About the City of Arcadia

Nestled in the foothills of the San Gabriel 
Mountains, Arcadia is an 11.38 square mile 
community with a population of just over 
56,000. Located approximately 20 miles east 
of downtown Los Angeles, Arcadia is known 
for combining small-town charm with the 
conveniences amenities of a mid-size city. 
Arcadia is a full-service charter city governed 
by a five-member City Council, elected at 
large. Recognized for exceptional education 
and recreation opportunities and beautiful 
neighborhoods, Arcadia is also defined as

in which to Raise Kids” by Business Week 
Magazine. 

For the period of Sunday, February 1st, through 
Saturday, February 7th, the Police Department 
responded to 1,079 calls for service of which 97 
required formal investigations. The following is a 
summary report of the major incidents handled by 
the Department during this period.

Sunday, February 1:

Just before 1:30 a.m., an officer conducted a 
records check on a vehicle parked at the Los 
Angeles County Park, 405 South Santa Anita 
Avenue, and discovered it was stolen from the City 
of Montclair. The vehicle was found unoccupied 
with the keys on the front seat. No suspects were 
seen and no witnesses were located. The victim 
was notified. 

 At approximately 7:17 p.m., an officer responded 
to the Westfield Shopping Town, 400 South 
Baldwin Avenue, regarding a suspect in custody 
for theft. An investigation revealed the suspect 
removed the security tags from two bottles of 
perfume and placed them in a shopping bag 
before exiting the store, failing to make payment. 
The 24-year-old White male was arrested and 
transported to the Arcadia City Jail for booking. 

Monday, February 2:

At about 1:56 a.m., an officer initiated a traffic stop 
on a vehicle in the area of Mayflower Avenue and 
Live Oak Avenue for not having a front license 
plate. Upon making contact with the driver, the 
officer detected a strong odor of alcohol emitting 
from inside the vehicle. A series of tests confirmed 
the driver had a blood alcohol content greater 
than 0.08%. The 42-year-old Hispanic male was 
arrested and transported to the Arcadia City Jail 
for booking.

 At approximately 9:24 p.m., an officer responded 
to Victoria’s Secret at the Westfield Shopping 
Town, 400 South Baldwin Avenue, regarding a 
report of grand theft. The officer determined four 
unknown suspects selected numerous items of 
underwear and bras, concealed the property in 
their shopping bags, and fled without making 
payment. The total loss was valued at more 
than $1,900.00. The suspects are described as 
three Black females and one Black male. The 
investigation is ongoing. 

Tuesday, February 3:

Around 10:03 a.m., an officer responded to 
the 1200 block of North Santa Anita Avenue 
regarding a vehicle burglary report. The victim 
found her vehicle with a smashed front window 
and noticed her purse was stolen. The suspects 
attempted to make two online purchases with the 
victim’s credit cards. The investigation is ongoing. 

 Just after 2:22 p.m., an officer was dispatched 
to Bank of America, 180 North Santa Anita 
Avenue, regarding a suspicious circumstance. 
An investigation revealed three unknown 
suspects convinced a 26-year-old Asian female 
to withdraw more than $500.00 by stating one of 
the suspects was suffering from Leukemia. The 
suspects attempted to have the victim withdraw 
another $700.00 but the victim grew suspicious 
and the suspects fled.

 Suspect #1 is described as a Middle Eastern man 
in his 50’s, with long black hair, approximately 5’9” 
tall, and weighing roughly 180 pounds. Suspect #2 
is described as a Middle Eastern female between 
30 and 40-years-old, approximately 5’3” tall, with 
long brown hair. Suspect #3 is described as a 
Middle Eastern female between 30 and 40-years-
old, 5’4” tall, 180 pounds, with dark black hair. The 
suspects appeared to be gypsies. The suspects were 
driving a dark colored BMW. The investigation is 
ongoing. 

