ARCADIA POLICE BLOTTER

TRINIDAD SPECIAL OLYMPIANS TO ARCADIA


For the period of Sunday, February 22nd, through Saturday, February 
28th, the Police Department responded to 1,109 calls for service of which 
122 required formal investigations. The following is a summary report of 
the major incidents handled by the Department during this period.

Sunday, February 22:

Just before 3:11 a.m., officers responded to the 700 block of South Second 
Avenue regarding a non-injury traffic accident involving three vehicles. 
One of the vehicles had collided into two parked cars. Upon contacting 
the driver, officers detected an odor of an alcoholic beverage emitting 
from his breath. Through a series of tests, officers determined the driver 
was under the influence of an alcoholic beverage and had a blood alcohol 
content greater than 0.08%. The 22-year-old Asian male was arrested 
and transported to the Arcadia City Jail for booking. 

 At approximately 7:28 p.m., an officer was dispatched to the 100 
block of West Floral Avenue regarding a residential burglary report. An 
investigation revealed an unknown suspect gained entry into the home 
by prying open a window and fleeing undetected with jewelry. One of 
the victim’s dogs was also missing, but was located roaming the streets a 
short time later. The investigation is ongoing.

Monday, February 23:

At about 12:33 p.m., an officer initiated a traffic stop in the area of 
Santa Anita Avenue and Pamela Road for expired registration. A DMV 
check revealed the driver was operating a vehicle without a license. The 
21-year-old Black male was cited and released in the field. The vehicle 
was left legally parked at the scene.

 At approximately 6:47 p.m., officers were dispatched to the 900 block 
of Balboa Drive regarding two vehicle burglaries. Officers determined 
the door lock of one vehicle had been tampered with and the window of 
the other had been pulled away from its rubber seal. DMV paperwork 
and insurance cards were stolen from both vehicles. Evidence was 
recovered at the scene. The investigation is ongoing.

Tuesday, February 24:

 Around 9:04 a.m., an officer responded to Baldwin Avenue at 
Woodruff Avenue regarding a theft from vehicle report. An investigation 
revealed the female victim was driving northbound on Baldwin Avenue 
when debris became lodged under her vehicle causing her to pull over. 
A bicyclist stopped to offer assistance, but left the scene when the 
victim became distracted while accessing the trunk of her car. Shortly 
afterward, the victim discovered her wallet missing from the unlocked 
vehicle. 

 The suspect is described as a 20-year-old Hispanic male, 5’07”, 
wearing a black hooded sweatshirt and dark pants. The investigation is 
ongoing.

 Just after 3:15 p.m., an officer was dispatched to Victoria’s Secret at 
the Westfield Shoppingtown Santa Anita, 400 South Baldwin Avenue, 
regarding a theft report. Surveillance footage captured two suspects 
entering the store, grabbing handfuls of panties and concealing them in 
bags before exiting. The loss was 200 panties valued at $2,900.

 One suspect is described as a Hispanic male with short balding, salt 
and pepper hair wearing black pants, a white buttoned-up shirt, black 
vest and black shoes. The other suspect is a Hispanic female with long 
brown hair wearing a headband, blue jeans and a black long-sleeved shirt 
with unknown writing on the front. The investigation is ongoing.

Wednesday, February 25:

Just after 2:54 p.m., an officer initiated an enforcement stop on a bicyclist 
in the area of Baldwin Avenue and Gate 9 for riding on the sidewalk. The 
subject fled from the officer and ran inside the Westfield Shoppingtown 
Santa Anita, 400 South Baldwin Avenue. The suspect actively resisted 
detention and provided a false name to officers. Investigation revealed 
he was in violation of a restraining order prohibiting him from being 
on mall property. The 23-year-old Hispanic male was arrested and 
transported to the Arcadia City Jail for booking.

 At about 11:20 p.m., an officer was dispatched to the 100 block of 
East Camino Real Avenue regarding a domestic violence report. An 
investigation revealed that an argument turned physical when the 
husband kicked his wife in the stomach. The 69-year old Asian male was 
arrested and transported to the Arcadia City Jail for booking.

