CRYSTAL CZUBERNAT TO RUN 
FOR PUSD BOARD SEAT 

Three other candidates have also pulled nomination papers for 
the seat that includes the City of Sierra Madre. 

School Enrollment and Distance Learning expert Crystal Czubernat has 
officially filed a Candidate Intention Statement with the City of Pasadena City 
Clerk for election to the Pasadena Unified School District Board of Education. 
Facing potential challenges from Priscilla Hernandez, Tina Fredericks and 
Milena Albert, Czubenot says, “I am the best qualified and most experienced 
candidate to help guide the PUSD through the big changes in teaching 
practices and the use of technology the PUSD now faces.” 

The District 6 seat, 
previously held by, 
Educator Larry Torres, 
also of Sierra Madre, was 
created when the district 
changed from ‘at large’ 
representation to ‘district 
representation. Torres 
announced his decision 
not to run for another 
term earlier this year. 
The election to fill that 
seat, as well as the seats 
for Districts 2 and 4 will 
be on the November 3, 
2020 ballot. 

Czubernat has spent 
nearly twenty years 
working in education, 
both as a credentialed 
teacher and then as 
a School Enrollment 
and Distance Learning 
Expert. She was a pioneer in working to establish online learning at multiple 
public high schools serving students who have fallen behind in school or were 
looking to get ahead and graduate early, or simply desired what was then a 
non-traditional learning environment. 

She has a Bachelor’s degree in Secondary Education, two Master’s Degrees 
(Curriculum and Instruction and Counseling) and is completing requirements 
for a Ph.D. in Organizational Leadership.

When most people think of Southern California, the first things 
that come to mind are the plentiful sandy beaches, the endless blue 
skies, and the warm summer days that seem to stretch on throughout 
the entire year. (See full Story on Page 3) 

CITY COMMISSIONS 
REDUCED TO FIVE 
SEATS By Kevin McGuire 

Sierra Madre City Council adopted an ordinance reducing the 
number of seats on commissions from seven to five in a unanimous 
vote during their regular meeting Tuesday, July 14, 2020. 

Citing difficulties in recruitment, the City will reduce seats on the 
Energy, Environment, and Natural Resources Commission as well 
as the Planning Commission, Senior Community Commission, 
and Community Commission. 

In addition to the lack of recruitment, commissions have also had 
attendance problems which led to several meeting cancelations. 
Over the last 18 months, for example, the Community 
Commission has cancelled seven meetings due to lack of quorum. 

Vacant seats are not required to be filled by Sierra Madre residents, 
or those who work in the city. Despite that, seats are still hard to 
fill with usually anywhere from zero to one or two applicants tops 
to fill positions. Three applicants are currently required for each 
seat, a number that will drop to two required applicants with the 
passing of this ordinance. 

Sierra Madre currently has more commissions, total commission 
seats and longer terms 

compared to most neighboring cities, according to a presentation 
given by Administrative Analyst Jennifer Peterson. Though some 
cities do have seven-seat commissions. 

Both Council Members and members of the community 
showed concern over the timing of the seat reduction ordinance 
during a pandemic. Some discussion focused on the Planning 
Commission who are currently involved in several projects, 
including construction plans at the Monastery. The Planning 
Commission currently has six seats filled for this year, and some 
current members have expressed the need to fill seven seats. But, 
when all was said and done, City Council voted unanimously on 
seat reduction and agreed to revisit this issue again in May 2021. 
At that time, they can re-evaluate and see if seats need to be added 
back to certain commissions. (continued on page 3) 


SMPD: HAVE YOU SEEN THIS 
MAN? 

On July 14, 2020, at about 0517 hours, a commercial burglary occurred 
at 4 N. Baldwin Ave. Valero Gas Station. The above suspect 
used a broken piece of concrete to shatter the glass on the front 
door. The suspect ransacked the inside and took several items, 
including the cash register. The suspect fled on foot eastbound on 
Sierra Madre Blvd. The suspect was described as a Male, middle 
eastern descent, with a goatee, wearing a black hoodie, with the 
word “California” on both sleeves. Please forward any information
