Robbery
October 1 at 2:00 p.m., a robbery was reported in the area of Monterey and Colorado. The victim was
walking southbound on Monterey when a female suspect ran from behind her and stole the iTouch
she was carrying in her hand. The suspect continued running southbound on Monterey to a waiting
vehicle and fled the area. The investigation is continuing.
Grand Theft
October 2 at 10:12 p.m., an officer was on patrol in the 900 block of South Fifth when he saw a 2010
black Cadillac Escalade sitting on its axles without rims and tires in a hotel parking lot. The owner was
staying at the hotel and wasn't aware of the theft, which occurred some time between 9:30 and 10:00
p.m. A witness saw a male White subject in a white utility van next to the victim's vehicle. The witness
noticed two of the rims and tires were missing, but thought the subject in the van was the owner of
the Cadillac. The investigation is continuing.

Mail Theft Prevention
If you order items over the phone, via the Internet, or by mail, chances are those packages will be
delivered straight to your front porch. The majority of deliveries do not require a signature and are
generally left at your door, even if no one is home to accept them. Some thieves look for crimes of
opportunity, but other thieves actually target your delivery. Thieves will follow or watch for the UPS,
FedEx, US Mail, or other delivery trucks, and then target a home after a delivery is made.
Here are some suggestions for helping to prevent a theft of your packages:
If possible, use your workplace as the shipping address.
Track your shipments by phone or online so that you know what day they should
arrive.
Ask your neighbor to watch for your delivery and then hold the items until you
arrive home.
Keep an eye on your neighborhood and report suspicious persons
or vehicles in the area.
Request a signature delivery option if available or request the shipment be held
at the shipping facility such as a UPS office.
Check with "mailbox" businesses in your town and see if they will accept
shipment of your item for a fee.
If you do not receive your shipment on time, check with the company of origin
and confirm the delivery. If the item was delivered and you did not receive
it, report the theft or loss to the original company, the shipping company, and
your local police.

Award winner. The 2013 award winners
were honored during the Opening
General Session of the League’s
Annual Conference & Expo at the
Sacramento Convention Center held
Sept. 18 – 20.
Monrovia won the Ruth Vreeland
Award for Engaging Youth in City
Government for the city’s Youth Employment
Service (YES) program to
provide job training, mentoring and
internship opportunities to Monrovia-
at risk youth.

Now in its sixth year, YES has successfully
graduated over 135 at-risk
kids. The program provides mentoring
and intervention features geared
toward high school students, specifically
those who have failing grades,
unstable home lives, a police record
or simply bad attitudes. Launched
in 2007, the program is designed to
address the community’s need to improve
the quality of life and opportunities
for local youth in response
to gang violence in some areas of the
city.
Studies indicated that the relative effectiveness
of combating gang activity
was to place 70 percent of its efforts
on prevention and intervention, and
30 percent on suppression. In Monrovia,
the allocation of resources was reverse: 80 percent was being spent on suppression, while only
20 percent was being spent on prevention and intervention. At the time there were fewer job opportunities
for the city’s youth and funding for internships. YES was started to address these issues by
partnering with the Santa Anita Family YMCA, Monrovia Unified School District and the Monrovia
Chamber of Commerce.
“We are honored to receive the Helen Putnam award and are very proud of the YES program’s success.
Of those youth who have graduated, we’ve seen grade point averages increase by 14%, absenteeism
decrease by 200% and tardiness decrease by 145%,” said Mayor Mary Ann Lutz. “Many of these youth
have focused their energies back into the community, which makes the YES program even more
rewarding.”

Established in 1982, the Helen Putnam Award for Excellence program recognizes outstanding cities
that deliver the highest quality and level of service in the most effective manner possible. Monrovia
was one of 13 cities out of 149 applicants throughout California to receive this coveted award.
Particular attention and credit is given to applications specifically advancing the League’s strategic
priorities (www.cacities.org/priorities), which are determined each year by the board of directors.
The award is given annually in 12 categories: CCS Partnership Intergovernmental Collaboration
Award; Community Services and Economic Development; Economic Development through the Arts;
Enhancing Public Trust, Ethics, and Community Involvement; Health and Wellness Programs; Housing
Programs and Innovations; Internal Administration; Planning and Environmental Quality; Public
Safety; Public Works, Infrastructure and Transportation; the Ruth Vreeland Award for Engaging
Youth in City Government; and the League Partners Award for Excellence in City-Business Relations.
Established in 1898, the League of California Cities is a nonprofit statewide association that advocates
for cities with the state and federal governments and provides education and training services to
elected and appointed city officials.
