1. On March 28, 2023 the City Council of the City of Sierra Madre conducted a second reading, adopting Ordinance No. 
1465, amending Chapter 17.22 (Accessory Dwelling Units) of the Sierra Madre Municipal Code. 

The purpose of this ordinance is to update development standards for accessory dwelling units related to California state laws 
imposed by Assembly Bill 2221 and Senate Bills 897. The ordinance additionally provides information, clarification, and supplemental 
application review procedure with intent to enhance information available for the general public.

This summary is published pursuant to Government Code Section 36933(c)(1) and a full and complete certified copy of the text 
of Ordinance No. 1465 is available at the Sierra Madre City Manager’s Office located at City of Sierra Madre City Hall, 232 W.

The purpose of this Ordinance is to relieve inconsistency, ambiguity, inadvertent misrepresentation, and illegibility of the Sierra 
Madre Municipal Code as discovered from time to time by city staff, appointed officials, elected officials and members of the 
general public.

ENVIRONMENTAL DETERMINATION: Pursuant to Chapter 2.6, Public Resources Code commencing with section 21080.17, 
the City Council finds that the adoption of Ordinance No. 1465, which implements the provisions of Government Code section 
65852.2, does not apply to Division 13 (Environmental Quality) and is thus statutorily exempt for the purposes of the California 
Environmental Quality Act (CEQA).

Pursuant to Public Resources Code section 15061, subdivision (b)(3), Ordinance No. 1466 is exempt because it is not a “project” 
for purposes of Public Resources Code section 21065 and section 15378 of title 14 of the California Code of Regulations. This 
ordinance is a ministerial action to establish conformance with State law and has no direct or indirect physical impact on the 
environment. 

APPEAL: If in the future anyone wishes to challenge the decision of the City Council in court, one may be limited to raising the 
issues that were raised or presented in written correspondence delivered to the City Council at, or before, the scheduled public

Tomorrow is Palm Sunday, a week before 
Easter Sunday. On this particular 
day we gather

together to commemorate Jesus’ ride 
into Jerusalem on the back of a donkey 
while the crowds

spread their cloaks before him, waved 
palm branches, shouted, “Hosanna!” 
and just generally

celebrated this man who had walked 
among them for three years, healing 
their sick, raising thedead, giving sight to the blind, loving their children, and 
teaching a new way to live, based on love rather than the law. Just a few days later, 
these same people would be shaking their fists and

shouting, “Crucify him! Crucify him!”

One of his very own disciples, Judas Iscariot, would betray him with a kiss, having 
sold Jesus for 30 pieces of silver. I’ve always wondered if Judas might have regretted 
betraying Jesus. We don’t really know, do we, what happened with Judas, except that 
it all went wrong. “And Satan entered into Judas…” Luke 22:3

I wrote the lyrics to this song as part of “Hands!” The Musical, and my co-writer, 
David Wheatley, composed beautiful music for them. He has sung and played it 
several times for Good Friday services, and it is extremely moving.

Next Sunday, Easter, is a day of joy, no matter where you’re celebrating it. In church, online 
church, at the park enjoying an Easter egg hunt, whatever. I’m praying for sunshine. Meanwhile, 
here are a few joyful things I thought I’d pass along:

Once again, a hummingbird has built a nest in the oleander tree outside my office window. 
I can peek around my monitor and watch her working on the nest, shaping it with her beak 
and sort of stomping the bottom into exactly the right dimensions. She has found some 
white fluffy material and comes and goes with a little mass of this to add to her nest. It’s 
been windy but her nest has stayed in place. This gives me joy. Bees are swarming all over 
the blossoms on my orange and lemon trees and this gives me joy. Daughter, Crissy and 
granddaughters, Jessie and Emily, and I all had our toes done last Saturday. This gave us all 
joy. Then lunch at Chili’s featuring guacamole, spinach queso, chips and a margarita give 
us a little more joy. Sunshine and no rain for a few days…more joy! We have tickets to see 
“Escape to Margaritaville” at a local dinner theater on Saturday. As a lifetime Jimmy Buffett 
fan, I can hardly wait. More joy! 

