LEGISLATION TO STREAMLINE
POWERFUL L.A. COUNTY
COMMITTEE SIGNED INTO
LAW BY GOVERNOR
SACRAMENTO – Legislation authored by Assemblywoman
Ling Ling Chang (R-Diamond Bar) to streamline the influential
L.A. County Selection Committee was signed into law this
week. The Selection Committee – comprised of L.A. County city
representatives – has been hamstrung by bureaucracy in recent
years and unable to make key appointments to local public bodies.
AB 347 will make it easier for cities to vote by allowing any city
councilmember present to cast a vote for appointments.
“As a former mayor in Los Angeles County, I can personally tell
you how frustrating City Selection Committee meetings have been,”
said Assemblywoman Chang. “The committee has struggled to
meet attendance benchmarks required to fill appointments, and as
a result nothing gets done.”
Los Angeles County has 88 cities, spanning 4,000 square miles
and each city is represented on the City Selection Committee. The
Committee must meet in person and requires a quorum of 45 cities
to vote. For years, the City Selection Committee has been unable
to reach consistent quorums to fill the appointments, leading to
frustration by mayors and councilmembers, and in some cases
vacancies that remained open for years.
Streamlining the proxy designation process would allow the Los
Angeles County’s City Selection Committee to ensure an eligible
representative from each city is present to meet the necessary
quorum, and thereby proceed with appointments to local public
bodies like the California Coastal Commission and the Los Angeles
County Metropolitan Transportation Authority (MTA).
COUNTY FIRE ADDS TWO ADDITIONAL SUPERSCOOPERS IN
ANTICIPATION OF SANTA ANA WIND FIRE THREAT
LOS ANGELES COUNTY – Mayor Michael D. Antonovich
announced that two additional CL-415 SuperScoopers will arrive
for service in Los Angeles County on October 9 augmenting the
two SuperScoopers currently leased from the government of
Quebec.
The Los Angeles County Fire Department has leased the fire-
fighting aircraft to prepare for widespread highly flammable
conditions caused by a four-year drought, coupled with mandatory
water restrictions which have stressed native and ornamental
vegetation -- conditions similar to those which led to the rapid
spread of multiple catastrophic wildfires in Northern California.
In the event that early and significant El Nino rainfall arrives,
the fire department is prepared to return of all four SuperScoopers
as early as November.
SuperScoopers are a fixed-wing aircraft that can carry up to
1,620 gallons of water and take only 12 seconds to scoop water from
a lake and inject it with fire-resistant foam – a combination up to
three times more effective than water alone. They can be airborne
in as little as five minutes and fly three hours before refueling. In
addition, an Erickson Aircrane Type I Helitanker, which is capable
of delivering 2,200 gallons per drop, was also leased for the 2015
fire season.

TO ADDRESS CITY COUNCILS IN THE 41ST A.D.
Assemblymember Chris Holden (D-Pasadena) will present his
annual Capitol Update to city councils throughout the 41st Assembly
District beginning in October. Included in the discussion will be a
look at the legislative year in review, transportation issues for the
region, the state’s water outlook, and state budget and how it affects
local communities.