Thursday, February 26:

At approximately 8:30 a.m., an officer responded to the Arcadia Police 
Department front counter regarding a non-injury hit and run collision. 
An investigation revealed that the previous evening, at about 9:00 
p.m., Party-2 was southbound on Second Avenue and stopped at the 
intersection at Longden Avenue. Party-1 was traveling westbound on 
Longden Avenue, made a right turn onto Second Avenue and sideswiped 
Party-2. Party-1 fled the scene after the collision.

 Around 11:58 p.m., officers were dispatched to Savers Thrift Store, 
16 East Live Oak Avenue, regarding a suspicious circumstances report. 
Upon arrival, officers observed an unoccupied vehicle behind the store 
near the loading dock and a subject inside the secured donation area. 
The 33-year-old Hispanic male admitted to scaling the wall and being 
on the property, after closing, without permission. He was arrested for 
Loitering on Private Property and transported to the Arcadia City Jail 
for booking.

Friday, February 27: 

Just after 7:28 a.m., officers responded to the 500 block of East Sandra 
Avenue regarding a burglary report. Officers discovered the victim had 
interrupted two suspects burglarizing her built-in carport storage unit. 
Both suspects were located a short time later. A 16-year-old Hispanic 
male was arrested for Burglary. The 42-year-old Black male was 
arrested for Burglary, Possession of Drug Paraphernalia, Possession of a 
Controlled Substance and misdemeanor warrants. Both suspects were 
transported to the Arcadia City Jail for booking.

 At about 11:26 p.m., an officer initiated a traffic stop in the area of 
Santa Anita Avenue and Live Oak Avenue for expired registration. A 
records check revealed the driver had an outstanding misdemeanor 
warrant. The 25-year-old Hispanic male was arrested and transported 
to the Arcadia City Jail for booking. The vehicle was left legally parked 
at the scene.

Saturday, February 28:

 Just after 4:23 p.m., an officer responded to the Arcadia Police 
Department parking lot regarding a vandalism report. The officer 
discovered that both passenger side tires of the victim’s vehicle had been 
slashed on February 23rd while parked at Ralph’s, 211 East Foothill 
Boulevard. No suspect information was provided. 

 At approximately 8:31p.m., an officer was dispatched to the 1200 block 
of Oakglen Avenue regarding a residential burglary report. According 
to the victims, when they returned home they discovered the front door 
open, the house ransacked and jewelry missing. Unknown suspects 
gained entry to the location by shattering a basement window. No 
witnesses were located. The investigation is ongoing.

One hundred Special Olympics World Games athletes, coaches and 
mentors from the Caribbean dual-island country of Trinidad & 
Tobago as well as the Kyrgyz Republic (Kyrgyzstan) will experience 
the best that Arcadia has to offer for three days and nights in July, 
including everything from visits to the horse race track, police station 
and mall to one of the City’s weekly outdoor concerts featuring 
Caribbean music.

 The City of Arcadia, including organizations, businesses, 
and schools, will provide hotel rooms, meals, training facilities, 
entertainment, transportation, and mostly a warm welcome to 87 
guests from Trinidad & Tobago who range in age from 11 to 52, and 
about a dozen from Kyrgyz Republic. They will use the days and 
nights to acclimate to the time zone and stay in shape for competition 
against 7,000 athletes from 177 countries in the world’s largest sports 
and humanitarian event anywhere in the world in 2015 that runs from 
July 25 – Aug. 2. Opening Ceremonies take place at the Los Angeles 
Memorial Coliseum and will be televised on ESPN.

 Arcadia is one of more than 100 cities from San Luis Obispo 
to San Diego selected to participate in the Host Town program. 
The country selected for each Host Town was chosen by the 
Special Olympics. Long Beach, for example, will be hosting a large 
delegation from China.

 Arcadia Host Town committee chairman Bruce McCallum (seated 
at end of table) and several other committee members recently met 
with the Trinidad-Tobago Head of Delegation Candy Berman-Harper 
and Trinidad policeman and fireman Ferdinand Bibby (seated second 
and third from right, respectively).

 Bruce McCallum is the volunteer chairman of the Host Town 
Committee of about 20 community volunteers, including former 
Arcadia Mayor and Rotarian Bob Harbicht and former president of 
Special Olympics Southern California Dick Van Kirk.