I’m watching all the plants where I walk bursting out with new intensely green 
leaves and buds on everything will produce flowers galore in just a few days. Yes…
more joy!

This week I’m leaning on Phil.4:6 “Don’t worry about anything, instead, pray about

everything. Tell God what you need, and thank him for all he has done. Then you 
will experience God’s peace, which exceeds anything we can understand. His peace 
will guard your hearts and minds as you live in Christ Jesus.” I’m practicing ‘being 
in the moment.’ Instead of thinking ahead to things that need to be accomplished 
or stuff that annoyed the life out of me, I’m working on just being in this moment; 
as this particular moment will never come again.

How many Palm Sunday church services have you been to where all the little kids 
came down the aisle brandishing palm fronds with absolutely no clue what they 
were doing. You can look forward to that again tomorrow. Meanwhile, the picture 
today is palm fronds to make you smile.

SIERRA MADRE POLICE ISSUES A 

COMMUNITY ALERT RELATED TO 

“DISTRACTION BURGLARIES” AND THEFTS 

Sierra Madre, CA. – March 28, 2023

On March 28, 2023, at about 9:45 a.m. Sierra Madre Police Officers responded to the 100 block 
of S. Michillinda Avenue, regarding a male suspect impersonating a utility worker. The suspect 
knocked on a resident's door seeking access to the rear yard for purposes of checking utility 
lines, with the intent to distract the homeowner. A second suspect is believed to have been 
involved. 

On occasion, suspects have been known to be aggressive towards victims. The Sierra Madre 
Police Department recommends not answering the door if you do not recognize the person on 
the other side. Verify the identity of the person by calling the company they claim to represent 
and be cautious of anyone trying to coax you out of your home. If a utility worker or contractor 
knocks on your door and you are apprehensive, please call 9-1-1 or the non-emergency Police 
Department line at 626-355-1414.

SIERRA MADRE POLICE DEPARTMENT WEEKLY ACTIVITY REPORT

March 19th– March 25th

The following represents a summary report of some of the major incidents handled by the 
Sierra Madre Police Department during this period. This list is not intended to be considered 
exclusive or all-inclusive.

Monday, March 20th

Warrant Arrest

At approximately 11 AM, officers responded to 440 West Sierra Madre Blvd (Sierra Madre Public Library) 
for reports of a suspicious transient. Upon arrival, officers made contact with an individual matching the 
given description. Upon further investigation, it was discovered that the indivual had an active warrant 
from a nearby city. The transient was placed under arrest and transported to Pasadena Jail for booking.

Wednesday, March 22nd

Burglary

At approximately 10 PM, officers responded to the 700 block of N. Sunnyside Blvd (Mater Dolorosa Passionist 
Retreat Center) for reports of a burglary and theft that had occurred. Upon arrival, officers spoke 
with the reported party who stated that someone had entered their boarding room and took clothing and 
personal belongings without their permission. During the investigation, officers discovered that a male 
juvenile, who was a member of the retreat, had entered the room and took the victims items. The juvenile 
was cited and arrested for burglary.

Wednesday, March 22 

Burglary

At approximately 5 PM, officers responded to the 200 block of W. Carter Ave for reports of a burglary that 
had occurred. The reporting party witnessed two individuals running out of the esidence with bags. Upon 
arrival, officers discovered a shattered glass entryway. After clearing the residence, officers determined that 
a burglary had occurred. The Detectives Bureau is following up on this incident. Saturday, March 25th 

Theft from Motor Vehicle

At approximately 10 AM, officers responded to the 00 block of E Orange Grove Ave for reports of a 

theft from motor vehicle. The reporting party discovered that unknown suspect(s) made entry to their vehicle 
and stole their cash and personal belongings. The Detectives Bureau is following up on this incident.