Wednesday, February 4:

Shortly after 11:25 a.m., officers responded to a 
residence in the 600 block of Fairview Avenue 
regarding a female suspect seen stealing mail. 
Officers located the 48-year-old Hispanic female 
with the stolen property. She was arrested and 
transported to the Arcadia City Jail for booking.

 At about 9:36 p.m., an officer responded to 
Denny’s, 7 East Huntington Drive, regarding 
a domestic disturbance report. The officer 
discovered a boyfriend and girlfriend were 
arguing when the male suspect grabbed her and 
scratched her. The 36-year-old Asian Male was 
arrested and transported to the Arcadia City Jail 
for booking. The victim did not seek medical 
attention. 

Thursday, February 5:

At approximately 7:52 a.m., an officer initiated 
consensual contact with a male subject in the 
parking lot of Motel 6, 225 Colorado Place, who 
was currently on felony probation for narcotics. A 
consensual search of the subject’s vehicle revealed 
several bank account inquiries from different 
account holders as well as a forged driver’s license. 
The officer also located a scale with marijuana 
residue on it. The 25-year-old Hispanic male was 
arrested and transported to the Arcadia City Jail 
for booking.

 Around 5:36 p.m., an officer conducted a DMV 
check on a vehicle parked in the Arco Gas Station, 
5 West Foothill Boulevard, and noticed the 
vehicle displayed a valid 2015 sticker, however had 
expired registration. The officer made contact with 
the driver who acknowledged the 2015 sticker did 
not belong on his vehicle. The 53-year-old White 
male was cited and released in the field. 

Friday, February 6: 

Just after 10:20 a.m., an officer responded to the 
front counter of the Arcadia Police Department 
regarding a fraud report. The victim stated he paid 
the suspect $8,000.00 for a vehicle, but the suspect 
never delivered the car. The suspect is a 64-year-
old White male. The investigation is ongoing.

 At about 11:05 p.m., an officer responded to a 
residence in the 400 block of West Duarte Road 
regarding a burglary report. An investigation 
revealed an unknown suspect may have 
used a pellet gun to break the window before 
ransacking the home, and fleeing undetected. The 
investigation is ongoing.

Saturday, February 7:

Just after 10:37 a.m., an officer responded to May’s 
Department Store, 116 East Live Oak Avenue, 
regarding a vandalism report. The victim stated 
they found the front window to the business with 
a 2’ circular hole in it. The vandalism occurred 
sometime during the previous evening. No other 
property from the store was missing or damaged. 
No suspects were seen and no witnesses were 
located.

 At approximately 9:59 p.m., an officer responded 
to Macy’s at the Westfield Shopping Town, 400 
South Baldwin Avenue, regarding a suspect in 
custody for petty theft. The 32-year-old Hispanic 
female purchased some items, but failed to pay for 
the merchandise she concealed in her purse. She 
was arrested and transported to the Arcadia City 
Jail for booking.

During the last seven-day period, the Police Department handled 421 service

Driving Under the Influence/Injury Traffic Collision

February 9 at 4:56 p.m., police responded to the report of an injury traffic 
collision in the 500 block of Norumbega. A male subject was driving up 
Norumbega when he crashed into the front of the property. The resident 
saw that the driver was trying to flee and gave chase. Officers arrived and 
detained the subject, who had visible injuries to his face. The driver was 
determined to be extremely intoxicated. Due to his injuries, the driver was 
taken to a hospital for treatment. Charges will be submitted to the District 
Attorney’s office for filing.

72 Hour Mental Evaluation

February 10 at 1:39 p.m., an officer responded to the front of a business 
in the 600 block of West Huntington. A subject wearing camouflage was 
making threats about shooting people. Officers contacted the subject and 
no weapons were found. The subject was taken to a hospital, where he was 
held for a 72 hour mental evaluation.

