ARCADIA RESIDENTS RAISE
TAXES WITH PASSING OF
MEASURE A
On Tuesday, Arcadia residents voted to pass Measure A - a sales tax
increase of 0.75%. That increase will accomplish two things. First,
it will gaurantee that the increase sales tax revenue will remain in Arcadia
and two, it also brings the city to the state maximum for sales
taxes. The measure passed with 64% voter approval. It was also a
Vote by Mail election. The figures represent the preliminary count
from LA County's Registrar of Voters.
“Anything could happen, but since the margin is so significant, it
gives us a lot of comfort,” Dominic Lazzaretto, city manager for
Arcadia said.
Several cities across L.A. County have opted to push for the last bit
of sales tax allowed under the state's limits in order to increase the
amount of tax dollars that will remain in their respective jurisdictions.
Otherwise, the anticipated LA County tax hike would not have
allocated all of the over $8 million dollar increase in tax revenue to
Arcadia. By passing Measure A, the increase in funds will all go to
maintaining city srevices such as police and fire services.
“We’re looking forward to keeping the standard of the community
high,” Lazzaretto said. “Ultimately, (voters) understood that it was
a choice between keeping service at the high level it already was
— especially public safety — or have to deal with lower (service)
levels,” he added.
About 62% of the city’s budget is dedicated to public safety, Lazzaretto
said, a fact that became the crux of measure’s pro campaign.
But financial stress still affects every aspect of running the city, he
added.
“Citizens understood that not increasing this sales tax would strongly
jeopardize public safety in our community. Arcadians were not prepared
to jeopardize their safety,” said Mickey Segal, former mayor
of Arcadia and chair of the Arcadia Citizens Financial Advisory
Committee.

For the period of Sunday, May 26th, through Saturday, June 1st, the
Police Department responded to 913 calls for service, of which
113 required formal investigations. The following is a summary
report of the major incidents handled by the Department during
this period.
Sunday, May 26:
1. Shortly before 10:04 p.m., an officer responded to the
Santa Anita Mall, 400 South Baldwin Avenue, regarding a stolen
vehicle report. The victim discovered her 1994 Honda Civic had
been stolen from the parking lot sometime between 2:40 p.m. and
8:00 p.m. on May 26th. The vehicle was later recovered in East Los
Angeles. No suspects were seen. The investigation is ongoing.
Monday, May 27:
2. Just after 12:32 a.m., an officer responded to the 00 block
of Genoa Street regarding a theft from vehicle report. The officer
determined an unknown suspect entered the unlocked vehicle
and stole headphones, a mini printer, credit cards, and cash. No
suspects were seen and no witnesses were located.
3. At approximately 6:24 p.m., an officer responded to the
Santa Anita Race Track, 285 West Huntington Drive, regarding a
battery report. An investigation revealed a 36-year-old male from
Azusa grabbed a 15-year-old female’s buttock against her will.
The suspect was arrested and transported to the Arcadia City Jail
for booking.
Tuesday, May 28:
4. At approximately 10:00 a.m., an officer responded to a
residence in the 100 block of East Santa Clara Street regarding a
fraud report. The victim encountered a problem with his Facebook
account and attempted to resolve the issue by finding a customer
service phone number online. Upon calling the number, the
“representative” ask the victim to purchase Google Play gift cards
in exchange for assistance with his Facebook account. The victim
complied and as the suspect asked for more money, the victim
realized he was being scammed. The investigation is ongoing.
5. Around 12:14 p.m., an officer responded to JCPenney
at the Santa Anita Mall, 400 South Baldwin Avenue, regarding
a grand theft report. Surveillance footage revealed three suspects
stole approximately $2,635.00 worth of merchandise. The suspects
are described as three black males. The investigation is ongoing.
6. Just before 2:21 p.m., officers responded to the 700 block of
Katherine Lane regarding a suspicious female ringing door bells.
Officers located the vehicle and occupants and during a search of
the vehicle, the officers located burglary tools. An investigation
revealed the suspects were responsible for a residential burglary
that occurred in Sierra Madre on May 28th. A 20-year-old
male from Compton, an 18-year-old male from Los Angeles, a
17-year-old male from Granada Hills, a 16-year-old male from
Compton, and a 17-year-old female from Compton were arrested
and transported to the Arcadia City Jail for booking.
Wednesday, May 29:
7. At about 4:24 p.m., officers responded to a residence in
the 2500 block of Paxson Lane regarding a domestic dispute. An
argument between a husband and wife turned physical when
the husband grabbed his wife, twisted her arm, and pushed
her against a counter. The 72-year-old male from Arcadia was
arrested and transported to the Arcadia City Jail for booking.
8. Shortly after 6:43 p.m., officers responded to a residence
in the 100 block of East Longden Avenue regarding a package
theft report. The victim determined an unknown suspect stole her
Nordstrom packages sometime between 5:34 p.m. and 6:43 p.m.
No suspects were seen and no witnesses were located.
Thursday, May 30:
9. Before 1:47 p.m., an officer was flagged down by a resident
in the 00 block of El Dorado Street regarding a vandalism report.
The victim discovered his rear window had been shot at with
three BB’s leaving the window cracked. No suspects were seen
and no witnesses were located.
10. Around 5:47 p.m., officers responded to the 200 block
of Foothill Boulevard regarding a possible DUI driver. Upon
contacting the driver, the officer detected a strong odor of alcohol
emitting from the driver’s breath. Through a series of tests, the
officer determined the suspect was driving with a blood alcohol
content of .20%. The 60-year-old male from Monrovia was
arrested and transported to the Arcadia City Jail for booking.
