ALVERNO HEIGHTS 
ACADEMY CLOSING 
Just days after City Council listened to concerns of neighbors re-
garding use of the northern parking lot, a formal announcement 
was made that the school will close its' doors. Alverno, which has 
been under fire from neighbors regarding noise and non educa-
tional use of the facilities, (event rentals, filming, etc.). However, 
as stated in the announcement, the reason for the closure is at-
tributed to: 
“The need for tuition assistance has increased significantly in re-
cent history and this year we lowered tuition with the hopes that it 
would increase our applicant pool this season, which did not come 
to fruition,” the letter, signed by Head of School Julia Fanara and 
Board of Trustees President Ken Farfsing, read. 
“Additionally, our Upper School annual fundraising does not meet 
our needs to offset operating budget shortfalls, supplement tuition 
discounts, or allow for necessary capital improvements.” 
Alverno Heights Academy was founded by the Sisters of St. Fran-
cis in 1960. In the 2020-21 school year the academy added a TK-8 
lower school, with a maximum of 200 students. 
The school was constructed in 1960 and surrounds the Villa de 
Sol d’Oro (Villa), a local historic landmark. The Villa is a two-
story 15,758 square-foot single-family residence in the center of 
the campus, used for school-related functions and for-profit spe-
cial events, including weddings. 
Existing facilities include classroom buildings, three temporary 
modular TK-8 th grade classroom buildings, a library, adminis-
tration offices, a cafeteria, a faculty office, a chapel, a caretaker’s 
facility, an art studio, garages, storage, outdoor tennis, volleyball, 
basketball courts, a multi purpose field, parking areas, and drive 
lanes.

Last Tuesday, the city council, 
in order to comply with yet an-
other unfunded state mandate, 
gave preliminary approval to 
amended the Athens Waste 
Management contract. 
The action will require the city 
to proceed with the initiation 
of the Prop 218 process as com-
pliance will require an increase 
in the rates charged customers 
for Organic Waste Removal. 
In 2021, the City Council also 
appointed Councilmember 
Parkhurst and Mayor Pro Tem 
Kriebs to an ad-hoc Solid Waste 
subcommittee to discuss an 
amendment to the agreementwith Athens Services to provide 
the mandatory organics recy-
cling services to Sierra Madre. 
This was necessary because SB 
1383 'provides a complex array 
of mandatory requirements for 
cities requiring all residential 
and commercial premises to 
comply with a rigorous organicwaste recycling program. The 
requirements are embodied in 
statewide regulations.' 
Management Analyst James 
Carlson made a presentation 
to the full council answer-
ing questions on the impact 
of compliance on residents 
and businesses, and the need 
for changes in the existingAthens Management Services 
Contract. 
Under the recommended 
amendment, Athens would: 
Athens will provide 
all SB1383 compliance 
programs. 
Athens will provide a new 
bear-resistant organic barrel 
to every residential account 
citywide. 
Athens will modify from bi-
monthly billing to monthlybilling. 
Athens will provide the City 
an annual $30,000 payment 
to the City’s Environmental 
Fund. 
Athens will provide a one-
time payment of $200,000 
upon execution of the 
Amendment. 
Athens will provide two 
annual compost giveaway 
events. 
Athens will provide an an-
nual Household Hazardous 
Waste and E-Waste drop-off 
event. 
Athens will provide a 40-yard 
recycle roll-off at Sierra Vista 
Park. 
Athens will continue to pay 
the City’s Los Angeles Re-
gional Agency (LARA) an-
nual dues. 
Athens will provide enhanced 
recycling information to cus-
tomers on a quarterly basis. 
Athens will work with the 
City on solutions to illegal 
dumping in the City. 
Athens will work with the 
City to clean up and clarify 
certain contract sections 
(definitions, etc.) 
Athens will phase in the ex-
traordinary rate adjustment 
(SB1383 component) over 
two years. 
Two years shall be added to 
the term of the evergreen 
contract. 
Modify the annual rate ad-
justment formula to use the 
“Garbage & Trash CPI Index” 
effective 1/1/2023. 
Include +1% to the annual 
rate adjustment for 7 years.

The 218 Ballot Process re-
quires a vote on all rate/tax 
increases. The ballots will be 
mailed to all Athens custom-
ers, explaining the rate in-
crease and state requirements

If less than 50% of the bal-
lots are returned, protesting 
the rate increase, the rate in-
crease will go into effect. 
Ballots will be mailed to all 
parcel owners in the very 
near future.