Weapon on School Grounds – Suspect Arrested

February 10 at 1:47 p.m., staff from an elementary school called police to 
report a student being detained for possession of a folding knife. A male 
student brought the knife to school and passed it on to one of the female 
students. The female student started showing off the knife to others. When 
school staff learned about the knife and confronted the student, she ran 
and gave it back to the male subject she received it from. The knife was 
eventually recovered and the female student was cited for possessing a knife 
on school grounds.

Vehicle Burglary

February 11 at 8:16 p.m., a vehicle burglary was reported in the 500 block of 
Diamond. The victim parked and thought she locked her vehicle in front of 
her home. When her husband went out to use the vehicle the next evening, 
he found the car was unlocked and property was missing. The investigation 
is continuing.

Domestic Violence

February 11 at 11:46 p.m., officers were dispatched to a domestic violence 
incident on Duarte Road. Both the suspect and victim were last seen in front 
of the location. The officer arrived and found the victim had sustained a cut 
lip and finger after the male suspect hit her several times. The officer located 
the male suspect and arrested him for domestic violence.

Driving Under the Influence/Traffic Collision

February 12 at 1:30 a.m., an officer was dispatched to the 300 block of 
Wildrose regarding a hit and run traffic collision where the suspect had fled 
the scene. The suspect vehicle was described as a green Chevy Silverado. As 
the officer was getting information from the reporting party, the suspect 
vehicle was seen driving down the street. The officer stopped the vehicle 
and determined the driver was driving under the influence. The driver was 
arrested and taken into custody.

 DUARTE, CA, February 11, 2015 – Duarte Fish Canyon Falls Trails 
will officially re-open to the public for use on Wednesday, February 11th 
following a thorough trail assessment for both accessibility and safety 
conducted by representatives from the Angeles National Forest Service, 
the Los Angeles County Fire Department, the City of Duarte and the 
Vulcan Materials Company. The trail closed on December 17, 2014 
following a rockslide, which required a group of hikers to be rescued. 

 As with many outdoor activities, there are inherent risks and hazards 
with hiking and trail users are advised to take caution, heed public safety 
warnings and assume responsibility for their actions. Hikers should also 
be aware that the trail, although not particularly strenuous does have 
portions that wind along very narrow edges, steep drops and high cliffs. 
As such, hikers are encouraged to wear appropriate gear, remain on the 
trail at all times, and obey posted signage. Ticks and substantial poison 
oak growth are currently present along the trail and precautions should be 
taken. The trail is also not currently recommended for young children. 

The City of Duarte continues to strive to ensure that the Fish Canyon Falls 
Trail remains accessible and safe for hikers. The City and its partners 
acknowledge that to create the ideal hiking experience, the trail does 
require additional work. With that goal in mind, the City applied for 
and has been awarded a $25,000 grant from Los Angeles County 2015 
Competitive Excess Funds Grant Program to rehabilitate the trail in 
partnership with the San Gabriel Mountains Trail Builders and the 
Angeles National Forest Service. The City Council has agreed to provide 
matching funds in the amount of $8,750 for additional staffing. A total 
of 8 trail crew workers will be hired for temporary part-time work to 
complete the rehabilitation project. For additional information on the

Toddler 
Story 
Time 
DUARTE, CA, February 9, 2015 – Mayor Tzeitel Paras-Caracci 
and the Duarte Library invite parents and children, toddler and 
preschool age, to Toddler Story Time! The quarterly series kicks 
off on Friday, March 6, 2015 from 10:15- 11:00 a.m. at the Duarte 
Library, 1301 Buena Vista Street. These special events will occur 
on the 1st Fridays of every quarter from 10:15-11:00 a.m., which 
includes the following dates: March 6th, June 5th, September 4th 
and December 4th. This event series is free to participants. 

 During Toddler Story Time, Mayor Paras-Caracci will read a 
pre-selected age, appropriate book to the group. After story time, 
parents and children can work together on a complimentary 
craft and enjoy a snack. Story time is a great way for children to 
interact with youngsters while building social and other skills. For