WORLD-RENOWNED SCIENCE TEACHER
SPEAKING AT ARCADIA
For the period of Sunday, September 20th, through
Saturday, September 26th, the Police Department
responded to 1,093 calls for service of which 146
required formal investigations. The following is a
summary report of the major incidents handled by
the Department during this period.
Sunday, September 20:
Just before 1:59 a.m., an officer contacted a subject
in the street near the intersection of Baldwin
Avenue and Arcadia Avenue. While conversing
with the subject, the officer noticed the woman
was intoxicated and unable to care for herself. The
29-year-old female from Downey was arrested and
transported to the Arcadia City Jail for booking.
At approximately 7:06 p.m., an officer initiated
a traffic stop on a vehicle near the intersection of
Clark Avenue and Peck Road for having a broken
tail light. A records check revealed the driver, a
37-year-old male from El Monte, did not have the
required ignition interlock device installed on the
vehicle. He was cited and released in the field. The
vehicle was released to the registered owner.
Monday, September 21:
At about 10:36 a.m., an officer responded to an
apartment complex in the 1000 block of West
Duarte Road regarding a mail theft report. An
officer discovered sometime between Saturday
and today’s date, an unknown suspect pried open
the complex mail boxes and stole an unknown
amount of mail. No suspects were seen and no
witnesses were located.
At approximately 10:37 p.m., an officer
responded to the Arcadia Police Department
parking lot regarding a vehicle burglary that had
occurred at 24 Hour Fitness, 125 North First
Avenue. An investigation revealed an unknown
suspect entered the victim’s vehicle and stole his
wallet and cellphone. A short time later, the victim
noticed fraudulent charges on his credit card. The
investigation is ongoing.
Tuesday, September 22:
Around 2:47 a.m., an officer conducted an
enforcement stop on a bicyclist near the 200 block
of West Duarte Road for failing to have reflectors.
Upon contacting the cyclist, the officer detected
signs of drug use. Through a series of tests, the
officer determined the suspect was under the
influence of a controlled substance. During a
search of the 36-year-old male from West Covina,
the officer located stolen mail, credit cards, and
burglary tools. The suspect was arrested and
transported to the Arcadia City Jail for booking.
Just after 11:17 p.m., an officer responded
to a residence in the 100 block of California
Street regarding a domestic disturbance. An
investigation revealed the victim and her ex-
boyfriend were engaged in an argument when he
stole her property and pushed her. The 28-year-old
male from El Monte was arrested and transported
to the Arcadia City Jail for booking. The victim
declined medical attention.
Wednesday, September 23:
Shortly after 3:08 a.m., an officer conducted a traffic
stop on a vehicle in the area of Live Oak Avenue
and Second Avenue for reckless driving. Upon
contacting the driver, the officer discovered the
42-year-old male from El Monte was driving with
a suspended license. He was cited and released in
the field. The vehicle was impounded for 30 days.
At about 9:12 p.m., an officer responded to a
residence in the 1100 block of Monte Verde Drive
regarding a burglary report. A witness reported
seeing an unknown male subject enter the rear
yard of the residence. The officer determined the
suspect smashed the rear sliding glass door, stole
the victim’s glasses, and fled undetected. The
investigation is ongoing.
Thursday, September 24:
At approximately 1:08 a.m., an officer was
contacted by an Arcadia Methodist Security
Officer regarding a vandalism report that had
occurred in the parking lot of Arcadia Methodist
Hospital, 300 West Huntington Drive. Security
footage revealed a male suspect broke the rear
window of a hospital-owned van. The investigation
is ongoing.
The suspect is described as a male with shoulder-
length messy hair, beard, wearing a long sleeve
shirt with thick brown and white stripes.
Around 11:42 p.m., an officer responded to a
residence in the 1700 block of South Mayflower
Avenue regarding a battery that had just occurred.
An investigation revealed the suspect, a 47-year-
old female from Arcadia, pushed and struck her
15-year-old son during an altercation. She then
attempted to prevent her son from calling the
police. The suspect was arrested and transported
to the Arcadia City Jail for booking. The juvenile
victim was released to his father.
Friday, September 25:
At about 4:13 p.m., an officer responded to Helen’s
Cycles, 142 East Huntington Drive, regarding
a burglary report. The officer determined an
unknown suspect smashed the front door, stole
a bicycle, and fled undetected. No suspects were
seen and no witnesses were located.
Just after 1:42 p.m., an officer responded to Motel
6, 225 West Colorado Place, regarding a petty theft
report. An investigation revealed the unidentified
suspect stole the victim’s wallet from the employee
lounge while using the employee restroom. The
investigation is ongoing.
The suspect is described as a Hispanic male,
30 to 35-years-old, 5’6” to 5’8”, 200 pounds, with
black spikey hair.
Saturday, September 26:
Just after 1:57 a.m., an officer contacted the
occupant of a vehicle in the parking lot of
Eisenhower Park, 601 North First Avenue, for
being in the park after hours. Upon contacting the
occupant, the officer noticed a smoking pipe in
plain view. The 57-year-old male from Monrovia
was arrested and transported to the Arcadia City
Jail for booking.
At approximately 10:00 a.m., an officer
responded to a residence in the 200 block of
Renoak Way regarding a grand theft report. The
officer discovered an unknown suspect stole
the victim’s ceramic tea pots from her unlocked
vehicle and fled undetected. The investigation is
ongoing.
On Thursday, October 8, world-renowned science
teacher Mr. Paul Andersen will be visiting
Arcadia’s Performing Arts Center to discuss
the impact of technology on schools, and how
students and parents can adapt to the changes.
The event titled “Why Schools Are Changing”
will take place from 6:30 p.m. to 8:00 p.m.
The event will involve a lecture, followed by
a Q&A. The goal of this event is to help parents
better understand technology-based education.
Mr. Andersen’s lecture will give parents advice
on how they can help their child be successful in
this new educational environment. As Arcadia
Unified School District Superintendent David
Vannasdall explained, “We are in the middle of a
global transformation in education due to the fact
that we have quickly moved from an information
society to an innovation society. The ability to
innovate and apply information to profoundly
add value to our world is what we aspire for every
student in Arcadia. Paul Andersen will challenge
us all on how teaching and learning may look for
this innovation society.”
Mr. Paul Andersen has taught in Montana
for twenty years. With this teaching experience,
Andersen has created hundreds of Youtube
science tutorials that have been viewed millions
of times by students all over the world. His videos
have also been used by many teachers across the
globe, including those in AUSD, to teach science
to their students in an engaging way.
According to his popular website
Bozemanscience.com, Andersen was the 2011
Montana Teacher of the Year, and was also one
of four finalists for the 2011 National Teacher of
the Year. Anderson was also recently selected as
a YouTube Edu Guru. In his 2012 TED Talk that
has more than 120,000 views, Andersen explains
how using elements of video game design greatly
improved learning for his AP Biology students.
The event is entirely free, limited to the first 1,000
attendees on a first-come basis. More information

On September 29, 2015 at approximately 1:31
PM, the Arcadia Police Department assisted
the United States Marshals Service and a court
appointed, temporary Receiver in serving a
temporary restraining order against United States
Fine Investment Arts (USFIA) located at 135
East Live Oak Avenue. The location was seized
and is currently being held by Thomas Seaman
Company, which is the temporary receiver.
