ENVIRONMENTAL DETERMINATION: The Project consists of policy-level updates to the City’s General Plan that do 
not authorize or result in direct or reasonably foreseeable indirect physical changes to the environment and are intended to 
strengthen environmental protection. The updates function as a planning framework to guide future decision-making and 
do not approve or commit the City to any specific development, construction activity, or other physical alteration of the 
environment. Any future actions implementing the policies contained in the updated Elements would be subject to separate 
discretionary review and environmental analysis under CEQA. Based on the foregoing, and in light of the whole record, it can 
be seen with certainty that the Project will not have a significant effect on the environment. Accordingly, the Project is exempt 
from CEQA pursuant to the common sense exemption set forth in State CEQA Guidelines §15061(b)(3). In addition, the 
Project qualifies for the Class 8 categorical exemption under State CEQA Guidelines §15308 because it constitutes an action 
taken by a regulatory agency for the purpose of protecting the environment. 
APPEAL: If in the future anyone wishes to challenge the decision of the City Council in court, one may be limited to raising 
the issues that were raised or presented in written correspondence delivered to the City Council at, or before, the scheduled
