ORDINANCE NO. 1345

AN ORDINANCE OF THE CITY OF SIERRA MADRE, CALIFORNIA AMENDING CHAPTER 17.90 OF THE 
SIERRA MADRE MUNICIPAL CODE PERTAINING TO THE ART IN PUBLIC PLACES PROGRAM 

WHEREAS, the City Council previously adopted Ordinance 1244, creating the City’s Art in Public Places program; 
WHEREAS, on June 26, 2013, the City Council directed staff to return with revisions to the City’s Arts in Public Places 
ordinance; 

WHEREAS, on June 26, 2013, the City Council directed staff to update outdated language contained in Municipal Code 
Chapter 17.90 and to correct an inconsistency between the Intent and Purpose of the ordinance, and the use of funds collected 
pursuant to the ordinance. 

THE CITY COUNCIL OF THE CITY OF SIERRA MADRE DOES HEREBY ORDAIN AS FOLLOWS: 

SECTION 1. Chapter 17.90.030 - Administration of the city of Sierra Madre art in public places program, is hereby 
amended to read: The art in public places program shall be administered by the city council of the city of Sierra Madre. 
To assist in administering the program, the city council may designate this responsibility to the Sierra Madre Community 
Services commission. If this designation is made, the Community Services commission shall review the program annually 
and report the results to the city council. 

SECTION 2. Chapter 17.90.070 - Creation of art in public places trust fund, is hereby amended to read:

There is hereby created within the treasury of the city a special fund to be known as the city of Sierra Madre art in public 
places trust fund. This fund shall be maintained by the city and shall be used solely for the intent and purpose stated in 
Section 17.90.010. All money received by the city pursuant to Sections 17.90.050 and 17.90.060 of this chapter or from 
endowments or gifts to the city designated for the arts shall be placed in the art in public places trust fund. All such money 
shall be deposited, invested, accounted for and expended as follows: 

1. Money received pursuant to Sections 17.90.050 and 17.90.060 of this chapter shall be deposited in the art in public 
places trust fund in a manner to avoid any commingling with other revenues and funds of the city, except for temporary 
investments, and all funds shall be expended solely for the purposes for which they were collected. Any interest income 
earned by the money in the art in public places trust fund shall be deposited in the art in public places trust fund and 
shall be expended only for the purpose for which the money was originally collected. 

2. Accounts may be reviewed by the public pursuant to the California Public Records Act. 

SECTION 3. If any sections, subsections, subdivisions, paragraph, sentence, clause or phrase of Ordinance 1345 is for any 
reason held to be invalid, such invalidity shall not effect the validity of the remaining portions of this Ordinance. The City 
Council hereby declares that it would have passed each section, subsection, subdivision, paragraph, sentence, clause or 
phrase hereof, irrespective of the fact that anyone or more sections, subsections, subdivisions, paragraph, sentences, clauses 
or phrases be declared invalid. 

SECTION 4. The City Clerk shall cause this Ordinance to be published or posted in accordance with California Government 
Code Section 36933, shall certify to the adoption of this Ordinance and his/her certification, together with proof of the 
publication, to be entered in the book of Ordinances of the City Council. 

ORDINANCE 1345, PASSED, APPROVED and ADOPTED this 24th day of September, 2013.

Nat Read, noted author, songwriter and stand-up comic, will be the guest speaker t 1630his Tuesday, 
October 8th at the Sierra Madre Kiwanis Club. The meeting begins at noon with lunch followed by 
Mr. Read’s presentation.

Read is also the author of The Jonathan Club Story and Poet Cop. In addition, he wrote the lyrics to 
Shadows Among Us, a tribute to veterans. His writing has appeared in dozens of national and regional 
publications, including The Wall Street Journal, Saturday Evening Post, Good Housekeeping, 
Boy’s Life, Reader’s Digest, Leatherneck, Denver Post, Chicago Sun-Times, Los Angeles Times, Los 
Angeles Magazine and many others.

As a stand-up comic he has appeared on the stages of such clubs as the Comedy Store, Improv and Ice 
House and has traveled throughout the Western United States and Canada performing for conventions 
and large corporate gatherings. He is a frequent emcee for non-profit events.

The book on which he will be speaking, Don Benito Wilson: Mountain Man to Mayor fills a long-
missing gap in the record of Southern California history. Published by Angel City Press, this biography 
documents the life of one of the most significant pioneers of Los Angeles. The grandfather of 
Gen. George Patton, Wilson is almost unknown today except for the prominent local peak, Mount 
Wilson, which was named for him, but as the book reveals, there is so much more to the legacy of 
this historic figure.