Friday, May 31:
11. At about 9:14 a.m., an officer responded to the intersection
of Second Avenue and Alice Street regarding a possible DUI
driver. An investigation revealed the suspect, a 31-year-old female
from Victorville, was driving under the influence of an alcoholic
beverage. The officer also located a broken bottle of liquor in
the front passenger seat of the vehicle. A records check revealed
the suspect had three outstanding misdemeanor warrants and
was driving with a suspended license. She was arrested and
transported to the Arcadia City Jail for booking.
12. Just before 4:07 p.m., an officer responded to Victoria’s
Secret, 400 South Baldwin Avenue, regarding a grand theft report.
Surveillance footage revealed two suspects stole approximately
$1,798.50 worth of bras between 11:47 a.m. and 11:50 a.m. on
May 30th. The suspects are described as a black male in his 30’s,
5’10” tall, wearing a green and white t-shirt and blue denim pants.
The second suspect is a black female in her 30’s, hair braided,
wearing a black shirt, grey denim pants, and carrying a black and
grey tote bag. The investigation is ongoing.
Saturday, June 1:
13. Shortly after 4:19 p.m., an officer responded to the
Arcadia Police Department front counter regarding a theft report.
An investigation revealed the suspect entered a dressing room
in Hollister, 400 South Baldwin Avenue, and stole the victim’s
forgotten wallet.
The suspect is described as an Asian male, approximately
40-years-old, dark complexion, 5’8” tall, seen wearing a black
shirt. The investigation is ongoing.
14. At approximately 7:05 p.m., officers responded to REI,
214 North Santa Anita Avenue, regarding a theft report. The
suspect was seen riding away with an unsecured bicycle after
stealing a backpack from the store.
The suspect is described as a Hispanic male wearing a black
baseball hat, black long sleeve shirt, and blue pants. The
investigation is ongoing.

Driving Under the Influence – Suspect Arrested
On May 23 at 4:20 p.m., a possible drunk driver was reported in
the 200 block of E. Greystone. The vehicle was observed driving
on the wrong side of the road. Officers responded to the
area and located the vehicle. The driver was contacted and he
displayed
symptoms of being under the influence. The driver was arrested
for DUI.
Possession of a Controlled Substance / Possession of Drug Paraphernalia
/Warrant – Suspects Arrested
On May 23 at 10:33 p.m., officers made contact with a male and
female subject at abusiness in the 700 block of W. Huntington.
The subjects consented to a search of their persons. The female
was found to be in possession of drug paraphernalia and the
male subject was in possession of controlled substances. The
male subject also had an outstanding warrant. Both subjects
were arrested and taken into custody.
Possession of a Controlled Substance – Suspect Arrested
On May 23 at 11:40 p.m., an officer saw a male subject using the
electricity from a business in the 700 block of W Huntington.
The subject was contacted and the officer began an investigation.
The subject was found to be in possession of a controlled
substance. He was arrested and taken into custody.
Hit and Run Traffic Collision
On May 24 at 12:08 a.m., officers responded to the 600 block of
S. Shamrock regarding two parked vehicles that were struck by
a third vehicle. Officers conducted an area checkand located the
suspect vehicle. No driver was found in the vehicle, but the registered
owner was contacted. This investigation is continuing.
Possession of a Controlled Substance / Possession of Drug Paraphernalia
– Suspect Arrested On May 24 at 1:27 a.m., officers
made contact with a male subject at the rear of a closed
business in the 700 block of E. Huntington. He was found to be
in possession of acontrolled substance and drug paraphernalia.
The subject was arrested.
Possession of a Controlled Substance / Under the Influence of
a Controlled Substance – Suspect Arrested May 24 at 5:49 p.m.,
a resident in the 200 block of Stedman called police to report a
suspicious female subject walking on his street and behaving
strangely. Officers arrived and contacted the subject, who immediately
dropped a bag of methamphetamine on the
ground. The officers determined the subject was under the influence
of methamphetamine. She was arrested and held for a
sobering period.
Warrant – Suspect Arrested On May 24 at 9:43 p.m., officers
responded to the 300 block of Elfwood regarding a suspicious
vehicle. The caller said a person in the vehicle knocked on her
door and then fled when she answered. Officers located the vehicle
and conducted a traffic stop. Acomputer check of the subjects
in the vehicle revealed the male passenger had a warrant
for his arrest. He was arrested and taken into custody.
Theft From a Vehicle
May 25 at 1:49 p.m., a resident in the 700 block of Genoa walked
outside her home to her vehicle and found that someone had
entered it and took vehicle documents. Her AAA card and two
pairs of sunglasses were stolen. The vehicle was not locked. This
investigation is continuing.
Residential Burglary May 26 at 12:55 a.m., a caller reported
that items were missing from his residence in the 300 block
of Wildrose after returning from vacation. Officers responded
and the
investigation is continuing.
Stolen Vehicle Recovered May 28 at 7:42 a.m., an officer was on
patrol in the 800 block of W. Huntington and saw a vehicle that
appeared suspicious. A computer check revealed the vehicle
had been reported stolen. The vehicle was recovered.
Vandalism May 28 at 10:04 a.m., employees working at a business
in the 1800 block of S. Myrtle heard their front glass window
shatter. None of the employees saw what happened. This
investigation is continuing.
