photovoltaic energy system which is defined as a solar energy system no larger than “10 kilowatts alternating current 
nameplate rating or 30 kilowatts thermal.” 

The expedited review process includes the applicant’s ability to submit the application electronically and receive approval 
of a completed application within three business days, and inspection of the installed system scheduled within two 
business days of request for an inspection. The proposed ordinance complies with the requirements of the Solar Rights 
Act, as amended by AB 2188. The Ordinance is proposed to be approved as an urgency ordinance upon specified health 
and safety findings and a 4/5 vote pursuant to Government Code section 36937.