The event will be held at The Lodge (formerly the Masonic Temple), 33 E. Sierra Madre Blvd., Sierra 
Madre. Lunch is $10. The program is free.

Sunday September 22, 2013

At 9pm, officers responded to the 1900 block of Lilliano Drive to investigate a report of a disturbance. 
An intoxicated female started an argument with her boyfriend and began slapping him repeatedly 
about the chest and arms. In an attempt to get her to stop, the boyfriend pushed her into the pool. 
Minutes later, the girlfriend appeared at the rear door with a shovel and began striking the rear door. 
When the boyfriend tried to stop her from damaging the door, she started swinging the shovel at 
him. The girlfriend became further enraged and threw objects about the room. When the police 
arrived, she was arrested for Domestic Violence. The boyfriend sustained visible injuries to his chest, 
wrists and arms. 

Monday September 23, 2013

At 11:15pm, an officer observed a vehicle travelling south on Michillinda Avenue that was drifting 
over the designated lanes then suddenly veering back into the correct lane. Two other traffic violations 
were observed before the officer could stop the vehicle. The driver exhibited signs of intoxication 
and was unable to pass the field sobriety test. The driver (female 45 years of age) was subsequently 
arrested for DUI. 

Tuesday September 24, 2013

At 9:30pm, a resident in the 500 block of Auburn Avenue was inside her home when she heard the 
side gate leading to her rear yard open. Moments later she observed a male wearing a black hoodie 
looking in at her from a rear window. The resident immediately called the police and the suspect 
fled. A search was conducted with the assistance of the helicopter but the suspect was not located. A 
thorough search and investigation of the property was conducted in an attempt to obtain evidence. 

Friday September 25, 2013

At 9:30pm, a resident in the 700 block of Auburn Avenue was returning home and observed a 
silver compact car parked in the no parking zone at the access point to the catch basin. He found 
this to be suspicious and notified the police department as he drove into his garage. Immediately 
upon entering his residence, he noticed that portions of the interior had been ransacked. He again 
called the police who arrived at the location within two minutes. However, by the time they arrived, 
the suspicious vehicle was no longer at the location. The investigation determined that unknown 
suspects gained entry through a rear bedroom window using a pry tool to compromise the lock. 
Once inside, they ransacked the bedroom and removed a firearm that was in a drawer. It is possible 
the owner interrupted the crime when he returned home as the suspects apparently fled using the 
same bedroom window.

AMBASSADORS APPLICATIONS DUE OCTOBER 11TH

 

The Sierra Madre Rose Float Association is pleased to announce that it will be accepting applications 
for Princesses or Ambassadors, young women and men aged 15-18, to represent the Float Association 
at local functions and activities and to ride on the City of Sierra Madre's float on New Year’s Day

in the Pasadena Tournament of Roses Parade.

 

Additional information and applications are available at the SMRFA website, www.smrosefloat.org. 
All applications must be received by Friday, October 11th. Judging will be held at The Lodge, Sunday, 
October 13th from 2:00pm-4:00pm. The formal announcement of those selected will be Sunday,

October 27th, at 3:00pm.

BOOK SALE - LAST DAY OCTOBER 5TH

 Don’t forget the next Friends of the Sierra Madre 
Library’s Best Used Book Sale is being held in the 
basement and back parking lot of the library on 
Friday, October 4, 2013 from 3:00-7:00 p.m. and 
Saturday, October 5, 2013 from 10:00 a.m. to 2:00 
p.m. In addition to books with a Halloween theme, 
the sale will offer a collection of Southern California 
trail books and nature trail guides for those planning 
local hikes this fall. And if you’re already starting to 
plan for the fall and winter holidays, we have featured 
shelves of some of our craft books and cookbooks on 
sale for half price. The tables in the basement will 
be displaying newer fiction, including some 2013 
titles, and coffee table books on a wide variety of 
subjects. On the parking lot we have several tables 
of paperbacks at twenty-five cents each or 5/$1.00 and 
a large collection of teacher materials and units ready 
to use in the classroom all on sale for $1.00 each. All 
children’s bargain books are five for a dollar. 

 These sales offer high quality, slightly used books that 
are culled from our library shelves or donated, books 
that you’ll be proud to place in your own library or to 
give to friends and family. Proceeds from the Best 
Used Book Sales will be donated to the library to
