GREEN MONROVIA:

Monrovia Environmental Accords … Gateway to Sustainability

$10,000 REWARD FOR INFORMATION ON HIT-
AND-RUN DRIVER RESPONSIBLE FOR THE DEATH 
OF DUARTE MAN

The Monrovia Environmental Accords (MEA) adopted by the City Council, are the established 
goals and policies to make the community more environmentally friendly and 
sustainable.

The MEA covers twenty-one long-term goals and objectives, from waste diversion to new 
transportation systems. A Green Team, with representatives from every department participates 
in the development of the Accords and Action Strategies.

Most of the goals are long-term (2015-2030) and will require new policies, programs and 
technologies. Several are dependant on other agencies, such as utility companies. Monrovia 
is committed to working with these agencies, businesses and residents to create a more 
sustainable community for those who live and work in Monrovia.

LOS ANGELES COUNTY 
– Supervisor Michael D. 
Antonovich is offering a 
$10,000 reward in exchange 
for any information leading 
to the arrest and/or conviction 
of the person responsible 
for the fatal hit-and-
run of 86-year-old Gabriel 
Barragon on December 1 in 
Duarte.

At approximately 5:40 p.m. 
a vehicle, described only as 
being black, traveling southbound 
in the number two 
lane on Buena Vista Street in 
Duarte struck Mr. Barragon, 
who suffered massive head 
and internal injuries. He 
was pronounced dead at the 
scene by Los Angeles County 
Fire Paramedics. The Sheriff’s 
Department is seeking 
assistance from the public 
with information that may 
aid in their investigation of 
this case. 

Supervisor Antonovich suggests 
anyone with information 
contact Sergeant Anthony 
Haynes at 626-285-7171.

Tzeitel Paras-Caracci Elected Duarte Mayor; 

Lois Gaston, Mayor Pro Tem in Annual Reorganization 

DUARTE, CA, November 24, 
2010 — Duarte City Council 
members voted unanimously 
to elect Tzeitel Paras-Caracci, 
Mayor for 2010-2011 and Lois 
Gaston, Mayor Pro Tem during 
the annual reorganization of 
the Duarte City Council on 
Nov. 23. 

 Paras-Caracci is currently 
serving her third term on 
the Duarte City Council. She 
previously served as mayor in 
2005-2006, and chairperson of 
the Redevelopment Agency in 
2004. 

Paras-Caracci is a past 
president of APAMO (Asian 
Pacific American Municipal 
Officials), a National League 
of Cities Constituency Group, 
and formerly served a two-year 
term on the board of directors 
of the National League of Cities 
and the League of California 
Cities. She is employed as an 
administrative director at the 
Santa Anita Family YMCA in 
Monrovia. In addition to her 
duties on the City Council, 
she also serves on the board 
of directors of the Duarte 
Community Service Council 
and as a member of the Duarte 
Education Foundation.

 Gaston, a retired AT&T executive, was first elected to office in 2003. She served 
as Redevelopment Agency chairperson in 2004-2005, and was Mayor in 2006-2007, the 
first African American woman to hold that position in the City’s history. She is immediate 
past president of the California Contract Cities Association and was appointed to the 
Los Angeles Countywide Criminal Justice Coordinating Committee in 2009. Among her 
many community involvements she has served as vice president of the Duarte Education 
Foundation since the early 1990’s and on the board of directors of the nonprofit Foothill 
Unity Center since 1998. 


Santa to Make Many Holiday Appearances in Duarte

Yes, Virginia there is a Santa 
Claus and he’ll be spending 
quite a bit of time in Duarte this 
holiday season beginning on 
Thursday, Dec. 2 with the City’s 
official Christmas tree lighting 
ceremony and fiesta.

Festivities will take place at the 
Duarte Community Center 
from 6:30 p.m. to 8 p.m., and 
include musical performances 
featuring cultural dancers, 
carolers and a visit by Santa 
Claus, along with games and 
holiday crafts for children. The 
event is free. A tamale dinner 
will be available for purchase 
for $6 person. At 8 p.m. Santa 
will join Duarte Mayor Tzeitel 
Paras-Caracci in lighting the 
City Christmas tree, a 45-
foot living Redwood. The 
Senior Center is located in the 
Duarte Town Center at 1610 
Huntington Dr. 

 On Saturday, Dec. 4, 
the Duarte Rotary Club will 
host its annual Breakfast with 
Santa from 8 a.m. to 9:30 a.m. at 
the Duarte Community Center, 
1600 Huntington Dr. Tickets 
are $4 for adults and $2 for 
children ages 10 and under. All 
proceeds benefit Rotary’s local 
service projects.

 Kids are invited to mail 
their Christmas letters to Santa 
Claus by way of Duarte City 
Hall from Nov. 29 through Dec. 
9. All letters will be forwarded 
to the North Pole and kids 
will be answered in writing by 
Santa. Letters may be deposited 
in the special Santa mailbox 
located at the Duarte Parks 
and Recreation Dept. in City 
Hall, or mailed to City Hall, 
1600 Huntington Dr., Duarte, 
CA 91010, Att: Santa. Santa, 
being up with the times, is 
also accepting letters via email: 
santa@accessduarte.com, Nov. 
29 through Dec. 9. For instant 
gratification, children are also 
invited to talk to Santa on the 
phone Tuesday, Dec. 14 from 3 
p.m. to 5 p.m. Call (626) 358-

 On Wednesday, Dec. 8, 
Santa will visit Beardslee Park 
from 2:45 p.m. to 3:15 p.m. 
followed by a visit to Royal 
Oaks Park from 3:30 p.m. to 4 
p.m. From there he will head 
to the Duarte Community 
Center at City Hall for Santa’s 
Holiday Party, from 4 p.m. 
to 5:30 p.m. The party will 
include games, crafts, music, 
prizes, refreshments and a 
visit from Santa. The event is 
free, but limited to the first