 The committee includes the Arcadia Chamber of Commerce, which 
has recruited Chamber member hotels Embassy Suites Arcadia, Hilton 
Garden Inn, and Santa Anita to provide greatly discounted stays for 
the entire delegation all three nights, plus free breakfasts each day and 
free Wi-Fi service.

 The Arcadia Woman’s Club will host the group’s dinner upon their 
arrival July 21 and provide entertainment that includes 10-year-old 
singing sensation Chelsea Chiu performing the USA national anthem, 
with Arcadian Sylvester Kemie serving as deejay and playing versions 
of the visitors natonal anthems. Matt Denny’s Ale House Restaurant 
will host the official welcoming dinner program on July 22.

 The Arcadia Unified School District will provide its facilities for 
a couple hours of workouts July 22-23, with In-N-Out providing 
hamburger and cheeseburger lunches from a truck at the high school 
on July 23 for the visitors and other Special Olympics athletes from 
San Gabriel Valley.

 George Fasching’s Car Wash and the Arcadia Rotary Club are 
providing an old-fashioned outdoor American cookout lunch of hot 
dogs, baked beans, potato salad, chips and apple pie for visitors on July 
22 while they enjoy Wilderness Park.

 The group will spend time at Westfield Santa Anita mall and tour 
the neighboring Santa Anita Park horse race track as well as the 
police station. The delegation will also join nearly 1,000 Arcadians 
who attend the City’s free summer concerts on the lawn of City Hall 
the evening of Thursday, July 23, which will coincidentally feature a 
Caribbean band which has agreed to play the national anthems of the 
visiting countries. A buffet dinner will be provided at the concert by 
the Arcadia Chinese Association.

 The Arcadia Host Town committee will be creating photo keepsakes 
and providing gift packages for each of the attendees to take home 
to remember their stay in Arcadia, and some volunteers will wear 
special Host Town shirts. The Rotary Club and other organizations 
are making donations to pay for these and other expenses. Additional 
money will be raised with the help of BJ’s Restaurant & Brewhouse, 400 
Huntington Drive, Arcadia, CA 91006, which will donate up to 50% of 
all dinner bills of Host Town supporters at the restaurant on Tuesday, 
March 10. Seating is limited and advance reservation is required.

ASSISTANCE LEAGUE® OF 
ARCADIA MEMBERSHIP 
LUNCHEON

Past Presidents were highlighted at Assistance League of Arcadia’s 
Annual Membership Luncheon on February 24th. President, Kay 
Kinsler, honored the past Presidents and Most Valuable Members in 
attendance. Kay Kinsler and Shelly Romo presented Service Award 
pins to members reaching milestones. Several members received pins 
for 30 years of service! 

 Lisa Blake, from Armstrong Garden Centers, presented an 
informative program on “Water Wise Gardening”. Festive succulent 
centerpieces reflected the theme. Patricia Beith and her Membership 
Committee worked together organizing the entire event. The lovely 
luncheon was prepared and served by Blennie Danielson and her 
luncheon committee. 

 The members of Assistance League put caring and commitment 
into action and are always looking for new volunteers to make a 
difference in the community. A Prospective New Member Coffee 
will be held on March 19th at 10:00 am, in the Chapter House, 100 
S. Santa Anita Ave., Arcadia. Anyone interested in learning about the 
Assistance League of Arcadia’s community services and programs is

FIGHT CRIME

Presented by the Arcadia Women's Club - The Educational 
Arm of the Republican Party

On Thursday, March 19, 2015 the group will have Byron Walls 
give a humorous talk on crime safety, regarding street crimes, 
home protection, car safety, fighting tactics and pros and cons of 
weapons. 

He has been speaking to over 100 groups a year for 30 years. He 
is well researched and well versed. Byron has been a singer and 
comedian performing at the Purple Onion and Hungry Eye in 
San Francisco as well as parts in movies. He also sang with the 
New Christy Minstrals. 

This is a very important topic. Please come join us and make new 
friends. Lunch is $18.

We meet at 10:30 for coffee and a short business meeting. The
