER TO THE EDITOR: REMEMBERING THE KINNELOA FIRE

Dear Editor:

October 27th marked the 20th Anniversary of the Kinneloa Brush Fire which challenged the resources 
of the Sierra Madre Fire Department and the surrounding cities. To set the stage, it was early on the 
morning of October 27, 1993 when a brush fire started above Kinneloa Mesa, an unincorporated area 
above Pasadena, protected by the Los Angeles County Fire Department. Upon arrival at the scene 
the Los Angeles County Fire Department found a rapidly moving brush fire driven by severe winds. 
It wasn’t long before the fire would be determined to be a major threat to Altadena, Pasadena, Sierra 
Madre and Arcadia. 

Monitoring the situation throughout the day, the Sierra Madre Fire Department’s strategic pre-
plan was implemented to try to direct the approaching fire in a northeasterly direction away from 
the Sierra Madre Monastery, Bailey Canyon, and the Sierra Madre homes bordering the wild land 
interface. During the early afternoon hours a briefing was held in Altadena lead by the Los Angeles 
County Fire Department and the U.S. Forest Service and a representative of the U.S. Forest Service 
stated that if the fire got behind the Sierra Madre Monastery, “Sierra Madre could expect to lose 
everything from the Monastery all the way through Santa Anita Canyon.” Well, obviously we were 
not going to let that happen. As a result, a meeting was held with Arcadia’s Fire Chief, Chief Jerry 
Gardner, who was also at the time, the Area D Coordinator. A request was made for at least ten (10) 
Strike Teams (each Strike Team consisting of five – four person engines, lead by a Battalion Chief). 
Chief Gardner agreed with the strategy developed and immediately began requesting the resources 
to respond to the Sierra Madre Recreation Center located at 611 East Sierra Madre Boulevard. As the 
resources began to arrive at the Staging Area, they were briefed with the strategy developed, provided 
with an overview of their assigned areas reinforcing their primary roles in life, structural protection, 
and wild animal awareness in the area, assigned a radio frequency and introduced to the Sierra 
Madre Fire Department’s Command Staff who lead them to their assignment locations. 

By five o’clock all of the resources were in place and a strategy and tactics briefing was held with 
the Sierra Madre Police Chief, the City Administrator and the members of the Sierra Madre City 
Council, led by Maryanne MacGillivary. Shortly after six o’clock the fire “came in” from Pasadena, as 
expected, and the battle began. The Sierra Madre Fire Department’s resources along with the mutual 
aid resources from Arcadia and Monrovia, who were under the command of 

Arcadia Battalion Chief Richard Brown, a former member of the Sierra Madre Fire Department and 
son of long-time Sierra Madre Fire Chief Charles Brown, were successful in the strategy implemented 
and the Monastery was “saved.” As the fire came through the Monastery grounds the pre-positioned 
resources began the fight to protect Bailey Canyon and to the East, all the homes in the wild land 
interface on the northern section of the City. During the course of the entire incident, the media was 
conducting interviews; however, their questions were never directly answered and the opportunity 
was used to broadcast to the community the strategy and what was happening throughout the City.

Although it is twenty years later, once again, I am thankful to the residents of Sierra Madre for their 
cooperation and the hospitality they extend to the mutual aid fire resources and the confidence 
they had in the Sierra Madre Fire Department to protect them and their homes, the Sierra Madre 
Police Department who did an excellent job in traffic control and assisting the fire resources in their 
deployment to their assigned areas on a timely basis, the Sierra Madre City Council for all of their 
support, the City Administrator and his staff, Chief Gardner and all of the mutual aid fire resources, 
my Command Staff (i.e., Chiefs Lerner, Spears, Lowe), and, of course, all of the unselfish Captains 
and Firefighters of the Sierra Madre Fire Department who were gallant in their efforts to protect the 
lives and property of the residents of Sierra Madre on that night and the three days following this 
major event.

hearing to consider recommending adoption of a text amendment to Chapter 17.22 of the Municipal Code to revise various 
zoning standards related to second units, including minimum and maximum allowable floor area, height, parking and 
affordability requirements. The proposed revisions implement a program objective identified in the 2008-2014 Housing 
Element adopted by the City Council on June 11, 2013 to encourage the creation of second units in order to meet the 
City’s Regional Housing Needs Assessment (RHNA) allocation. At their meeting on September 5, 2013, the Planning 
Commission recommended approval of MCTA 13-03 to the City Council.

ENVIRONMENTAL DETERMINATION: An Initial Study was prepared for the 2008-2014 Housing Element in accordance 
with the City’s guidelines implementing the California Environmental Quality Act (CEQA). This Initial Study was undertaken 
for the purpose of deciding whether the measures identified in the Housing Element to fulfill the City’s RHNA allocation may 
have a significant effect on the environment. On the basis of the Initial Study, City staff concluded that they will not have a 
significant effect on the environment, and a Negative Declaration was adopted by City Council on June 11, 2013. 

APPEAL: If in the future anyone wishes to challenge the decision of the City Council in court, one may be limited to raising 
the issues that were raised or presented in written correspondence delivered to the City Council at, or before, the scheduled 
public hearing.
